About this file

This document appears to be a Question and Answer (Q&A) for Request for Proposal (RFP) No. 240000002756 issued by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) for Water Quality Monitoring services. The RFP seeks contractors to provide these services, with key personnel and staffing requirements outlined in the Statement of Work. The contract resulting from this RFP must use EGLE's standard contract terms, rather than an existing ISID contract. EGLE will not provide a list of required key personnel positions, but contractors must identify the appropriate P-level staff they plan to utilize. The contract does not allow for annual escalation of labor rates, which must remain firm for the entire contract term. Each employee must be listed under a single P-level classification, and additional classifications beyond those provided cannot be added.

Regarding pricing, the RFP provides a pricing table template in Schedule B that must be used. Contractors cannot provide multiple labor category rates for a single P-level, nor can they provide different rates for employees within the same P-level classification. The contract also does not allow for adjustments to labor rates based on actual cost changes during the contract term.
