1 INTRODUCTION

This Performance Work Statement (PWS) defines the requirements for field operations, preventative maintenance, and corrective maintenance services for two Datawell Waverider IV (DWR4) buoy systems to be maintained and serviced. The Contractor shall provide all labor, materials, equipment, transportation, and services necessary to accomplish the tasks described herein.

1.1 Background

AVTB conducts test and evaluation activities in the littoral environment for the United States Marine Corps (USMC) and other Department of Defense (DOD) organizations. Knowledge of current accurate sea state conditions is important for the safe operation of seagoing and amphibious systems and the assessment those systems under test for resolving their performance requirements with confidence.

1.2 Scope

AVTB requires continuous, reliable wave and meteorological data from two offshore locations to support testing and operational planning. These buoys are critical for assessing sea state conditions and ensuring safe operations. The two buoy locations are:

a) CDIP 264 Red Beach Nearshore (NDBC 46275): Latitude: 33.2907 N, Longitude: -

117.5015 E, Depth: 17 m / 55 ft

b) CDIP 271 Green Beach Offshore (NDBC 46277): Latitude: 33.3364 N, Longitude: -

117.6586 E, Depth: 303 m / 994 ft

Sea state data is collected by these AVTB owned DWR4 buoys, equipped with Iridium modems, and transmitted to CDIP for analysis, dissemination and archiving. This information is used by the USMC and other DOD entities for conducting sea going and littoral operations. AVTB requires the Contractor to perform maintenance support services to maintain the buoys in an operational status.

This PWS describes the maintenance support services in the following functional area that facilitate the command’s mission for conducting testing in the littoral regions:

Preventative Maintenance Services (section 3.2.1)

Corrective Maintenance Services (section 3.2.2)

Data Management Services (section 3.2.3)
