About this file

This document is a Questions and Answers response sheet for RFP No. 240000002756 Water Quality Monitoring issued by the Michigan Department of Environment, Great Lakes, and Energy (EGLE). The RFP seeks contractors to provide water quality monitoring services under a firm-fixed-price contract with Standard Terms and Conditions. The contract will require identified key personnel to be listed with appropriate P-level classifications, though EGLE will not provide a predetermined list of required positions. Contractors must submit staffing plans that include all direct employees and subcontractors who will assist with contract execution.

Pricing for this contract is firm for the entire contract term with no allowance for annual escalation rates to account for pay rate increases. Labor rates must be submitted in Schedule B using only the P-level classifications provided by EGLE, with each employee assigned to a single P-level category. Multiple labor category rates cannot be provided for individual P-levels, and no additional custom classifications beyond those specified will be accepted. Different named employees within the same P-level must be assigned the same hourly rate for pricing purposes. The contract does not permit the use of existing ISID design and construction contract terms as an alternative to the Standard Terms and Conditions provided in the RFP.
