SWIMMING POOL MAITENANCE
1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, chemicals, supervision, and other items and/or services necessary to maintain the swimming pools at Barksdale Air Force Base. Most of these services shall be performed during the swimming season typically begins on or around Memorial Day weekend and ends on or around Labor Day Weekend (services during the non-swimming season will be covered further in section 1.7.). These services will apply to the main swimming pool (approximately 272,000 gallons) and the children’s wading pool (approximately 6,000 gallons), both collocated outdoors at Building 2935 at 335 Daedalus Ave, #301, Barksdale AFB, Louisiana.
The contractor shall be expected to:
a. Complete repairs on time, support a wholesome environment, and provide dependable service with minimum disruption to patrons.
b. Comply with statutory requirements and submit timely reports.
c. Ensure maintenance, repairs and services are consistent with the most current edition of the Air Force Manual (AFMAN) 48-114, Swimming Pools, Spas and Hot Tubs, and Bathing Areas (see Appendix A of this PWS) and Chapter 11, Swimming Pool Operations, in the most current edition of the Unified Facilities Code (UFC 3-230-02), Operation and Maintenance: Water Supply Systems.
1.1. PERFORMANCE STANDARDS AND WORKMANSHIP. Work in this PWS shall be performed in accordance with (IAW) AFMAN 48-114. Generally, when work is ordered, the contractor shall complete the work within expected industry performance times unless approved otherwise by the government. Additionally, the contractor shall have a Certified Pool and Spa Operator (CPO) license to provide the required serviced in this PWS.
1.1.1. The contractor shall correct work not meeting these specifications within 5 calendar days upon notification. When damage to government property and/or personal property results from contracted activities or negligence by contractor personnel, the contractor is responsible to repair or replace damages at no additional cost to the government.
1.1.2. Any impediments to provide safe utilization of the pool shall be reported to the contracting officer representative (COR) immediately.
1.2. SUPPLIES/EQUIPMENT/CHEMICALS/PARTS. Contractor-furnished items shall comply with commercial standards for their intended use. The contractor shall be responsible for providing supplies, equipment, chemicals, parts and personal protective equipment (PPE).
1.3. POOL WATER – MINIMUM REQUIREMENTS: The following items are required, at a minimum, in order to maintain safe and acceptable levels for pool water:
• Inspect pumps and perform maintenance and repairs as necessary. Report any deficiencies to the COR immediately.
In the event of a repair outside of routine maintenance of a replacement part (eg. pumps, pump controllers, and filtration system components), the contractor shall submit a proposal to accomplish repair(s) prior to any work being done. Proposals are due within 48 hours of discovering the issue and shall be submitted to the COR. If the pricing for any single repair is over the micro-purchase threshold ($10,000.00 for commodities and $2,500.00 for services), the Contractor must obtain two (2) quotes or advertised prices from different sources of supply for the item, in addition to the Contractor’s proposed sale price, for a total of three (3) quotes. The estimate will be reviewed and approved by the COR for validity and initial price fairness.
Pricing/quote information will then be forwarded to the CO for final approval. Notification will then be given to the Contractor to proceed with the repair.
• Adjust chemicals accordingly to ensure they are in a safe and acceptable range IAW AFMAN 48-114, table 4.1. (see Appendix B of this PWS). The contractor shall complete an Air Force Form 708 (AF 708) or an equivalent log (see Appendix A of this PWS).
These logs shall be ready to be inspected at any time.
• Inspect water clarity to ensure the “turbidity marker” (on the bottom of the pool at its deepest point) is clearly visible and sharply defined at all times from the lifeguard posts and up to 30 feet away from any point while in direct line of sight. If the “turbidity marker” is not clearly visible, the contractor shall record this in the daily log.
• Surge tank level shall be inspected and maintained to the appropriate level for the proper operation of the recirculation system.
1.4. GENERAL MAINTENANCE – MINIMUM REQUIREMENTS: The following items are required to be performed during the swimming season:
• The contractor shall be responsible for maintenance of filtering systems, chemical treatment systems, all exposed piping, valves, components and associated pool water delivery and circulation equipment for all pools.
• Maintain proper operation of submersible pump for chemical mixing and distribution.
Perform maintenance and repairs as necessary. Report any deficiencies to the COR immediately.
• The contractor shall perform a monthly inspection IAW Table 11-1, Monthly Operating Checklist for Swimming Pools, in UFC 3-230-02 (see Appendix D of this PWS).
1.5. OTHER MAINTENANCE REQUIREMENTS.
• The contractor is responsible preparation of pools for pre and post-season inspections.
