About this file
This document is a Notice of Intent to Award a Sole Source Firm-Fixed-Price Purchase Order. The United States Air Force (USAF) intends to issue the purchase order to TR Engineering Inc. under the authority of FAR 13.106-1(b)(1)(i) for hydraulic pumps necessary to build aircraft transport trailers. The period of performance is from September 1, 2024, to December 31, 2024. The product must meet specific interface, operating pressure, input, valving, output volume, and material requirements. The USAF is not requesting competitive quotes but will consider capability statements, proposals, or quotations from responsible sources received within 5 days of the notice. If the requirement is competed, it may be set aside for small businesses, in which case the Limitation on Subcontracting clause will apply. The USAF will not pay for any information received in response to this announcement.

The United States Air Force (the Government) intends to issue a Firm-Fixed-Price Purchase order to a single source, TR Engineering Inc., under the authority of FAR 13.106-1(b)(1)(i) (only one source reasonably available) on or about 1 September 2024. The period of performance (PoP) shall be from 1 September 2024 – 31 December 2024.
FSC: 4320
NAICS: 333996
Size Standard: 1250 employees
Supplier name: TR Engineering Inc.
Product description: Department of Defense (DoD) requires hydraulic pumps necessary to build aircraft transport trailers.
Product characteristics an equal item must meet to be considered:
Interface:
The hydraulic pump shall attach independently to each of two pump locations of the trailer Each pump shall interface with the following mounting plate. (See Figure 1)
Figure 1. Pump Mounting Interface Each pump shall be capable of connecting two sets of hydraulic cylinder pressure lines and a reservoir line to the underside of the pump.
Each pump shall independently operate two double acting hydraulic cylinders with a single input handle.
Operating Pressure:
The pump shall have an operating pressure of 0 - 3000 psi.
Input Characteristics:
The pump shall require no more than 35 LB of handle force when operating two hydraulic cylinders at 600 psi (port pressure).
The pump shall incorporate a removable pump handle with a length not greater than 30 inches.
The pump handle shall be horizontal when in the down position and have an operating angle for a full stroke of not greater than 55 degrees upward from the horizontal plane.
Valving:
The pump shall incorporate tandem center directional control valves that allow independent control of each hydraulic cylinder by switching between three positions: extend, retract, and center being a neutral position.
The directional control valves shall incorporate an open center design.
The directional control valves shall be switchable between all three positions under pressure without allowing backflow from the high pressure lines connected to the pump.
The pump shall incorporate an adjustable internal relief valve preset to 2000 psi.
Output Volume:
The pump shall output a minimum of 0.66 cubic inch per stroke/per cylinder.
The pump shall be capable of producing equal output volume per stroke to each of the two attached hydraulic cylinders.
Ports:
The pump connection ports shall be configured with SAE -6 connection ports.
Materials:
The pump shall be constructed from aluminum, stainless steel, and zinc plated steel parts. No un-plated steel parts are acceptable.
All internal non-metal parts shall be compatible with ISO Grade 32 hydraulic oil.
This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government.
