Performance Work Statement (PWS)
Spark Shadowgraph Range Upgrade Services 22 November 2022 C.1 Background
This PWS for the Spark Shadowgraph Range Upgrade is intended to support the Army Research Laboratory (ARL) Weapons and Materials Research Directorate (WMRD) Flight Sciences Branch (FSB) in developing fully functional digital technology upgrades for control and instrumentation in each of its two (2) spark shadowgraph ranges. FSB has two shadowgraph facilities, Transonic Experimental Facility (TEF) for medium to large caliber projectiles, and Aerodynamic Experimental Facility (AEF) for small to medium caliber projectiles. Spark range testing is considered the “gold-standard” for aeroballistics experimentation, as the aerodynamic and flight dynamic behavior is obtained without any interference from support hardware normally found in alternate methods of aeroballistics testing.
C.2 Objective
Currently both AEF and TEF use analog film with outdated control and timing hardware to capture experimental flight data. Obsolescence of parts, hardware and film has made operations difficult, time consuming, and in some cases unable to perform as needed. The focus for this PWS includes updating current instrumentation hardware from analog film to digital cameras, providing digital control for range instrumentation including digital cameras, break screens and light sources, and developing software and methods to manage the digital controls and range timing, for both spark shadowgraph ranges.
C.3 Requirement
C.3.1 Transonic Experimental Facility
C.3.1.1 Develop and install quantity of one (1) Range Controller: The Contractor shall provide the primary range computer controller. This computer controller interfaces with all the components of the digital range via ethernet and will act as the primary interface between government range operators and the hardware. The contractor shall develop a usable graphical user interface (GUI) that allows for the government to operate, control, and save range data during experimentation. Instruction on operation shall be provided to government personnel, and the source code shall be provided to the government.
C.3.1.2 Develop and Install quantity of six (6) Range Interface Units: The Contractor shall provide replacement upgrades for obsolete range interface units. Range interface units will provide a complete control interface for each spark station, handling inputs and outputs of the light break screen and spark light sources. These units will consist of high-speed Field Programmable Gate Array (FPGA) for fast input and output controlled by National Instruments (NI) software and assigned to each specific spark station. The contractor shall provide schematics and parts lists for the range interface units.
C.3.1.3 Develop and Install quantity of six (6) Camera Communication Interface Units: The Contractor shall develop and install camera interface modules based on a small microcontroller to function as an interface between each of the cameras and the range controller. Each camera communication interface unit will control multiple cameras, removing inherent issues of controlling large volumes of cameras from a single software executive. The contractor shall provide parts list, schematics, and software for duplicating the camera interface units.
C.3.1.4 Test, Debug and Modify all software developed for the Range Controller, Range Interface Units, and Camera Communication Interface Units: The Contractor shall test, debug and modify all of the software developed for range operation to ensure appropriate and correct behavior during the course of writing, installation and final shake down.
C.3.1.5 Procure quantity of 55 sets of Cameras, Lenses and Cables: Procure cameras, lenses and cables to connect the cameras to the camera communication interface units. The camera, lens and cable systems shall be installed with the help of government personnel at specified locations currently used by the film camera system, with adapters provided by the government.
C.3.1.6 Provide Installation and Testing Support: The Contractor shall provide on-site support during installation and testing of spark shadowgraph software and hardware.
C.3.1.7 Provide quantity of 40 rolls of Retro-reflective Screen Material: The Contractor shall provide rolls of retro-reflective screen material that is 48”x50 yards in length to update current screens.
C.3.1.8 Provide quantity of 30 Camera Trigger/Power Interfaces: The Contractor shall design, purchase components for and fabricate camera trigger and camera power interface units. Each unit will provide power to two (2) cameras, receive an optical trigger input signal, and transmit an electrical camera trigger signal to the two (2) cameras.
C.3.1.9 Provide quantity of 60 updated Spark Light sources: The Contractor shall procure updated spark light sources as specified by the government upon award. The spark sources shall be installed with the support of government personnel, to include location and mounting.
C.3.2 Aerodynamics Experimental Facility
C.3.2.1 Provide quantity of one (1) Updated Range Interface Units: The Contractor shall purchase components and assemble a new range interface unit, exactly as specified in C.3.1.2.
C.3.2.2 Provide quantity of six (6) Camera Communication Interface Units: The Contractor shall purchase components for assemble and provide camera interface units exactly as specified in C.3.1.3.
C.3.2.3 Test, Debug and Modify all software developed for the Range Controller, Range Interface Units, and Camera Communication Units: The Contractor shall perform the above as specified in C.3.1.4.
C.3.2.4 Procure quantity of 83 sets of Cameras, Lenses and Cables: The Contractor shall procure and provide sets of Cameras, Lenses, and Cables as stated in C.3.1.5.
C.3.2.5 Provide Installation and Testing Support: The Contractor shall provide on-site support during installation and testing of spark shadowgraph software and hardware.
C.4 Deliverables C.4.1 The Contractor shall submit a parts list describing all the parts provided from Sections C.3.1 and C.3.2. The parts list shall be submitted to the Contracting Officer Representative (COR) within 45 days after completion of the contract.
C.4.2 The Contractor shall submit a final technical report to the COR documenting the actionable work in Section C.3, to include software and hardware interfaces, parts list, user guides, description of variables and hardware controls for the government to be able to operate and maintain the system once the contract has been fulfilled. The final technical report shall be submitted to the COR within 45 days after completion of the contract.
C.5 Status Meetings
C.5.1 The Contractor shall participate in quarterly status meetings with the COR. The meetings will discuss the progress of the contract, performance of the Contractor, and any problems that have arisen or are expected to arise.
C.6 Travel C.6.1 Costs for transportation shall be based on mileage rates and actual costs incurred. Travel costs will be considered reasonable and allowable when they do not exceed, on a daily basis, the maximum per diem rates in effect at the time of travel. The Joint Travel Regulations (JTR) shall provide the basis for determination if travel costs are reasonable. Maximum use shall be made of the lowest available customary standard coach or equivalent airfare accommodations available during normal business hours. All necessary travel meeting the above criteria will be reviewed in advance by the COR and shall be submitted to the COR 10 days prior to travel.
C.7 Anti-Terrorism (AT) Operational Security (OPSEC) Requirements C.7.1 Access and general protection/security policy and procedures C.7.1.1 Contractor and all associated sub-contractor’s employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.
