About this file

This is a Performance Work Statement (PWS) for solid waste disposal and transportation services at Rosebud IHS Hospital in Rosebud, South Dakota. The contract is structured as a Firm-Fixed-Price agreement with a base year running from August 1, 2026, through July 31, 2027, followed by four option years extending through July 31, 2031. Two contract line items (CLINs) define the scope: CLIN 1 covers transportation and disposal of approximately 50 loads annually of debris using IHS-owned dumpbox trailers to the Rosebud Sioux Tribe Solid Waste (RSTSW) landfill near Carter, South Dakota, and CLIN 2 covers delivery and pick-up of 20-yard roll-off dumpsters (approximately 5 times annually) for hospital, quarters, and construction debris, with empty containers to be delivered within 72 hours of request. The contract price is all-inclusive and Firm-Fixed-Price, with the contractor responsible for all labor and management necessary to perform the services, including applicable federal, state, and local taxes.

Performance standards are monitored through a Quality Assurance Surveillance Plan (QASP) requiring 95 percent on-time scheduled waste transport completion, 98 percent compliance for roll-off minimums, zero compliance violations with tribal ordinance, and zero safety incidents. The contractor must submit monthly invoices detailing contract number, number of loads per CLIN, dates of service, and landfill receipts. The Contracting Officer's Representative (COR) will verify transport logs, confirm roll-off delivery and service, review landfill receipts, and validate invoice accuracy on a monthly and quarterly basis. Failure to meet performance standards may result in corrective action, price reductions, or contract termination. The contract requires exclusive transport per Rosebud Sioux Tribe tribal ordinance, and consistent high performance may be considered favorably in future contracting opportunities.
