About this file

This is a Questions and Answers document issued by the California Department of General Services Office of Business and Acquisition Services (OBAS) on February 13, 2025, regarding an IFB for Switchgear Maintenance Services. The document addresses questions received by OBAS on behalf of the Facilities Management Division as of February 6, 2025, specifically regarding technical requirements for maintenance services in the Sacramento region.

The Q&A clarifies two key technical specifications: First, the requirement for NETA and NICET certified personnel supervision of testing will be removed from IFB Attachment 10, Exhibit A, Section 4(A) via a forthcoming addendum. Second, regarding molded case circuit breakers testing requirements, the document confirms that the current minimum for testing is 15 amp, with test reports to be provided. The document includes a letterhead showing it was issued by the Administration Division, Office of Business and Acquisition Services of the State of California Government Operations Agency, Contracts Services Section in West Sacramento.

IFB Elevator Services– Q & A #2

Date: February 13, 2025

To: All Bidders for IFB – Switchgear Maintenance

From:Department of General Services
Office of Business and Acquisition Services (OBAS)

Subject: IFB Switchgear Maintenance – Questions and Answers

As of February 6, 2025, OBAS received on behalf of Facilities Management Division the following questions (Q) and is providing the following answers (A):

Q1: Under Exhibit A, section 4, it states the following: "contractor shall perform all services in accordance with California Code of Regulations, Title 24, California Building Standards Code and NFPA 70E. All testing shall be performed under the direction of NETA and NICET certified personnel." However, only a NETA-certified company can perform NETA testing. And you're not calling out for the need of that certification. Also, it is beyond rare to have a NETA-certified company that also has a C-10 license.

A1: The requirement of all testing shall be performed under the direction of NETA and NICET certified personnel will be removed from IFB, Attachment 10, Exhibit A, Section 4(A). An addendum will be posted.

Q2: Under Exhibit A, section 6, subsection D, it calls for primary injection testing of molded case circuit breakers. Is there a current minimum on which breakers you want tested (i.e. Test 100A and larger?)?

A2: Pursuant to the molded case breaker test reports, the current minimum is 15 amp. A copy of the molded case breaker test reports will be provided.
