This is a Performance Work Statement for the acquisition of one X-Ray baggage machine by the 72nd Logistics Readiness Squadron at Tinker Air Force Base, Oklahoma. The document was prepared on March 17, 2026, with a Purchase Request Number listed as TBD.

The machine will screen all carry-on and checked luggage departing via airlift to comply with United States Transportation Command (USTRANSCOM) and Air Mobility Command (AMC) passenger baggage screening requirements. The X-Ray machine must meet specific technical specifications including a minimum tunnel size of 30.6 inches wide by 22.8 inches high with a conveyor weight capacity of 364 pounds. Technology requirements include material discrimination capability per TSA Air Cargo Screening Technology List (ACSTL), dual or multi-view imaging, wire resolution up to Standard 38 AWG or Typical 40 AWG, dual monitors, 256 GB minimum video/image storage capacity, and imaging features including 3 and 6 color, black and white, enhanced, and organic/inorganic modes with threat image protection and screener assist software. The machine must operate at 0°C to 40°C and be storable at -20°C to 60°C. Electrical requirements specify 110 VAC or 220 VAC with maximum amperage of 20 and 15 amps respectively, plus an Uninterruptible Power Supply. The vendor must provide TSA certification, USFDA compliance per 21-CFR 1020.40, radiation leakage less than 0.1 mR/hr, and ISO 9001 and 14001 certification. The machine must be compatible with Astrophysics entry/exit roller tables. Delivery must occur within 90 calendar days of order receipt, including assembly, installation, and standard training for up to 10 personnel. The vendor shall provide a minimum 1-year warranty covering all labor, parts, shipping, and travel, with optional extended warranty plans available for up to 5 years.
