Performance Work Statement (PWS)

LabVIEW Development and Support for Versatile Tactical Power and Propulsion Program

12 JUL 2021

C.1 BACKGROUND

The United States (U.S.) Army Command Capabilities Development Command (DEVCOM) Army Research Laboratory (ARL) requires the development and support of existing and new laboratory Data Acquisition and Control (DAC) systems for the engine and engine component laboratory to accomplish the mission of the Versatile Tactical Power and Propulsion (VICTOR) Essential Research Program (ERP). The engine DAC that requires updates and support was purchased in 2013 by ARL under contract W911QX-13-C-0166. The system now requires updates to allow for research into hybrid powertrain components and turbochargers and a new valve impact system that is compatibile with existing systems to ensure interoperability. The specific Government requirements for updates and support are outlined in section C.3. No new software or information technology (IT) equipment will be purchased as part of this service contract. The software to be modified is located on standalone laboratory systems that are not connected to the ARL network.

C.2 OBJECTIVE

The objective of this effort is to obtain remote support to provide critical updates for the ARL Engine Lab DAC systems to allow for hybrid powertrain components, turbochargers, and auxiliary systems, develop a DAC for a valve impact engine component rig, and provide LabVIEW support for engines and engine component DAC upgrades.

C.3 REQUIREMENTS

C.3.1 The Contractor shall provide a LabVIEW application for a Controller Area Network (CAN) communication interface with three (3) motor–generator (M/G) controller units (two (2) Cascadia PM 100 controller/inverter units and one (1) Yasa PM150 controller/inverter unit).

C.3.2 The Contractor shall provide a LabVIEW application for a CAN communication interface with a BorgWarner PM20 e-turbocompound (ETC) controller/inverter unit and one DEDAL 440 Volt (V) Electric-Assisted Turbocharger (EAT) controller/inverter unit.

C.3.3 The Contractor shall provide a LabVIEW application for a set point control of turbocharger bypass valves (fully open ETC/EAT bypass valve if ETC/EAT turbine inlet temperature exceeds 500 degrees (°) Celcius (C), actual turbine speed exceeds plus-minus (±) 5 percentage over target. If there is an over-current condition on the generator, 3-way E-stop valves will be activated upstream of the ETC bypass valve to redirect exhaust flow to the exhaust plumbing).

C.3.4 The Contractor shall provide a LabVIEW application for a CAN communication interface with up to five (5) Regatron Power Supply modules.

C.3.5 The Contractor shall provide a LabVIEW application for set point control of various auxiliary systems associated with Requirements C.3.1 to C.3.4.

C.3.6 The Contractor shall provide a LabVIEW application and necessary hardware for additional instrumentation monitoring for motor–generator and turbocharger testing.

C.3.7 The Contractor shall provide final validation and troubleshooting with ARL personnel on applications from Requirements C.3.1 to C.3.6.

C.3.8 The Contractor shall meet all acceptance criteria for the Requirements C.3.1 to C.3.7 according to Table 1.

Table 1. Acceptance Criteria

REQUIREMENT
CRITERIA
C.3.1
Read/write to/from Motor Generator Control unit over CAN at 10 Hz minimum without dropouts. If connection drops, application reconnects automatically.
C.3.2
Read/write to/from e-turbocompound and Electric-Assisted-Turbocharger Control units over CAN at 10 Hz minimum without dropouts. If connection drops, application reconnects automatically.
C.3.4
Read/write to/from Regatron Power Supply Unit over Ethernet at 10 Hz minimum without dropouts. If connection drops, application reconnects automatically.
C.3.3, C.3.5
Reliably interface and provide set point control of ancillary systems supporting hybrid components at 10 Hz rate minimum.
C.3.6
Reliably acquire and record signals form additional instrumentation.
C.3.7
All components (M/G controller units, Regatron, and auxiliary systems) controllable for steady-state testing. User interface is functional and approved by Government.

C.3.9 The Contractor shall provide remote support of 120 hours on upgrades for engine cell DACs.

C.3.10 The Contractor shall provide remote support of 80 hours for engine component rig DACs.

C.3.11 The Contractor shall provide Project Management sufficient for the above Requirements C.3.1 to C.3.10.

C.3.12 Remote access to non-networked, stand-alone Government information systems (IS) may be required for the Contractor to fulfil Requirements C.3.1 to C.3.9. If remote access to non-networked, stand-alone Government IS is required, the Contractor shall fulfill the following: Army Training Certification Tracking System (ATCTS) registration for contractor employees who require access to Government information systems. All contractor employees with access to a Government information system must be registered in the ATCTS at commencement of services, and must successfully complete Department Defense DD Information Assurance Awareness prior to access to the IS and then annually thereafter.

C.3.13 The Contractor shall comply with any necessary Homeland Security Presidential Directive (HSPD-12) standards required for ATCTS.

C.3.14 The following are not applicable to completion of the Objectives and Deliverables: National Agency Check with Inquiries, Federal Information Processing Standard (FIPS) Publication (PUB) 201 compliant products and service components, return of Government issued identification.

C.3.15 The Contractor shall provide all original, non-compiled LabVIEW applications used to meet Requirements in C.3.1 to C.3.10. These applications shall be non-proprietary and meet Distribution in C.6.

C.4 DELIVERABLES

The Contractor shall submit the log showing hours and tasks worked via email to the Technical Point of Contact (TPOC) at the time of each invoice submission.

C.5. ANTI-TERRORISM /OPERATIONAL SECURITY (AT/OPSEC) REQUIREMENTS

C.5.1 Army Training Certification System (ATCTS) registration for contractor employees who require access to Government information systems. All contractor employees with access to a Government information system must be registered in the ATCTS at commencement of services, and must successfully complete DD Information Assurance Awareness prior to access to the IS and then annually thereafter.
