STATEMENT OF WORK
PYROTECHNICS
KIRTLAND AIR FORCE BASE
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services, to preform pyrotechnic displays of approximately 30 total minutes in duration, daily during the 2025 Kirtland AFB Open House, 31 May – 1June 2025. The contractor shall perform a show each day on 31 May and 1 June, 2025. The contractor shall arrive at Kirtland AFB in adequate time to attend the safety briefing and set-up day on 30 May 2025.
Contractor Requirements: The Contractor shall abide by USAF Explosives Safety Standards, DESR 6055.09_AFMAN 91-201, Explosives Safety Standards found at http://static.epublishing.af.mil as directed by Joint Base Andrews Safety representatives and shall follow guidance in DoD 4145.26-m, DoD Contractors' Safety Manual for Ammunition and Explosives. The contractor shall also abide by the guidance set forth in DESR 6055.09_AFMAN91-201 and AFMAN 10-1004. Contractor shall possess a U.S. Bureau of Alcohol Tobacco and Firearms High Explosive Class 33 AFT User License. The contractor shall also possess state and local licenses/permits. This contract will be awarded for all services to one contractor and will not be for partial services. The contractor shall have current registration in SAM.GOV and keep it throughout the duration of the contract. Contractor shall perform to the standards in this SOW.
Pyrotechnic Display Requirements: The Contractor shall perform two pyrotechnic displays to complement a downed airman simulation display.
(1) The Contractor shall provide full shot pyrotechnic displays in support of the following acts during the 2025 Kirtland Air Force Base Open House, 31 May – 1 June, 2025.
(2) The detailed breakdown of each pyrotechnic display will consist of:
• Two 1500 foot Wall of Fire (one per day)
• Eight Attention getter bombs (four per day)
• Twenty-four Regular Bombs (twelve per day)
• Sixteen hit regular strafes (eight per day) (No fire small arms)
• Six Regular Strafes (three per day)
• Two MOAB Bombs with secondary explosions (one per day)
• Two massive mushroom cloud explosions (one per day)
• All to be performed at each performance on 31 May – 1 June 2025.
Modifications to this profile can be made by the Organizer and the Contractor for safety or feasibility reasons.
Period of Performance: Contractor shall have all required equipment at Kirtland AFB no later than 29 May, 2025. Contractor shall depart Kirtland AFB no earlier than 1800 MST on 1 June 2025.
Limitations: The Contractor will operate within the limitations prescribed by Federal Aviation Regulation Waiver (FAA Form 7711-1) on the dates specified above provided weather, mechanical, and site conditions permit. If volunteers are needed to assist with fueling http://static.epublishing.af.mil/ operations, the members cannot be military or DOD civilians
Pre-Show Requirements: The Contractor, or a Contractor’s representative, will attend a pre-show briefing the day of the event. The Contractor’s failure to attend the pre-show briefing will result in cancellation of that day’s performance and the Contractor’s fee will be adjusted accordingly. No later than 1 April 2025, the Contractor is required to provide the Director and Air Operations Officer a list of all team members. The information required is full name, social security number, date of birth, driver’s license number and state of issue. This information will be protected and limited access to it for the purposes of running a security background check to allow access to the installation. The contractor shall provide a copy of designated crowd lines IAW DESR 6055.09_AFMAN91-201 dated 6 February 2025 and AFMAN10- 1004 dated August 23, 2018. The Organizer shall coordinate a pre-burn of the pyro area prior to any live display with Fire department, BASH personnel, Weapons Safety, Airfield, etc.
Logistics:
(1) General. The Contractor will coordinate logistical requirements with the Director of Air Operations to ensure the fulfillment of all referenced requirements. The alternate point of contact is the Director of Ground Operations. The Contractor shall ensure coordination with base EOD prior to arrival in addition to briefing them on the types of explosives that will be used.
(2) Fuel. The Organizer will provide fuel and/or AVGAS, it will be delivered in a bulk fuel truck with a qualified operator with a metered dispensing system prior to the explosives being delivered to the site. The Contractor shall include the type and how many gallons of fuel are needed in their quote.
(3) Utility Vehicles. All commercial explosives will be handled, stored, and transported by the contractor responsible for the pyrotechnic display. DoD (military or civilian) personnel, on or off-duty, will not handle or transport commercial explosives. Kirtland AFB personnel will only be allowed to escort the explosives to the demonstration site.
(4) Storage Space. The contractor is responsible for supplying storage containers for all explosive materials. All excess explosives or explosives residue will be removed by the contractor immediately following the demonstration through coordination with EOD and associated on base organizations.
Report of Damage, Destruction, Injury, or Death:
(1) The Contractor shall report all incidents of damage or destruction to property, or personal injury or death to any person, arising out of and during the performance of this contract. For the purposes of this paragraph, the term “property” includes equipment, freight, or property of any type, whether Government-owned or not, and the term “Contractor” includes the Contractor, its agents, or employees. If incident occurs on base, the 377 Security Forces Squadron (SFS) Law Enforcement and the Open House Fire Chief shall be notified within 5 minutes of the occurrence.
(2) The Contractor shall submit the following reports to the Contracting Officer and the
Government Representative:
- A preliminary written report, to include witness statements, as soon as practicable.
- A complete written report within 96 hours of the incident.
Contractor's Liability Insurance: The Contractor declares that they will maintain personal liability insurance within the limits of one million dollars ($1,000,000.00) per occurrence for bodily injury or property. A copy of proof of insurance shall be provided to the Contracting Officer no later than 1 April 2025.
Compensation and Cancellation: Should the 2025 Kirtland AFB Open House be postponed, abandoned, canceled, or otherwise prevented from occurring due to conditions outside the control of either party, including, but not limited to, national or military emergency, disaster, terrorism, or an act of God/force majeure, pandemic and or epidemic neither parties hereto shall be liable to the other for any expense incurred at the time of cancellation. If the Contractor has incurred costs at the time of cancellation, the Contractor shall be entitled to a compensation amount that is commensurate with the amount of work performed. The Contractor shall therefore provide substantiating documents to support costs incurred when invoicing.
Negligence, equipment failure, sickness, and loss of employees/subcontractors do not create conditions outside the party's control and do not excuse performance. If the Contractor is on-site and ready to perform on the day of the event but cannot due to circumstances outside of the Contractor's control, the Contractor will be paid 100% of the performance fee. If the Contractor fails to perform for any reason other than those stated above, the Contractor shall not be entitled to compensation of any type; to include 100% of the performance fee or a percentage thereof that is commensurate with the amount of non-performance.
Deposits: The Government will not pay any deposits. All costs will be inclusive and will be paid in one lump sum at the end of the performance. Payment will be made within 30 days of receipt of invoice, material inspection, and receiving report.
Lodging: The Contractor will not include a fee for Lodging. The Government will provide single-occupancy, non-smoking rooms for Contractor personnel. The Contractor will submit the number of rooms and required dates in their official quote. The Contractor and all individuals/Sub-Contractors assisting the Contractor in the execution of work stated in this SOW and subsequent the contract shall be responsible for paying for all sundry items consumed. Upon check-in, a credit card for each room provided will be required to cover any sundry item costs or damages to the hotel.
Transportation: The Contractor shall not include a fee for ground transportation. If required, the contract will submit the number and type of vehicles/trailers in their official quote.
Donations: Air Force shows are free to the public and charge no admission. The Contractor shall not solicit donations as additional compensation from the public. The Contractor may not display or present any signage or charge for an admission fee in any way, shape, or form to tour an aircraft or display. See AFM 10-1004 for further guidance.
