Key personnel must be U.S. citizens capable of reading, writing, and speaking English fluently and are subject to security clearance procedures including AT Level I training, iWATCH briefings, and background checks using NCIC-III and TSDB databases; security clearances are not required. Preventive maintenance follows DA PAM 750-1 and manufacturer specifications on ARL-modified DA Form 2404s for annual and semi-annual inspections. Standard repairs up to $10,000 proceed immediately upon diagnosis; repairs exceeding $10,000 require written cost estimates and Contracting Officer approval before parts are ordered. Emergency repairs respond immediately to equipment posing safety hazards to human health or the environment. The contractor must complete standard repairs within five business days of receiving parts and provides 90-day minimum warranties on all materials and services. Monthly invoices are submitted by the third workday following completion of work, and the contractor furnishes monthly Non-Mission Capable reports and PM status reports documenting equipment downtime and maintenance activities. The Government provides Building 1116B office and high bay space, lifting/rigging support, equipment availability, and facility maintenance.
