Procurement Sensitive 1

Performance Work Statement (PWS) for FlamMap6 Fire Behavior Application Integrated O&M and DM&E Support Services FY20

Performance Period: September 20, 2020 – September 19, 2024 – Base year plus three option years.

1.0 Background: The USDA Forest Service’s, Fire & Aviation Management (F&AM) has partnered with researchers at the Missoula Fire Sciences Laboratory for many years to develop and support science applications of fundamental research. This partnership has resulted in nationally supported applications, vetted through the Forest Service’s Investment Resource Decision Board (IRDB) that support various fire management activities. One such application is FlamMap6. The Missoula Fire Sciences Laboratory has a Service Level Agreement (SLA’s) with F&AM for technical support of FlamMap6. One of the SLA requirements is to provide operations and maintenance (O&M) support.

FlamMap6 is a desktop application for fire behavior modeling, mapping, and analysis that computes potential fire behavior characteristics over a geospatial landscape under constant weather and fuel moisture conditions or time varying weather and fuel moisture conditions for periods of several hours to multiple days. The FlamMap6 software creates raster maps of potential fire behavior characteristics (for example, spread rate, flame length, crown fire activity) and environmental conditions (dead fuel moistures, mid-flame wind speeds, and solar irradiance) which can then can be viewed in FlamMap6 or exported for use in a GIS, image viewer, or word processor. Although FlamMap6 consumes geospatial data from various sources (i.e. LANDFIRE) it has no direct connection to them. It is a flexible system that produces geospatial output for a multitude of fire management applications.

FlamMap6 is widely used by the U.S. Forest Service, National Park Service, and other federal and state land management agencies in support of fire management activities. Its outputs are used to assist in making fire and land management decisions throughout the country.

2.0 Tasks: The funds in this contract will be used to: 1) Support the addressing of bugs and bug fixes and 2) support software development, modernization, and enhancements

3.0 This Statement of Work defines the Forest Service’s requirements, both general and specific, for contractor technical support services for the FlamMap6 application. In addition to normal O&M work, the base year and option years include Development, Modernization and Enhancement (DME) work for adding the functionality of FOFEM into FlamMap6. Aside from the efforts of the First Order Fire Effects Model (FOFEM). Replacement of existing WindNinja code in FlamMap6 with newer WindNinja code as becomes available. The contactor shall provide subject matter experts with requisite knowledge, skills and experience to perform the tasks identified under Requirements. The scope of this task includes the following activities:

• Adapt existing FS-supplied FOFEM code to prototype and demonstrate incorporation of

FOFEM user interface and functionality in FlamMap6.

• Replacement and Integration of updated WindNinja Code to already existing code in

FlamMap6 as becomes available.

• Generate beta versions of the integrated FlamMap6 application to allow end users to test, debug, and suggest modifications to the user interface and functionality to meet their needs.

• Modifications to loading of ignitions and barriers in the DLL's on how shape file projections are handled.

• Check for custom fuels in the landscape, and if present flag the FMD file requirement

• Modifications to the current Landscape Critique function

• Performing normal corrective maintenance,

• Making minor enhancements

• Certification (quality assurance) of updated application performance/integrity,

• Providing updated program documentation/Help System to keep user support materials functional and accurate.

• Providing updated version releases (scheduled and/or emergency) to keep the application functional and accurate.

Option Year 1-3:

• Verify MTT algorithm and check and verify boundary threading issues

• Resolve and implement lingering implementation issues with the FOFEM integration done in the base year.

• Adjust GUI resolutions to be compatible with 4K screens

• Addition of Transparency levels to Raster Legends.

• Addition of landscape measuring tool.

• Resolve lingering issues from the integration of updated WindNinja Code.

• Enhancements to the development of Weather Scenes.

• Enhancements to selecting and defining Burn Period and Fuel Moisture Conditioning periods.

• Enhancement and corrections to the Treatment Optimization Model (TOM) already included within the application.

