Part 1: General Information
1.1 Introduction: The Air Force Life Cycle Management Center (AFLCMC) Munitions Division Components Branch (AFLCMC/EBHCC) is seeking to gather data by contracting for engineering services, specifically test support.
1.2 Description of services: The contractor shall provide all personnel, equipment, tools, materials, supervision, other items, and non-personal services necessary to perform testing of the BBU-63/B impulse cartridge as defined in this PWS except as specified in Part 2 as government-furnished property and services. The contractor shall perform to the standards in this contract. Deliverables are listed in Table 3 and include modified Universal Cartridge Test Apparatus (UCTA) drawings (DI-SESS-81008F), monthly status reports (DI-MGMT-81928), BRU-44 Bomb Rack Randomized Firing Table, BRU-44 Bomb Rack First Article Test (FAT) plan (DI-NDTI-80566A) and report (DI-MISC-80508B), UCTA test plan (DI- NDTI-80566A) and report (DI-MISC-80508B), closed bomb test plan (DI-NDTI-80566A) and report (DI- MISC-80508B) and a Measurement System Evaluation (MSE) (DI-QCIC-81960).
1.3 Background: The BBU-63/B is an electrically fired cartridge used to eject stores from the BRU-44 bomb rack. The FAT procedures currently utilize the BRU-44 bomb rack. Due to the large logistical burden and costs associated with using the BRU-44 bomb rack for FATs, the Air Force Countermeasures SPO would prefer the use of either a Closed Bomb Test or the UCTA for the FAT.
1.4 Scope: The contractor shall provide testing services. Services include: conducting a closed bomb test, a UCTA test, and a FAT with BBU-63/B impulse cartridges to collect data. The FAT method shall be conducted according to the current FAT instructions using the BRU-44 Bomb Rack. The Contractor shall perform their duties at their own facility and transmit data at the appropriate security levels using approved DoD communications methodologies (I.E.NIPRNET/SIPRNET/JWICS as appropriate).
This Performance Work Statement (PWS) outlines the requirements for vendors in conducting the tests needed to determine performance correlation between the Closed Bomb Test, the UCTA, and the FAT.
1.5 Period of Performance: The period of performance is 18 months after contract award.
1.6 General Information
1.6.1 Post-Award Conference or Periodic Progress Meetings: The contractor agrees to attend a post-award conference convened by the contracting activity or contract administration office in accordance with FAR 42.5. The Contracting Officer (CO), contracting officer’s representative (COR) or a Defense Contract Management Agency (DCMA) representative, and other government personnel, as appropriate, may meet periodically with the contractor to review the contractor’s performance. At these meetings, the CO will apprise the contractor of how the government views the contractor’s performance, and the contractor will apprise the government of problems, if any, being experienced.
Appropriate action shall be taken to resolve outstanding issues. The contractor shall provide meeting minutes upon completion (DI-ADMIN-81505).
1.6.2 COR/DCMA: The COR/DCMA monitors all technical aspects of the contract and assists in contract administration. The COR/DCMA is authorized to perform the following functions: assure the contractor performs the technical requirements of the contract; perform inspections necessary in connection with

