PERFORMANCE WORK STATEMENT (PWS)
REPAIR/REPLACE MAIN WATERWAY PIPE LOCATED UNDER THE
SNOZZLE BASE
Current as of: October 6, 2020
1. GENERAL
1.1. Replace the main water feed pipe from main water tank on a 2003 OshKosh T-1500 with a “Snozzle” boom attachment. (See attached illustration from the vehicle Technical Order (TO)). This unit is one of three Crash Fire Fighting vehicles assigned to the 177FW. This vehicle out of service brings the fire dept to its Minimum Essential Level (MEL) for crash vehicles. The intent of this contract is to return this vehicle to Fully Mission Capable (FMC) status.
1.2. The contractor shall furnish all parts, labor, supplies, equipment, and transportation necessary to complete the requirement in accordance with this PWS and the Solicitation requirements.
1.3. The contractor will comply with all applicable local (to include NJANG Base regulations), State, and Federal Environmental and Occupational Safety requirements.
2. SCOPE – The work associated with this PWS shall be completed as follows:
2.1. CLIN0001- Transport the vehicle from the 177FW to offeror’s shop, disassemble vehicle as needed, replace ruptured main waterway pipe located under the Snozzle base, and reassemble vehicle to return it to operational status. The contractor will also dismount/Mount 4 Ea. 24R21 customer supplied tires.
3. PERIOD OF PERFORMANCE
3.1. Period of Performance- 30 days from receipt of equipment.
4. OFFER SUBMISSION REQUIREMENTS
4.1. Offeror MUST submit a Technical Capability Statement as part of their quote.
4.1.1. Document shall be no more than two (2) pages. If an offeror submits more than two (2) page, only the first two (2) pages will be reviewed.
4.1.2. Offeror must be an authorized Oshkosh dealer OR must have prior work experience on Oshkosh airfield crash/fire vehicles.
4.2. TECHNICAL CAPABILITY STATEMENT REQUIREMENTS
4.2.1. Offerors must have the required experience (include past references with quote), equipment, manpower, and resources necessary to complete the above PWS or the ability to obtain them.
4.2.2. Offeror shall describe the manpower, equipment, and methods that they propose to use to accomplish the project.
4.2.2.1. This descriptive narrative shall include, but is not limited to: describing step by step procedure for repair, equipment proposed, daily rate of production, delivery & hauling of vehicle and/or equipment to and from the site, personnel training, personnel experience, utilization of specialty sub-contractors, completed work,
4.2.3. Offeror shall provide any documentation that they wish the Government to consider in this one page document.
4.2.4. If the offeror proposes an alternate method, they are required to describe how their solution meets the intent of this PWS.
4.2.5. The burden of proof rests on the offeror to demonstrate that they can complete the scope and intent of this project in the time allowed using the proposed means & methods
4.2.6. Offerors may be required to provide substantiating documentation prior to award.
5. ANTI-TERRORISM / OPERATIONS SECURITY / INFORMATION PROTECTION
5.1. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
5.2. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
6. AT LEVEL 1 TRAINING - This standard language is for contractor employees with an area of performance within a Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. AT level I Awareness Training is available through ADLS by completing the Force Protection CBT.
7. PERMITS: N/A
8. WARRANTY: 90 days
