About this file
This is a Performance Work Statement (PWS) for Strategic Budgeting and Congressional Liaison Support Services to be provided to the U.S. Department of Energy Hanford Field Office (HFO). The contractor shall deliver expert-level support on a labor-hour basis across five strategic areas: budget formulation, financial planning, strategic planning, policy analysis, and congressional liaison functions. The work supports the HFO Office of the Chief of Staff and the Assistant Manager for Business and Financial Operations and requires the contractor to possess deep knowledge of HFO's mission, projects, funding control points, and established relationships with congressional staff on appropriations and armed services committees. The contractor must demonstrate extensive experience with interagency coordination and the ability to prepare HFO staff and DOE personnel for effective engagement with Congress on legislative matters.
The contract is structured as Time and Materials (T&M) with a separate Contract Line Item Number for reimbursable travel costs, not to exceed 960 labor hours over a one-year period of performance. Deliverables include financial analyses and spreadsheets, budget exhibits, briefing materials, written memoranda, congressional response documents, issue papers, and ad hoc analytical support as required by the technical monitor. The related federal contract opportunity (Solicitation 2026-DOE-AMP-0018) indicates HFO's intent to award this sole-source contract to Mercia Advisors, LLC, under the authority of FAR 6.302-1 based on the contractor's established and trusted relationships with key Congressional members and staff and specialized institutional knowledge that cannot be readily replicated.
