About this file

This is a Questions and Responses document for RFP #411 - Media Buy Services issued by DCSS (Department of Child Support Services) in California. The RFP seeks professional media buying services to streamline statewide media buying into one contract, replacing the current system where local offices must establish individual vendor contracts. The scope includes media planning, buying, and public relations services in an advisory capacity, with DCSS providing all creative assets. The volume of media buy requests is expected to range from five to five dozen annually, with campaigns varying between statewide and county-level implementations.

There is currently no incumbent vendor for these services. The successful bidder will have access to Google Analytics and first-party data, with the ability to pixel multiple site actions. KPIs will vary by campaign but may include reach, site traffic, engagement, case openings, calls/inquiries, and form submissions. DCSS will welcome vendor recommendations on media mix and channels, though final decisions will be based on campaign goals, best practices, and county preferences. Most campaigns will direct audiences to the state website. The contract includes requirements for vendors to demonstrate lines of credit, though specific financial information can be redacted in public releases.
