About this file
This document is a Q&A Addendum for a Request for Proposals (RFP) issued by the Minnesota Department of Veterans Affairs (MDVA) for Attending Physician Services at the Minnesota Veterans Home - Silver Bay (MVH-SB), a 54-bed skilled nursing facility. The RFP is for a new contract, as the current contract has reached its 5-year maximum term. The RFP does not specify a budget or require subcontracting, and there is no minimum number of required hours. The current incumbent is Lakeview Memorial Hospital, but their specific billing rates are not being provided. The RFP requires physicians to be on-site 1 day per week for 4-5 hours, and the facility uses the PointClickCare EHR system. The RFP does not provide historical payer mix data or a list of common procedures and their monthly frequencies, but respondents can submit data requests to the MDVA legal department, though fulfillment is not guaranteed before the solicitation closes.
Regarding pricing, the MDVA is not releasing budget information. The RFP also does not specify if the Prevailing Rate Per Diem is a fixed monthly rate or per-visit. The RFP states that 24/7 call coverage is provided by internal MDVA staff and cannot be billed separately, and the attending physician does not have to be the on-call physician. The RFP also does not allow for integration of external HIPAA-compliant communication platforms.