contract performance; maintain written and oral communications with the contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including government drawings, designs, and specifications; monitor contractor’s performance and notify both the CO and contractor of any deficiencies; coordinate availability of government-furnished property; and provide site-entry of contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR/DCMA is not authorized to change any of the terms and conditions of the resulting order.
1.6.3 Contract Manager: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
Part 2: Government-furnished Equipment and Materials
2.1 General: The government shall provide the equipment and materials listed below. The contractor shall record the government furnished property according to DI-MGMT-80441D and DFARS clauses. The contractor shall record receipt and inventory of the government furnished material according to DI- PSSS-80727A and DFARS clauses.
2.2 Equipment: The government will provide BRU-44 bomb racks for the bomb rack testing. The bomb racks will be provided to the contractor’s facility. Throughout testing, maintenance will be performed on the bomb racks by Government personnel. At the conclusion of the testing, the bomb racks will be returned in the same condition, barring normal wear and tear, to Whiteman Air Force Base.
Equipment will be tracked and controlled by the USG utilizing appropriate systems or forms (e.g. AF 1297) and according to DI-MGMT-80441D. Shipping will be provided by the USG for government furnish equipment and material.
2.3 Materials: The government will provide the 780 BBU-63/B cartridges required to be tested. In addition, 84 cartridges will be provided as spares. Contractor will comply with Explosive safety Protocols
IAW DESR6055.09_AFMAN 91-201.
Part 3: Contractor-furnished items and services
3.1 General: Except for those items specifically stated to be government-furnished in Part 2, the contractor shall furnish everything required to perform this PWS. This includes but is not limited to: the facilities, closed bomb test apparatus, and UCTA.
Part 4: Specific tasks
4.1 General: The tests included below shall be performed on the designated number of units shown in Table 1 for each of the manufacturers, propellant weights, and environmental conditions. Table 2 represents cartridges that will be conditioned according to SP9927150 Rev D Table II Test T3, T4, and T5.

4.2 Test Specification Summary
4.2.1 Closed Bomb Test: A test plan shall be written to the standards of DI-NDTI-80566A and delivered to the government per Table 3. The closed bomb test is a fixed volume pressure vessel with a volume of 322 cc where the BBU-63/B cartridge is placed. The BBU-63/B is functioned within the pressure vessel while instrumentation gathers data described in paragraph 4.3.1. The pressure is safely vented before the cartridge is removed and the test repeated.
The cartridges for this test will be conditioned differently according to Tables 1 and 2 located in Part 9.
Table 1 will have temperature conditioning only and functioned according to SP9927150 REV D 4.5.2.4.
Table 2 will be conditioned according to Figure 1: Modified First Article Test Distribution for Closed Bomb and Universal Cartridge Test Apparatus. After conditioning according to Figure 1, the cartridges will be further temperature conditioned and functioned according to SP9927150 REV D 4.5.2.4.
All quantities are outlined in Table 1 and the Closed Bomb Test will use Test Bomb-Closed 9927140.
The Closed Bomb Test apparatus shall not be temperature conditioned. Cartridges shall be removed from the conditioning chamber and functioned within 3 minutes. The closed bomb test will have a volume of 322 cc.
4.2.2 Universal Cart Test Apparatus: A test plan shall be written to the standards of DI-NDTI-80566A and delivered to the government per Table 3. The UCTA is a government-owned technical data package (TDP) test fixture that upon cartridge function pushes a 480 lb. store along two horizontal rails. Data collected from this test is described in paragraph 4.3.2.
The UCTA is designed to test the ARD-446 and ARD-863 bomb ejection carts. A new breech for the UCTA shall be designed in such a way as to function the BBU-63/B as intended on the BRU-44 with dual outlets for gasses to release. The breech shall be interchangeable and compatible with existing parts to allow for a single UCTA fixture to be configured to test any of the ARD-446, ARD- 863, or BBU-63/B.
The UCTA for Table 1 will have temperature conditioning only and functioned according to SP9927150
REV D 4.5.2.4.
Table 2 will be conditioned according to Figure 1: Modified First Article Test Distribution for Closed Bomb and Universal Cartridge Test Apparatus. After conditioning according to Figure 1, the cartridges will be further temperature conditioned and functioned according to SP9927150 REV D 4.5.2.4.
The UCTA shall follow the same guidelines as Closed Bomb Test for the temperature conditioning. The UCTA shall not be temperature conditioned, only the cartridges. Cartridges shall be removed from the conditioning chamber and functioned within 3 minutes.
The breech of the UCTA shall be designed in such a way as to function the BBU-63/B as intended on the BRU-44 with dual outlets for gasses to release.
The vendor, upon request, will receive government owned plans of the UCTA for reference.
Any design, drawings, or data related to modifications to the UCTA to accommodate the BBU-63/B shall be government owned and adhere to DI-SESS-80776F.

