About this file

This document is a Performance Work Statement (PWS) for the removal, installation, and startup of Service Pump 3 at the Eielson Air Force Base (EAFB) water treatment facility. The key details are:

The PWS describes the requirement to remove the seized Service Pump 3, install a replacement pump, and perform startup operations to ensure the pump is operational. The replacement pump has already been procured, but due to manufacturer and shipping delays, it only recently arrived at EAFB. DXP Alaska, the sole distributor of the Peerless turbine pump in Alaska, will provide the necessary guidance, expertise, and specialized equipment to safely remove the existing pump, install the new one, and perform the startup. The work is required to be completed between September and October 2024 to support a concurrent project to upgrade the water treatment plant's MCC/SCADA system. The PWS outlines the specific tasks, location, deliverables, and supplemental information such as points of contact, base access requirements, and safety/environmental considerations.

Performance Work Statement

Removal, Install, Start Up Service

Pump 3

Eielson Air Force Base August 2024

Prepared By: James Cummings

Description of Requirement

1. BACKGROUND/GENERAL SCOPE

Eielson AFB (EAFB) is served by one water supply system that includes five (5) water wells and a 2.16 MGD water treatment facility to meet EPA, DOD primary and secondary drinking water standards and ADEC (Alaska Department of Environmental Conservation) Alaska Drinking Water Standards, Alaska Drinking Water regulations under section 18 AAC 80. After treatment, water is stored in two clear wells running in series. Clear well 1 at 650k gallons, into clear well 2 at 350K gallons. Service pumps distribute water from clear well 2 into the distribution system providing drinking water to the base and maintaining system pressure.

In late 2023, service pump 3 seized and failed to operate. An emergency request was pushed through to purchase a replacement clear well turbine service pump in order to have it operational for the water treatment plants MCC/SCADA overhaul project currently in process now. Due to manufacturer and shipping delays. The replacement service pump only arrived to Eielson in July of this year.

Since the seizure and locking out of service pump 3, service pump 4 has been the only service pump operational for day to day demand to distribute out of clear well 2. Our secondary system, though functional, is limited to distribution strictly out of clear well 1, limiting our capacity. Service pumps 1 and 2 are not sized to provide sufficient pressure to run by themselves and have been needed to run in parallel while service pump 4 is being maintained.

DXP Alaska is the only distributor of the Peerless turbine pump for the state of Alaska.

And their service technician is the only one qualified to install the new service pump to manufacturer’s specifications and can allow startup operations to commence without voiding the service pumps warranty.

With their assistance, we will have the necessary guidance and equipment to safely and efficiently remove the seized pump from the clear well, install the new pump, and run start up operations to allow for proper water distribution.

1.1 The contractor shall provide all guidance and specialized equipment necessary for removal, and installation of service pump 3 and provide start up operations.

1.2 The contractor shall be responsible for guidance, expertise, and provision of specialized equipment necessary to:

1. Pull existing motor, shaft, column, and pump from clear well 2.

2. Hoist and place pump, column, and shaft in place.

3. Align shaft to manufacturers specifications.

4. Mount and install motor to pump.

5. After electrical has been installed, perform start-up operations to not void manufacturer’s warranty.

1.3 Upon completion, service pump 3 will be operable and tuned to provide necessary water distribution.

2 LOCATION