• Batch export of simulation outputs and results as multi-band GeoTiffs

• Allow for multiple file selection and loading of auxiliary vector and grid themes.

• Investigate the loading of GoogleEarth KMZ/KML files as auxiliary themes.

• Redesign and improvements of the landscape file generation dialog screen

• Development of simulation summaries based on auxiliary grid or vector themes

• Performing normal corrective maintenance.

The Forest Service expects other requirements may be identified during the performance of this work to ensure the application remains functional and meets the business to efficiently manage data and run requisite simulations.

After Task Order Award (ATOA)

The COR/designee will have fifteen (15) workdays to review draft deliverables and make comments. The Contractor will have five (5) workdays to make corrections. Upon receipt of the final deliverables, the COR/designee will have five (5) workdays for final review prior to acceptance or providing documented reasons for non-acceptance. Should the Government fail to complete the review within the review period the deliverable will become acceptable by default.

The COR/designee will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the COR/designee of the specific reasons for rejection. The Contractor shall have five (5) workdays to correct the rejected deliverable and return it per delivery instructions.

6.0 Government Furnished Resources:

6.1 Onsite work at the Missoula Fire Sciences Laboratory is not required. Programming may be done at the contractor’s place of business. Quality assurance work may be performed at the contractor’s place of business or at the Forest Service Fire Sciences Lab

6.2 Forest Service shall provide contractor identification cards and keys as necessary for access to government offices, research facilities and field study sites -if required by the assigned tasks.

6.3 The Forest Service shall provide all field and analytical equipment, necessary computer code, information on fire spread models and technical guidance and expertise as required by the assigned tasks.

6.4 IT Training Requirements: Contractor is required to successfully complete the USDA Computer Security Awareness Training and the USDA Privacy Basics training.

The Forest Service will provide any access to training course(s) requirements such as the use of Government computer-Security Training and any other Safety or Security requirements required for the use of Government Property, Services, and Equipment prior to use.

7.0 Dependency Factors: All existing code will be provided by the individual scientists and staff of the FiSL.

8.0 Period of Performance: September 20, 2020 – September 19, 2024 – Base year plus three option years.

The contractor will be allowed flexibility to provide services between the hours of 0700 and 1900, Monday – Friday except recognized Federal holidays (see list below) or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this statement of work when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.

9.0 Place of Performance and Travel:

9.1 Onsite work at the Missoula Fire Sciences Laboratory is not required. Programming is to be done at the contractor’s place of business. Quality assurance work may be performed at the contractor’s place of business or at the Forest Service Fire Sciences Lab located at 5775 Hwy 10 W. Missoula, MT. No overtime is anticipated for this work.

9.2 Travel is not expected for this task. In the event that travel is needed, the Contracting Officer must approve such travel prior to booking and commencement of travel. The Contractor shall be reimbursed for actual allowable and reasonable travel costs incurred during performance of this effort in accordance with the Federal Travel Regulation.

9.3 Work requested under this task order is not intended to improperly supplement the Forest Service staff and not intended to be used as a “personal services.” Further, the unit will assure that a “personal services” relationship will not be allowed to develop between using agency officials and contractor employees during the performance of any work under this task order. (Reference FAR section 37.104 regarding prohibited “personal services.”)

10.0 IPv6 REQUIREMENTS

For all new and possibly existing information technology acquisitions above $25,000 that use IP technology:

(a) Any system, hardware, software, firmware or networked component (voice, video or data) developed, procured or acquired in support or performance of this contract shall be capable of transmitting, receiving, processing, forwarding and storing digital information across system boundaries utilizing system packets that are formatted in accordance with commercial standards of Internet Protocol (IP) version 6 (IPv6) as set forth in the USGv6 Profile (NIST Special Publication 500-267) and corresponding declarations of conformance defined in the USGv6 Test Program. In addition, this system shall maintain interoperability with IPv4 systems and provide at least the same level of performance and reliability capabilities of IPv4 products:

(b) Specifically, any new IP product or system developed, acquired, or produced must:

1) Interoperate with both IPv6 and IPv4 systems and products, and

2) Have available contractor/vendor IPv6 technical support for development and implementation and fielded product management.