• The contractor shall super-chlorinate pools per industry standard practices to eliminate chloramines, algae, and bacteria.
• The pools are to remain filled during the non-swimming season and the water level shall be maintained to prevent the freezing of all pipes and lines.
• The contractor shall ensure the pools are fully operational (to include acceptable chemical limits) 7 calendar days prior to the opening date and will be maintained and operational 7 days after the closing date. The government will provide dates prior to the swimming season.
• The contractor shall clean the swimming pools annually not later than 1 April in preparation for required facility inspections prior to the swimming season. The pool walls and floor shall be free of all mold/mildew/algae and slime and all pool markings shall be clearly visible.
• During the pre-swimming season facility inspection, the contractor and government representative(s) shall jointly inspect pools for cracks and other damage. The contractor’s responsibility shall not extend to repair of cracks and other structural repairs.
• The contractor shall perform preventative maintenance (PM) in accordance with equipment manufacturer guidelines. The PM shall be a comprehensive program of inspection, maintenance, and repair serving to help prevent and correct deficiencies with equipment items, thus minimizing breakdowns and service interruptions, extending component service life, and maximizing operating efficiency. The contractor shall provide the COR with a schedule of inspections and maintenance actions (see section 2 for PM records requirements).
• The contractor shall repaint the swimming pools every other year, with the first repainting to be accomplished during the non-swimming season, after the 2021 pool closure and prior to the 2022 pool opening for swimming season.
1.6. CHEMICALS: Chemical storage guidelines are provided in AFMAN 48-114. The following are items to include but not limited to:
• In regards to pool operations, chlorine, pH, total alkalinity, calcium hardness and, muriatic acid and cyanuric acid must be kept at acceptable levels IAW AFMAN 48-114, table 4.1.
• Store all chemical products in a well ventilated, cool and dry location away from mechanical equipment and volatile materials (i.e. paint, gasoline, kerosene and oil). An air conditioned storage unit is provided for use. The contractor shall be responsible for the maintenance and repair of the HVAC unit.
• Chlorine, in both granular and tablet forms, shall be tightly sealed and properly stored to avoid moisture contamination.
• All pH regulating chemicals (i.e. dry acid, soda ash and muriatic acid) shall be tightly sealed and properly stored away from all chlorine products.
1.7. POOL CLOSURE AND RESPONSE: IAW AFMAN 48-114, a swimming pool will be immediately closed if the water fails a clarity test, chemical levels are outside of acceptable ranges described in Table 4.1, Appendix B, and/or a fecal or vomit incident has occurred in the pool. In the event of a pool closure, an emergency call will be placed to the contractor. The contractor shall respond within 30 minutes by telephone, seven days per week and will be expected to be on site within 1 hour after initial response with the exceptions listed below.
• For closures related to water quality levels outside of acceptable parameters or equipment failures, once the contractor has responded and performed all adjustments, maintenance and troubleshooting needed, the contractor shall remain on site until the issue has been fully rectified. If the call is received within one and a half hours prior to closing, response can be delayed until the next morning.
• For closures related to a fecal or vomit incident, respond IAW AFMAN 48-114, and the United States Department of Health and Human Services Centers for Disease Control and Prevention, Model Aquatic Health Code, 3rd Edition or most current edition (see Appendix C).
o If the call is received within two and a half hours prior to closing for a formed stool/vomit contamination, response can be waived until the next morning, once the formed stool has been removed by the bathing facility personnel.
o If the call is received within two and a half hours prior to closing for a diarrheal-stool, response can be waived until the next morning.
• The COR shall be notified immediately of any pool closures.
2.0. ADMINISTRATIVE REQUIREMENTS.
2.0.1. The contractor shall maintain daily swimming pool reports showing results of all inspections and water analysis. This report shall be provided to the COR by 4:30 pm on the last day of each month in electronic format to be e-mailed upon request.
2.0.2. The contractor’s maintenance records shall include detailed descriptions of periodic maintenance performed, the scheduled date and completed dates, and the name of the individual accomplishing the work. The contractor shall update the maintenance records as maintenance and inspections are completed. PM records shall document all inspections, corrective, and preventive maintenance tasks accomplished. Document means to record “at a minimum” part nomenclature, date of replacement, costs and manufacturer. Serial numbers of major components such as pumps, motors, etc. shall also be recorded in cases where the serial number would not be accessible after installation. These records shall be maintained by the contractor and made available to the COR upon request and become the property of the government.
