About this file

This document is a Question and Answer (Q&A) regarding a Request for Information (RFI) for Flight Termination Services. The RFI is seeking vendor capability information to identify acceptable flight termination capabilities/services for customers on the Eastern and Western Ranges who do not meet the mandatory Automated Flight Safety System (AFSS) deadlines. The RFI is focused on receiving information about material solutions for ground-based flight safety systems, as the existing systems will no longer be offered to range customers after applicable deadlines in 2025 or 2030. The goal is to find vendors that can offer material solutions to meet the flight termination service needs of commercial launch service providers and DoD test programs that do not adopt AFSS technologies. The RFI does not constitute a solicitation, and the government will not reimburse contractors for any costs associated with preparing a response.

The purpose of this document is to provides answers to questions from the filed pertaining to the

FTS RFI.

1). Q: Is the RFI focused on receiving information about FTS material solutions or whether the Eastern/Western Ranges are seeking information about range safety analysis services to support DoD and commercial programs not ready for AFSS by 2025

A. This RFI is requesting material solutions to ground-based flight safety systems (also known as positive control) for the Eastern/Western Ranges . Section III, 1) a) of the RFI outlines the two broad options we are seeking industry feedback. The primary difference between the options is the degree to which a vendor solution relies on the existing range instrumentation for their solution. The existing ground-based flight safety systems on the ER/WR currently meet all requirements, but the USSF will no longer be offering those services to customers after their applicable deadlines. Hence the USSF is seeking commercial sources to operate and maintain a material solution on behalf of the non-compliant customers.

2). Q. Does the range believe the current FTS systems on DoD and Commercial companies are not adequate?

A. The Eastern and Western Ranges are transitioning to Automated Flight Safety Systems in order to expand range capacity and agility and reduce range costs. The current ground-based flight safety systems at the ER/WR are adequate but they will no longer be offered to range customers after their applicable deadlines in 2025 or 2030. Those commercial launch service providers and DoD test programs which do not adopt AFSS technologies must use other sources for their ground-based flight termination services. This RFI seeks to find vendors that can offer material solutions to meet these customer needs.