4.2.3 Bomb Ejection Rack: A test plan shall be written to the standards of DI-NDTI-80566A and delivered to the government per Table 3. The BRU-44 Bomb Ejection Rack is what the aircraft uses to hold stores until ready to be separated with the BBU-63/B cartridges. This test includes an Air Force supplied BRU-44 Bomb Ejection Rack and a weight to simulate the store used. The rack is functioned as designed to separate the store from the rack. Data from paragraph 4.3.3 is collected during the test.
The cartridges for this test will be conditioned differently according to Tables 1 and 2. Table 1 will have temperature conditioning only according to SP9927150 REV D Table I (2,400 lb. store only).
Table 2 will be conditioned according to Figure 2: Modified First Article Test Distribution for BRU-44 Bomb Rack. After conditioning according to Figure 2, the cartridges will be further temperature conditioned according to SP9927150 REV D Table I (2,400 lb. store only) and functioned.
The testing order for the Bomb Rack testing shall be randomized as best as possible. Vendor will submit randomized firing tables to the government for approval with the test plan (DI-NDTI-80566A).

Part 5: Quality Assurance
5.1 Quality Control (QC): The contractor shall develop, implement and maintain an effective QC program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QC program is the means by which they assure themselves work complies with the requirement of the contract.
5.1.1 Measurement System Evaluation (MSE): The contractor shall provide a MSE that describes the Contractor’s equipment and various measurement systems used to provide the data conforming to this PWS per DI-QCIC-81960. The Contractor shall provide the MSE to the Government NLT 30 days after contract award date.
5.2 Government Inspection: Contractor performance is subject to surveillance by the COR to ensure compliance with this PWS to include all elements of the Service Summary. The PWS identifies two types of non-conformances: minor and major. All records of non-conformance and corrective actions will be documented in Corrective Action Reports (CAR), Quarterly Surveillance Reports and Contract Performance Assessment Ratings (CPAR).

5.2.1 Non-Conformances
The Contractor shall identify and control non-conformances through root cause analysis, corrective actions and preventive actions. The Contractor shall focus on proactive identification and transparency of issues, and on eliminating the cause to prevent reoccurrences. The Contractor shall maintain records of non-conformities and actions taken.
The Contractor shall correct and provide response to all Government-identified non-conformances IAW timeframes specified by the CO.
5.2.1.1 Minor Non-Conformance
A Minor Non-conformance is a non-conformance, which by itself may not adversely impact mission, safety of personnel and/or equipment, performance (quality), schedule (delivery), or cost. A Minor Non-conformance normally does not increase risk to the Government.
5.2.2.2 Major Non-Conformance
A Major Non-conformance is a non-conformance that adversely impacts (or has the reasonable potential to impact) mission, safety of personnel and/or equipment, performance (quality), schedule (delivery), or cost. A Major Non-conformance also increases risk to the Government. An example of increasing risk would be significant number of recurring Minor non-conformances, which indicates inadequate preventive measures or corrective actions, thus lowering the Government’s confidence that quality services will be provided on time and at cost.
5.2.2 Non-Conformance Notification
If a non-conformance is found during inspection of the Contractor’s performance, the CO will determine the type of notification based on the category of the non-conformance and pursue non-conformance resolution IAW the contract.
5.2.2.1 First Notice
First Notices provide written notification from the CO to the Contractor of Minor Non-Conformances.
First notices shall include a suspense date for the Contractor’s response. The Contractor shall send the completed first notice response to the CO. If the Contractor fails to respond by the specified due date, the CO will notify the COR to annotate the Contractor’s non-responsiveness. If the Contractor fails to resolve the issue as documented in the notice, the CO may elevate the issue to the next level, and request the COR to complete a Customer Complaint Record (CCR).
5.2.2.2 Customer Complaint Record (CCR)
The CCR provides written notification from the CO to the Contractor of: 1) Minor Non-Conformances not addressed by the Contractor after the CO issued a First Notice, 2) Multiple occurrences of Minor Non- Conformances, or 3) First occurrence of Major Non-Conformances. The CO will issue the CCR to the Contractor with a suspense date for the Contractor’s reply. The Contractor shall send the completed CCR to the CO. If the Contractor fails to respond by the specified due date, the CO will notify the COR to annotate the Contractor’s non-responsiveness. If the Contractor fails to resolve the issue as documented in the notice, the CO may elevate the issue to a Corrective Action Report (CAR).
Corrective/preventive actions initiated and/or completed by the Contractor will be verified by the COR.