2.1. SERVICES SUMMARY. The contractor service requirements are summarized into performance standards related directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

3.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
3.1. GOVERNMENT FURNISHED UTILITIES. The government will furnish electricity and water services as necessary for accomplishment of work in accordance with this contract.
3.2. UTILITY CONSERVATION. The contractor shall adhere to all base level utility conservation practices or requirements. The contractor shall be responsible for operating under conditions to prevent waste of utilities.
3.3. SECURITY, FIRE AND MEDICAL SERVICES. The government will provide police and fire protection. In the event of a medical emergency, dial 911 from an on base phone.
3.4. SOLID WASTE COLLECTION AND DISPOSAL. The contractor shall dispose of trash or solid waste generated from accomplishment of services. Pre-exiting bulk containers designated for various wastes will be identified by the COR to ensure of proper disposal. The contractor shall adhere to all base level recycling programs.
4.0. GENERAL INFORMATION
4.1. QUALITY ASSURANCE. The government will periodically evaluate the contractor’s performance by appointing a Contracting Officer Representative (COR) to assess performance to ensure services are received. The COR will evaluate the contractor’s performance through intermittent on-site inspections and receipt of complaints from base personnel. The government will also receive and investigate complaints from various customers located on the installation.
The contractor shall be responsible for initially validating customer complaints. However, the COR shall make final determination of the validity of customer complaint(s) in cases of disagreement with customer(s).
4.2. COORDINATION WITH OTHERS. The contractor shall not commit or permit acts to interfere with the performance of work by another contractor or a government employee.
4.3. SMOKING IN AND AROUND AIR FORCE FACITLITIES. In accordance with AFI 40-102, Tobacco Use in the Air Force, smoking (cigar, cigarette, pipe) and the use of smokeless (spit/loose tobacco) products is prohibited in the workplace, to protect the health of all workers.
The use of tobacco products is permitted only in designated tobacco use areas. AFI 40-102 applies to all contractor employees and other non-DoD personnel on Air Force facilities and in Air Force buildings, vehicles, and aircraft.
4.4. TRAFFIC LAWS. The contractor and its employees shall comply with base traffic regulations.
4.5. WEAPONS, FIREARMS AND AMMUNITION. Contractor employees are prohibited from possessing weapons, firearms or ammunition on themselves or within their contractor owned or privately owned vehicle while on Barksdale AFB.
4.6. SAFETY REQUIREMENTS AND REPORTS. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the COR as soon as possible of each occurrence of damage to government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact.
4.7. HOURS OF OPERATION. The swimming pool is open for business during the swimming season and its normal hours of operation are from 6:00 am to 8:00 pm, Tuesday through Sunday, and on Mondays from 7:30 am to 4:30 pm. Additionally, should an emergency arise (as mentioned in section 1.7.) the contractor shall be prepared to respond to the emergency and perform the services required under this contract.
4.7.1. BASE CLOSURES. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
4.8. SECURITY REQUIREMENTS. Security and base access requirements are contained in clause 5352.242-9000 “Contractor Access to Air Force Installations.” Contractor employees will be required to obtain and display identification badges. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice.
4.8.1. The contractor shall not employ any person who has been identified by the Contracting Officer ( C O ) as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. All employees and potential employees shall be subject to a local background investigation. Investigation results shall be provided to the applicable base CO for all employees prior to start of work.
4.8.2. Contractor personnel shall present a neat appearance and shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should allow identification of personnel easily and quickly for reasons of safety and personal protection.
4.9. KEY CONTROL. The contractor shall establish and implement methods of making sure all keys/combinations issued to the contractor by the government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. The contractor shall immediately report to the COR any occurrences of lost or duplicated keys. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the COR, to re-key or replace the affected lock or locks at cost to the government. The government may, however, at its option, replace the affected lock or locks or, at its option perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, the government shall replace all locks and keys for the specific system at the contractor’s expense.
4.10. PERFORMANCE OF SERVICES DURING CRISIS OR HEIGHTENED
SECURITY. In the event of crisis or heightened security caused by a national emergency, natural disaster, or other causes, continue performance as necessary in support of the Air Force mission. The contract price and delivery schedule may be adjusted to reflect any change of work as may be directed.
5.0. DEFINITIONS
Contracting Officer (CO): A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the contracting officer acting within the limits of their authority as delegated by the contracting officer.
Contracting Officer Representative (COR): An individual, including a contracting officer’s technical representative (COTR), designated and authorized in writing by the CO to perform specific technical or administrative functions.
