About this file

This is a Question & Answer Set document issued by the California Employment Development Department (EDD) for Invitation for Bid (IFB) No. 125672 regarding Fire and Intrusion Alarm Monitoring, Annual Fire Alarm Inspection(s), and "As-Needed" Alarm Maintenance and Repairs Services. The document was published on March 18, 2026, and clarifies key specifications for prospective bidders. A mandatory site walk-through was scheduled for March 19, 2026, at 10:00 AM to allow bidders to view the fire alarm panel and obtain the points/zone list in person. The existing system uses a Radionics D9124 panel with phone line communication. The current fire alarm system lacks a recent inspection report, as inspections have not been performed for several years, and the UL certification status is uncertain, though renewal will likely be required.

The Department indicates that the existing panel operates on factory default passcodes with no lockouts currently in place. Upon contract award, the incoming contractor must obtain control of the existing communicator unit from the previous contractor, or the EDD will incur additional costs for a new communicator. The Department cannot confirm the current UL certification status and anticipates this certification will need renewal. Bidders should account for potential additional costs if the previous contractor fails to release the communicator or if panel replacement becomes necessary due to access issues.

ATTENTION: ALL PROSPECTIVE BIDDERS:

Following are the questions related to the above-referenced IFB. All prospective respondents are cautioned to carefully review the following list prior to submitting a proposal as it contains important clarifications not previously contained in the IFB.

# QUESTIONS ANSWERS

1 Can you provide the most recent inspection report? We do not have the recent inspection report for the annual fire alarm as it has been several years since one has been performed.

Can you provide the points/zone list?

The points/zone list can be seen in person on the walk through tomorrow, March 19, 2026 at 10:00AM when viewing the fire alarm panel.

3 What is the current form of communication (cellular or landline)? If the communication is cellular, please provide the make and model of the cellular communicator. Additionally, please confirm that the current contractor will release the communicator upon the award and cutover date so the incoming contractor has control of the unit. If it is not released, a new communicator will be required at an additional cost.

The existing panel is a Radionics D9124. It is using phone lines.

4 Please clarify the UL certification requirements. Is the system currently UL certified, and does that certification need to be renewed?

We are not 100% sure on this, it will most likely need to be renewed.

5 Please confirm that, upon award to a new contractor, the previous contractor will release all lockout codes for the panel and return them to factory defaults. If these are not released, the incoming contractor will be unable to cut over the system, which may necessitate a panel replacement at an additional cost.

There shouldn’t be any lockouts on the panel. The passcode should just be the factory defaults.