(c) As IPv6 evolves, the Contractor commits to upgrading or providing an appropriate migration path for each item developed, delivered or utilized at no additional cost to the Government.

(d) The Contractor shall provide technical support for both IPv4 and IPv6.

(e) Any system or software must be able to operate on networks supporting IPv4, IPv6 or one that supports both.

(f) Any product whose non-compliance is discovered and made known to the Contractor within one year after acceptance shall be upgraded, modified or replaced to bring it into compliance at no additional cost to the Government.

Section 508 – Accessibility of Information and Communications Technology

(a) This PWS is subject to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by the Workforce Investment Act of 1998 (P.L. 105-220). Specifically, subsection 508(a)(1) requires that when the Federal Government procures Information and Communications Technology (ICT)1, the ICT must allow Federal employees and members of the public with disabilities comparable access to and use of information and data provided to Federal employees and members of the public without disabilities.

(b) The ICT accessibility standards as 36 CFR Part 1194 were developed by the Architectural and Transportation Barriers Compliance Board (also known as the Access Board) and apply to contracts, task orders, and indefinite quantity contracts on or after June 25, 2001.

(c) Each Information and Communications Technology (ICT) product or service furnished under this contract shall comply with the Information and Communications Technology Accessibility Standards (36 CFR 1194), as specified in the contract, at a minimum. If the Contracting Officer determines any furnished product or service is not in compliance with the contract, the Contracting Officer will promptly inform the Contractor in writing. The Contractor shall, without charge to the Government, repair or replace the non-compliant products or services within a period of time specified by the Government in writing. If such repair or replacement is not completed within the time specified, the Government shall have the following recourses:

1) Cancellation of the contract, delivery, or task order, purchase or line item without termination liabilities; or

2) In the case of custom Information and Communications Technology (ICT) being developed by a contractor for the Government, the Government shall have the right to have any necessary changes made or repairs performed by itself or by another firm for

The term ICT will be used to meet international standards after the release of the Section 508 Refresh.

Procurement Sensitive 9 the non-compliant ICT, with the contractor liable for reimbursement to the Government for any expenses incurred thereby.

(d) The contractor must ensure that all ICT products and services that are less than fully compliant with the accessibility standards are provided pursuant to extensive market research and are the most current compliant products or services available to satisfy the contract requirements.

(e) For every ICT product or service accepted under this contract by the Government that does not comply with 36 CFR 1194, the contractor shall, at the discretion of the Government, make every effort to replace or upgrade it with a compliant equivalent product or service, if commercially available and cost neutral, on either a contract specified refresh cycle for the product or service, or on a contract effective option/renewal date, whichever shall occur first.

Section 508 Compliance

The Solutions shall comply with the standards, policies, and procedures below. In the event of conflicts between the referenced documents and this PWS, the PWS shall take precedence.

In addition, all contract deliverables are subject to these standards.

All web content or communications materials produced, regardless of format (text, audio, video, etc.), must conform to the applicable Section 508 standards to allow Federal employees and members of the public with disabilities comparable access to and use of information and data provided to Federal employees and members of the public without disabilities. All contractors (including sub-contractors) and consultants responsible for preparing or posting content must comply with the applicable Section 508 accessibility standards and, where applicable, those set forth in the referenced policy or standards document above. Remediation of any materials that do not comply with the applicable provisions of 36 CFR Part 1194 as set forth in the PWS shall be the responsibility of the contractor or consultant.

All Information and Communications Technology (ICT) subject to the 36 CFR 1194 standards will have a Section 508 usability and acceptance test where Section 508 compliance will be validated. This test must be administered by a Federal Section 508 Testing Center.

