About this file
This Performance Work Statement (PWS) details a preventative maintenance (PM) plan for a ZEISS SEM Crossbeam 350 Scanning Electron Microscope located at the Air Force Institute of Technology (AFIT) Cleanroom Characterization Lab. The one-year service agreement, with four option years, requires a vendor authorized by Carl Zeiss Microscopy GmbH to perform comprehensive maintenance, including inspection, equipment testing, consumables replacement, repairs, and software upgrades, all to be executed by manufacturer-certified technicians. The specific microscope (Serial Number 8405010141) is used for student research tasks such as taking 3D images of microscale devices, performing surface roughness characterizations, identifying nanoscale imperfections, and conducting crystallographic and elemental analyses.
The PWS specifies that payment will be 100% upon completion of requirements through Wide Area Workflow (WAWF), with the service performed at Wright Patterson AFB in Ohio. The maintenance plan aims to ensure the microscope maintains its original manufacturer warranties, and requires technical service representatives who are trained and receive ongoing technical updates directly from the SEM manufacturer. The government intends to sole source this contract to Carl Zeiss Microscopy, LLC, as they are the only known source authorized to provide comprehensive support for this specific ZEISS Crossbeam 350 microscope.

Performance Work Statement For
ZEISS SEM Crossbeam 350 Premium Protection Plan for Preventative Maintenance (PM) and Repairs
Title: ZEISS Scanning Electron Micro (SEM) Crossbeam 350 Premium Protection Plan for Preventative Maintenance (PM) Plan
Document Date: July 31, 2025
1. Scope: The ZEISS SEM Crossbeam 350 System - Serial Number 8405010141 requires Preventative Maintenance(PM) Plan to be performed to maintain performance standards and will be used to support student research in the Cleanroom Characterization Lab.
2. Background: The scanning electron microscope (SEM) is a microscope that uses electrons instead of light to form a 3D image. The SEM in the Air Force Institute of Technology (AFIT) cleanroom is used to perform the following tasks:
- Take 3D images of microscale devices and systems that students designs and fabricate.
- Perform surface roughness characterizations.
- Identify nanoscale imperfections on microscale devices and systems that students designs and fabricate.
- Image surface topographies that are too small for surface profilometer and white light microscope.
- The electron backscatter diffraction (EBSD) module of the SEM is used to study the crystallographic structure of materials.
- The energy dispersive X-ray spectroscopy (EDS) module of the SEM is used for elemental analysis or chemical characterization of a sample.
3. PLACE OF PERFORMANCE:
Air Force Institute of Technology (AFIT) 3610 Ascani Street Wright Patterson AFB, OH 45433
4. REQUIEMENTS/SALIENT CHARACTERISTICS: The vendor shall be authorized by Carl Zeiss Microscopy GmbH, the ZEISS Crossbeam 350 SEM manufacturer, to provide comprehensive service and support for the Zeiss Crossbeam 350 SEM. The ZEISS Crossbeam 350 SEM Annual PM plan requires technical service representatives who are trained and receive ongoing technical updates directly from the SEM manufacturer. The vendor shall have direct access to the SEM manufacturer engineers to help resolve complex technical support needs.
The SEM Annual PM plan requires technical service representatives to perform PM, service, and repairs and includes the following items:
- Inspection
- Preventive maintenance work
- Change of consumables and chemicals
- Equipment test
- Verification run
- All labor and travel
- All covered replacement parts sourced directly from the original equipment manufacturer
- Repairs and calibration as required
The PM shall be accomplished according to standardized maintenance plans for the SEM manufacturer equipment operation requirements. The PM plan shall also include software upgrades, which shall only be done by SEM manufacturer certified technicians.
5. WARRANTY: The service technician performs the annual PM to ensure the SEM maintains all original equipment manufacturer warranties.
6. PERIOD OF PERFORMANCE: The SEM PM plan is a one year service agreement with four option years.
7. PAYMENT: 100% payment upon completion of all requirements specified in this Performance Work Statement through Wide Area Workflow (WAWF) (https://wawf.eb.mil/).
