About this file

This document is a USDA Forest Service Performance Work Statement (PWS) for unit boundary painting and data collection using GPS on the Wenatchee River Ranger District. The key objectives are to paint harvest unit boundaries and collect GPS data to the specified standards in the Timber Cruising Handbook.

The contract is for the 2024 field season, with an estimated timeline of work completion by August 1, 2024. The government will provide certain materials like flagging, paint, and maps, while the contractor must provide a quality control plan, meet minimum daily productivity rates, and have qualified key personnel. Inspection and acceptance criteria are defined, including GPS data requirements, boundary painting standards, and cruise tree identification. The contractor will be responsible for properly accounting for and securing any government-furnished paint. Failure to do so could result in contract termination.

2. GPS

The Government inspector will check data collection settings, feature shape and missing data. Failure to meet the required minimum quality shall require rework.

a. Electronic Files - The Government inspector will check data collection settings, and missing data. If electronic files are created from hard copies, 100% accuracy is required between hard copies and the electronic files. Failure to meet the required minimum quality shall require rework.

D. Unsatisfactory Work

Work not meeting specification shall be reworked prior to payment. Repeated failure to perform work (two re-works) may be considered cause for contract termination and default action.

Re-Examination Upon Contractor’s Request

If the original inspection results are not acceptable to the Contractor, a re-inspection may be requested in writing. The same inspection procedures will be followed, but different plots or trees will be measured, different parts of the boundary, or GPS areas. If the re-inspection confirms the original inspection as not meeting standards, the Contractor shall reimburse the Government for actual costs incurred for making re-inspection. Failure to pass on third inspection may be grounds for termination for default.

DELIVERIES OR PERFORMANCE

SUPERINTENDENCE

One supervisor, conversant in the English language, shall be designated in writing by the Contractor for each crew. The written designation shall indicate the limits of the supervisor's authority.