All maintenance for Information and Communications Technology that requires upgrades, modifications, installations, and purchases will adhere to the Section 508 standards and 36

CFR 1194.

WCAG 2.0 Compliance

The Solutions shall comply with the standards, policies, and procedures below. In the event of conflicts between the referenced documents and this PWS, the PWS shall take precedence.

Custom ICT Development Services

When Contractor provides custom ICT development services pursuant to this contract, Contractor shall ensure the ICT fully conforms to the applicable Revised 508 Standards prior to delivery and before final acceptance.

Installation, Configuration, and Integration Services

When Contractor provides installation, configuration, or integration services for equipment and software pursuant to this contract, the offeror shall not install, configure, or integrate the equipment and software in a way that reduces the level of conformance with the applicable Revised 508 standards.

Maintenance, Upgrades, and Replacements

Contractor shall ensure maintenance upgrades, substitutions, and replacements to equipment and software pursuant to this contract do not reduce the original level of conformance with the applicable Revised 508 standards at the time of the contract award.

Service Personnel

Contractor shall ensure the personnel providing the labor hours possess the knowledge, skills, and ability necessary to address the applicable Revised 508 standards defined in this contract and shall provide supporting documentation upon request.

Hosting Services

When providing hosting services for electronic content provided by the agency, Contractor shall not implement the hosting services in a manner that reduces the existing level of conformance of the electronic content with applicable Revised 508 standards. Throughout the life of the contract, the agency reserves the right to perform testing on a vendor or contractor’s hosted solution to verify conformance with this requirement.

Validation for ICT Items

When purchasing ICT where 1) 508 validation is not possible prior to award, 2) when ICT will be changed after the award, or 3) ICT will be hosted in a third-party environment, Contractor shall test and validate the ICT solution for conformance to the Revised 508 standards, in accordance with the requirement testing methods, as defined by the agency.

Throughout the life of the contract, the agency reserves the right to perform testing to verify conformance with this requirement.

Documentation

Contractor shall maintain and retain full documentation of the measures taken to ensure compliance with the applicable requirements, including records of any testing or demonstrations conducted.

Conformance Reporting

Prior to acceptance, Contractor shall provide an Accessibility Conformance Report (ACR) for each ICT item that is developed, updated, configured for the agency, and when product substitutions are offered. The ACR should be based on the latest version of the Voluntary Product Accessibility Template (VPAT) provided by the Information Technology Industry Council (ITI). To be considered for award, an ACR must be submitted for each ICT item, and must be completed according to the instructions provided by ITI.

When the contractor is required to perform testing to validate conformance to the agency’s accessibility requirements, Contractor shall provide a Supplemental Accessibility Conformance Report (SAR) that contains the following information:

• Accessibility test results based on the required test methods.

• Documentation of features provided to help achieve accessibility and usability for people with disabilities.

• Documentation of core functions that cannot be accessed by persons with disabilities.

• Documentation on how to configure and install the ICT item to support accessibility.

• When an ICT item is an authoring tool that generates content (including documents, reports, videos, multimedia productions, web content, etc.)., provide information on how the ICT item enables the creation of accessible electronic content that conforms to the Revised 508 Standards, including the range of accessible user interface elements the tool can create.

• Before final acceptance, the contractor shall provide a fully working demonstration of the completed ICT Item to demonstrate conformance to the agency's accessibility requirements. The demonstration shall expose where such conformance is and is not achieved.

Before acceptance, the agency reserves the right to perform independent testing to validate that the ICT solution provided by the contractor conforms to the applicable Revised 508 standards.

Non-Compliance

Before final acceptance of any ICT item, including updates and replacements, if Contractor claims its products or services satisfy the applicable Revised 508 standards specified in the contract vehicle, and the contracting officer determines that any furnished ICT item is not in compliance with such requirements, the contracting officer will promptly inform Contractor in writing of the non-compliance. Contractor shall, at no cost to the agency, repair or replace the non-compliant products or services within the period specified by the contracting officer.
