McGovern-Dole FY2021 Limited Merit-Based Notice of Funding Opportunity for Guatemala and Honduras

Questions and Answers

Questions received up until June 23rd, 2021

1. Q: Can you confirm if a U.S. Land Grant or Organization that is currently implementing a USAID-supported project is eligible to apply?

A: No. Per Section C – Eligibility Information, only current award recipients with active McGovern-Dole International Food for Education and Child Nutrition (McGovern-Dole) cooperative agreements in Guatemala and Honduras are eligible to apply.

2. Q: For Guatemala, can applicants propose moving into schools in bordering municipalities that are located in new departments? For example, if there are schools that have high needs and are located in Quetzaltenango, can implementers expand into these areas?

A: As stated under the Country-specific Guidance for Guatemala, the focus is on expanding and extending activities and number of beneficiaries in the same targeted geographical regions as current McGovern-Dole projects: The Departments of Totonicapán, Huehuetenango, and Quiche. Proposals should focus on these Departments when proposing to expand into new schools and municipalities.

3. Q: Can USDA share expectations or requirements regarding how applicants should adjust current evaluation plans with the expansion?

A: Since this additional funding builds on existing projects which are already adhering to IFAD’s monitoring and evaluation policy and practices, USDA will negotiate with the awardee on how to adjust evaluation plans to properly reflect any new funding. For example, if a project adds new activities or new participants to its scope, those changes will need to be reflected in all relevant places in the project’s M&E system. If a project’s timeline is extended, the timelines for future evaluations will likely need to be adjusted.

4. Q: Can USDA confirm that there are no application documents that are to be submitted through FAIS?

A: Correct. Per Section D Part 7 – Other Submission Requirements, submissions must be received by the closing date and time via email to: MGDAmendments@usda.gov. At the time of application, no application documents or materials are to be submitted through FAIS.

mailto:MGDAmendments@usda.gov

5. Q: Will USDA allow for a Title Page, Acronym List, and/or a Table of Contents to be submitted and not count against the 10-page Concept Paper limit?

A: Yes. USDA will allow for a Title Page, Acronym List, and/or a Table of Contents to be submitted. USDA will not count a Title Page, Acronym List, and/or a Table of Contents against the 10-page Concept Paper limit.
