Summary: Performance Work Statement for Pyrotechnics (PYRO) Airshow 2027

This is a Performance Work Statement (PWS) for professional pyrotechnic services required by the 9th Reconnaissance Wing at Beale Air Force Base, California for the 2027 Beale Air Show scheduled for April 16-18, 2027. The contractor shall provide all personnel, labor, materials, equipment, management, and supervision to execute a complete pyrotechnic display, with the primary service involving choreographing and deploying a "Wall of Fire" synchronized with single-ship fighter demonstrations (F-15, F-16, F-18, F-22, or F-35), as well as coordinating effects with projected aircraft including U-2, T-38, F-15, F-18, F-22, F-35, and warbirds such as the P-51. The contractor must maintain flexibility to adapt to changes in aircraft availability and scheduling, collaborate with the Air Show Director, pilots, and all necessary Air Force personnel, and ensure all operations maintain a minimum 500-foot distance from parked aircraft to prevent fragment or foreign object damage. All pyrotechnic performances must be executed as precisely timed and choreographed performances integrated seamlessly with flight and ground team activities.

The contractor must comply with Defense Explosives Safety Regulation 6055.09 and Department of the Air Force Manual 91-201 regarding explosives safety standards, obtain Air Combat Command approval as a designated "Shooter in Charge," and maintain all required qualifications, certifications, and proof of insurance. Critical requirements include providing a detailed list of explosives and Net Explosive Weights within three business days of government request; storing all explosive materials in compliance with federal regulations with preference for off-base storage; handling, storing, and transporting all explosives exclusively through contractor personnel (with limited exception for EOD emergency response); removing all unused and expended munitions upon event completion; attending daily safety briefings from April 16-18, 2027; and coordinating all operations with the 9 RW/SEW Weapons Safety office as the single point of contact. The government shall furnish 400 gallons of 100 low-lead AVGAS for the Wall of Fire, estimated smoke oil, an air show layout map, specified work location, courtesy vehicles, all-access vehicle credentials, lodging (at double occupancy), lunch and water, and ice/water with port-o-john facilities. The contractor must submit an Entry Access Listing within five business days prior to work commencing on base and ensure all personnel are listed on the base Entry Access Listing starting April 14, 2027 at 1200 hours, with background checks conducted by Security Forces prior to pass issuance.

FOR

PYROTECHNICS (PYRO) AIRSHOW 2027

BEALE AFB CA

March 2026

1. BACKGROUND. The 9th Reconnaissance Wing (9 RW) at Beale Air Force Base (BAFB) requires professional pyrotechnic services for the execution of the 2027 Beale Air Show. This event is a critical community engagement and outreach initiative, and a safe, professionally executed pyrotechnic display is essential for its success. The contractor shall provide all personnel, labor, materials, equipment, management, and supervision required to perform the service. This service is crucial for preventing safety incidents and ensuring the display complies with all applicable local, city, county, state, and federal regulations, as well as specific Department of Defense (DoD) and Air Force standards. Adherence to the standards in this Performance Work Statement (PWS) is mandatory to ensure the safety of all base personnel, spectators, and the surrounding infrastructure.

2. SCOPE. The contractor shall provide a complete pyrotechnic service for the 2027 Beale Air

Show. The primary service involves choreographing and deploying effects, including a "Wall of Fire," synchronized with aerial demonstrations. The contractor must be flexible to adapt to changes in the air show schedule and aircraft availability, collaborating closely with the Air Show Director and pilots to ensure a dynamic and seamless performance. The Pyro contractor shall perform all services during the planning, arrival, practice, and execution of the 2027 Air Show from the periods of 16-18 April 2027. A paramount component of this scope is ensuring absolute safety and regulatory compliance. The contractor must strictly adhere to all applicable federal, state, and local laws, as well as Department of Defense (DoD) and Air Force regulations, specifically including DESR 6055.09 and DAFMAN 91-201. This includes managing the legal transportation, handling, and storage of all explosive materials. The contractor is required to provide all necessary certifications, proof of insurance, and detailed explosive information for risk assessment and to coordinate all operations with the base Weapons Safety office, Fire Department, and other designated Air Force personnel throughout the event period.

3. PYROTECHNIC REQUIREMENTS.

3.1 Qualifications and certifications to handle pyrotechnics (pyro) associated with air show performances.

3.2 Proof of insurance.

3.3 Once signed and issued, must read and comply with the 9RW Commander’s Pyrotechnics

Risk Assessment letter for Beale Air Show.

3.4 Must understand that 9 RW/SEW (Weapons Safety) office will serve as the single point of contact for all explosive operations conducted during the Beale Air Show.

3.5 Must be identified and approved as an Air Combat Command (ACC) “Shooter in Charge.”

3.6 Contractor must comply with Defense Explosives Safety Regulation 6055.09 Department of the Air Force Manual 91-201, Explosives Safety Standards, dated 18 June 25.

DESR 6055.09_DAFMAN 91-201, V1.E6.25.3. All off-base opportunities to store commercially purchased explosives intended for use in USAF sponsored airshows must be exhausted prior to use of the Munitions Storage Area (MSA) or other sited on-installation facilities.

4. DESCRIPTION OF PYROTECHNIC SERVICES.

4.1 WALL OF FIRE. The contractor shall configure a wall of fire for a single ship fighter demonstration High Speed Pass (F-15, F-16, F-18, F-22, or F-35).

Note: The Contract shall be flexible and be able to adjust and work with the Air Show Director, Air Show deputy Director, Air Boss and all necessary agencies/personnel to adjust with new aircraft additions/deletions as needed.

4.4 If pyrotechnics are planned anytime during the air show, ensure they are detonated with sufficient distance to prevent frag or FOD affecting THE TEAM’s aircraft or intended runways and taxiways. Pyrotechnic performances closer than 500 ft to the parked ACC or HFF aircraft are forbidden.

4.5 Must work closely with aircraft unit/pilot flying team to ensure safety and coordination.

4.6 Must ensure qualified personnel are permitted to utilize pyrotechnics in association with the aircraft.

4.7 Provide combination of high explosives, flammable fuels, and fireworks to create stunning effects and displays choreographed perfectly with flight/ground teams.

4.8 Collaborate with air show organizers, pilots, and ground crews to ensure high-energy and exciting displays that create a high-energy and more realistic air show.

4.9 Must ensure explosions/effects are well-timed and highly choreographed to coincide with air show performances.

4.10 Coordinate with base weapons safety officer on civilian explosive storage and access by filling out a courtesy storage agreement.

4.11 Provide required explosive information of assets that will be stored on installation by six (6) months prior and a detailed schedule of when access to structures is needed to pull or restore assets.

4.12 Explosives must be packaged in the original shipping configuration.

4.13 Explosives will be handled, stored, and transported by the contractor responsible for the explosives display.

4.14 The contractor will take all unused and expended munitions items with them off installation at the completion of the display.

4.15 The contractor will ensure fire extinguishers and properly equipped vehicle for explosives transportation are provided.

4.16 The contractor will provide the 9 RW/SEW with a list of explosives to be used in the demonstration and Net Explosive Weights of each explosive shot type upon government request.
