PERFORMANCE WORK STATEMENT

Description:

The U.S. Department of Energy (DOE) requires timely information on the global crude oil and liquefied petroleum gas liquids; and, if possible, liquid natural gas fuel trade to support DOE’s data collection, analysis, modeling, data validation, and reporting to meet the agency’s mission.

This suite of products will provide access to detailed information that can enhance DOE’s international data and reports, as well as high visibility products. This suite includes access to tanker tracking database(s) and special reports prepared by analysts on trade movements. This product will support the fulfillment of DOE’s mission by:

• Providing timely estimates of global crude oil trade for EIA’s International Energy Statistics

• Supporting analysis of shifts in global oil trade patterns for the STEO markets review, This

Week in Petroleum (TWIP), Today in Energy (TIE), and other analyses looking at regional or country-level trade flows.

• Alerting EIA analysts when oil production has begun (or increased) in regions by monitoring trade flows at a country and regional level.

• Supporting EIA’s preparation of the Country Analysis Executive Summaries and Background References, both of which include tables and charts on crude oil trade flows

• Validating EIA’s estimates of monthly crude oil production for the OPEC countries for use in the Short-Term Energy Outlook

• Supporting flagship Energy Information Administration (EIA) Office of Energy Analysis (OEA) products such as the International Energy Outlook (IEO). The IEO and the GHySMo model that supports it could benefit from historical annual data on trade flows for crude oil and, to a lesser extent, LPG flows.

• Supporting the preparation of high-visibility analyses prepared at the request of the Office of the Secretary and other government agencies.

• In additional to the global information, the DOE requires specialized databases that track and capture vessel data from the point of origin through data aggregation and analysis from a global network of agents to allow identification of the cargo, and be updated at least twice daily for data currency. Specifically, DOE requires the following specialized databases:

o Venezuelan and Caribbean Products Data for Gasoline, Middle Distillates and Fuel Oil. It should show all voyages loading or discharging in Venezuela or the rest of the Caribbean o Iranian Products Data for Gasoline, Middle Distillates and Fuel Oil. It should show all voyages loading or discharging in Iran.

Delivery shall be provided no later than 7 days after receipt of order/award of contract. FOB destination.
