All dumpsters except the 30-yard container must have lids with latches to prevent wind opening and animal access. The initial contract period runs from March 1, 2026 through February 28, 2027, with four optional one-year renewal periods at the Government's discretion. The contractor must meet industry standards and complete all tasks without more than three missed deadlines over the contract life. Performance will be monitored by the designated QAE (William Jeff Cross, wcross@usbr.gov), and the Government retains remedies including payment deductions based on the percentage of unacceptable services if performance is unsatisfactory. The contractor must establish a Quality Control Plan, provide a list of authorized employees with valid driver's licenses, and comply with all federal, state, and local laws.