5.2.2.3 Corrective Action Report (CAR)
A CAR provides written notification from the Government to the Contractor of significant performance discrepancies. A CAR may be issued when previous notifications of Minor non-conformances failed to result in corrective actions or when a Major Non-conformance exists. CARs shall be issued by the CO to the contractor for their action.
To satisfactorily close-out a CAR, the following criteria must be met;
• the contractor shall meet the suspense date;
• the corrective action must have been found satisfactory by the COR and CO;
• any required updates to the Contractor’s QCP must be made and reviewed by the COR;
• the Contractor’s actions must correct the non-conformance, and if applicable,
• the correction to the non-conformance must be within specified standards.
If the corrective action is deemed unsatisfactory by the COR and CO, the Government reserves the right for further action, up to and including equitable adjustment.
5.2.3 Government Remedies: The CO shall follow Federal Acquisition Requirement (FAR) 52.246-4, “Inspection of Services-Fixed Price” for a contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
5.2.4 Contractor Performance Assessment Reporting System (CPARS) Applicability FAR 42.1502 directs all Federal agencies to collect and report past performance information on services contracts with a value of $1M or more. The CPAR assesses a contractor’s performance and provides a written record on a given contract during a specific period of time. All CPARs are accomplished using the automated Navy Contractor Performance Assessment Reporting System (CPARS) found on the web at <http://www.cpars.gov>. This system requires the contractor to provide a designated representative to receive CPARs.

Part 7: Deliverables
7.1 General: All reports shall correspond to specific items affected and shall correspond to item specific serial and lot numbers. Individual data points will be collected according to serial and lot numbers. After each test, results will be summarized in such a way to easily determine performance results in each of the required metrics as described in 4.3 and DI-MISC-80508B.
All modifications to the UCTA to accommodate the BBU-63/B shall be summarized with plans delivered to the United States Air Force according to DI-SESS-81008F.
The vendor shall record, report, and summarize all test results, data, observations, and anomalies. A monthly status report will be provided according to DI-MGMT-81928.
The Contractor shall be responsible for delivering all end items specified, unless otherwise directed, by the government. Except where noted, Contractor format is acceptable for this effort as long as all required analysis and data for each test listed under Test Requirements Summary is completed and provided to the government. Deliverables 004, 005, and 006 will include individual data points organized according to serial and lot numbers. Deliverable 007 will include drawings, modifications, and data related to any modifications to the UCTA.
All deliverables will detail analytical methodology, including: commercial or proprietary software required; all cost, benefit, risk, and sensitivity analysis process; and all recommendation criteria. The below deliverables will be provided to the EBHCC Government Impulse Cartridge Program Manager.
7.2 Data Rights: All deliverables shall be provided with the appropriately identified rights (unlimited).

Part 10: Definitions and acronyms COR: Contracting Officer’s Representative: A representative from the requiring activity appointed in writing by the CO to perform surveillance and to act as liaison to the contractor.
Defective service: A service output that does not meet the standard of performance associated with it in the PWS.
DCMA: Defense Contract Management Agency
FAT: First Article Test
CO: Contracting Officer
PWS: Performance Work Statement
Quality assurance surveillance plan (QASP): A written document specifying the surveillance method used for surveillance of contractor performance.
Quality control (QC): Actions taken by a contractor to control the performance of contracted services to meet PWS requirements.
Quality control plan (QCP): A plan written by the contractor demonstrating how the contractor shall maintain an inspection system acceptable to the Government covering the services under this PWS
Contracting Officer Representative (COR): A COR is appointed by the CO to perform the actions of Quality Assurance
