PERFORMANCE WORK STATEMENT (PWS)
PMIS# 306730
Smokemont Manhole Sealing and Pipe Bursting
Cherokee, NC
Great Smoky Mountains National Park
Smokemont Campround
Sewer Collection System
1. General Information
The Great Smoky Mountains National Park (GRSM) is in Tennessee and North Carolina and consists of nearly 521,000 acres. The park was established by Congress on June 15, 1934. The
Park’s mission is to protect, preserve, and interpret the natural, cultural, and historical resources for the benefit and inspiration of present and future generations. There are over 12 million visitors annually.
2. Facility Background
The Smokemont Campgrounds are located on the inbound leg of SR441 3.7 miles North of the
Oconaluftee Visitor Center and are accessed by the Smokemont Road. The Smokemont
Campgrounds are in the southeastern portion of the Great Smoky Mountains National Park.
Smokemont Campground has 142 campsites in four campsite loops, A & B Loops are open year-round, C Loop is open from 3/5 -10/31, D Loop is open from 5/14 -10/31. The wastewater plant at Smokemont was closed several years ago as the Cherokee tribe allowed the park service to tap into their municipal system; however, the distribution and collection lines still belong to the
National Park Service. The manholes are comprised of a mix of newer precast concrete and old terra cotta and brick; over time these have cracked and failed in numerous areas. Water intrusion in the lines from groundwater leaching into the system is overloading the capacity of the municipal system that serves Smokemont, leading to pooling waste and storm water in the campground and picnic areas.
Park service personnel from all three districts have responded and continue to respond to system failure situations, and despite their best preventive and corrective efforts, this is an ongoing issue. Lack of resolution on this issue is causing tension in the park’s relationship with the
Cherokee tribe.
The subject sanitary sewer system shall be rehabilitated as follows: The manholes shall be cleaned and lined with an epoxy coating, and the sewer lines shall be pipe bursted as needed on selected collection lines and a new 8-inch High Density Polyethylene (HDPE) pipe inserted to eliminate future leakage into the system and for the system to operate effectively and prevent threats to public health.
