The vendor must provide a one-year warranty including parts and labor, two on-site preventative maintenance visits, telephone troubleshooting support with no additional travel charges, free installation and training, free shipping FOB destination, lifetime applications support, and operations/user manuals. Performance Work Statement (PWS) / Statement of Work (SOW) Automated Solid-Phase Extraction (SPE) system for PFAS sample analysis
DESCRIPTION: This Statement of Work (SOW) / Performance Work Statement (PWS) is for the purchase of an Automated Extraction system capable of automating sample preparation from soil samples for EPA Methods 3545A while meeting method background, recovery, and repeatability requirements. Purchase is intended to replace PFAS extraction equipment currently being for EPA Method 3545A and return PFAS extraction equipment to use for EPA Method 1633.
BACKGROUND: For this funding action, the Agency will receive: an Automated Extraction system capable of automating sample preparation from soil samples for EPA Methods 3545A while meeting method background, recovery, and repeatability requirements. Purchase is intended to replace PFAS extraction equipment currently being for EPA Method 3545A and return PFAS extraction equipment to use for EPA Method 1633. Instrumentation primarily used for extraction of voltile organic compounds from soil samples, but may also be used for extraction of other compounds of interest to the Region 9 laboratory in support of other divisions and regional projects. This purchase is mission critical because: the requested extraction equipment is to be used for the required extraction of volatile organic compounds from environmental soil samples prior to analysis, allowing the R9 lab to serve its Regional partners in this capacity. The equipment may also be used for projects involving emerging contaminants in the future. The cost of manual solid-phase extraction is expensive and time consuming. Having a dedicated Automated Extraction system capable of automating most of the sample preparation is the best practice for maximizing analyst’s time, reducing inter-laboratory contamination risks as well as manual errors and costly re-extractions, ensuring laboratory operational efficacy, and managing operational costs. This purchase would also allow the laboratory to reorient the more expensive PFAS safe Automated Extraction system back to PFAS sample preparation, further extending operational funds. This action supports laboratory operations that align directly with EPA Pillar 1: Clean Air, Land, and Water for Every American. There are no anticipated congressional issues as this purchase directly supports EPA’s statutory obligations under: Safe Drinking Water Act (SDWA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Additionally, no redundancy with federal employees will occur with this purchase. In summary, this purchase addresses an appropriate, mission critical, real need and as such demonstrates a reasonable use of taxpayer resources.
SCOPE: This item description establishes the minimum requirements for the purchase of a commercially available an Automated Extraction system capable of automating sample preparation from soil samples for EPA Methods 3545A while meeting method background, recovery, and repeatability requirements. All necessary components and materials for a complete Automated Extraction system will be included with the following salient characteristics.
SALIENT CHARACTERISTICS AND PERFORMANCE REQUIREMENTS: The vendor shall provide all necessary components and materials for a complete Automated Extraction system with the following salient characteristics.
Design: The system shall be of the manufacturer’s current design. It shall be a new unit and include any additional features necessary to comply with the requirements specified herein. Additional features which are not specified herein, but are part of the manufacturer’s current design, should be included in the furnished equipment.
Safety: The system shall be equipped with all necessary safety devices according to the National Electric Code for protection against electrical shock hazard. It should have any other protective devices as necessary to prevent injury to the operator and damage to the equipment.
Warranty: The complete system will include a 1-year warranty on parts and labor. Includes two on-site preventative maintenance visits, telephone troubleshooting support. When service visits are required no additional charges on travel.
General Specifications: The Automated Extraction system should be in the manufacturer’s current proven commercial designs, providing the capabilities and performance characteristics specified herein as minimum requirements:
Can perform automated pressurized fluid extraction and dispersive solid phase extraction of samples in one instrument while meeting or exceeding method background, recovery, and repeatability requirements for EPA Methods 3545A with rapid and efficient extraction.
Capable of supported liquid extraction.
Can perform a variety of extractions for HPLC, UHPLC, LCMS, GCMS, GC-FID analysis.
Touch screen interface that can be used for programming and customizing methods, executing sample extractions, and accessing pre-programmable methods. A way to retrieve system operations data (USB port or Ethernet port).
A fully integrated solvent extraction instrument with band heater. Solvent capacity of a minimum of 6 different input solvents without stopping extraction. Includes integrated waste assembly for solvent waste.
Sample holders are consumable or easily assembled/cleaned. Samples easy to load for extraction. Extract can be accumulated into consumable or glass collection vials/tubes.
Once initiated by analyst, there is automated loading of samples with extraction, filtration, clean up, and cooling of collected sample extract.
Control points to monitor pressure and temperature during extraction.
Sample capacity of up to 12 (or more) samples extracted in parallel or sequentially without analyst input once extraction initiated. Variable sample capacity (extraction can be initiated for one sample at a time, or two, three, etc.).
Sits within a footprint less than 15 inches wide with integrated exhaust enclosure. Does not require ventilation hood space, but external exhaust permissible.
Ability to monitor pressure and temperature throughout operations.
It comes with required equipment to operate (like sample rack(s) and appropriate power cord(s)).
Lifetime applications support. Company application notes are available at no cost.
It comes with operations and/or user’s manual(s).
Installation and training provided free of charge. Shipping provided free of charge, FOB destination.
