About this file

This is a Performance Work Statement for satellite television services at the Gold Rush Inn located at Eielson Air Force Base, Alaska, for the 354th Force Support Squadron. The contractor must provide comprehensive, turn-key high-definition television service to exactly 252 guest rooms and common areas across multiple buildings (2270, 5111, 5112, 5109, 5110, 5133, 5134, 5135, 5145, 5146, 5147, 5108, and 5282). The service includes furnishing, installing, and maintaining a centralized headend system (smartbox or receiver-based) integrated into the property's existing coaxial distribution infrastructure. The channel lineup must include a base tier equivalent to or exceeding DISH America's Top 120 package, high-definition programming for all HD-broadcast channels, local network affiliates (ABC, CBS, NBC, FOX, PBS), and the system architecture must accommodate future addition of sports, premium, international, music, and specialty channels without complete headend replacement.

The contractor must maintain specific signal quality standards including signal strength between 0 dBmV and +10 dBmV at television outlets, approximately 45 dBmV per channel at headend output, and stable HD picture quality free from tiling, freezing, pixelation, or audio dropouts. This is a comprehensive firm-fixed-price contract where the contractor assumes full responsibility for system maintenance and repair from signal source through room wall outlets, including all labor, travel, and replacement parts. The contractor must provide remote monitoring capabilities, customer support during normal business hours with same-day remote troubleshooting whenever possible, major outage resolution within 24 hours (defined as outages affecting the entire property, floor, or block of rooms), and minor outage response within one business day with on-site resolution within two business days if required. The Government will furnish commercial electrical power, internet connectivity for remote monitoring, secure headend equipment space, and access to guest rooms and telecommunications closets. The contractor must conduct a comprehensive site assessment during the pre-proposal period to evaluate existing coaxial infrastructure capability and assume all risk for necessary repairs or upgrades; post-award change order requests for conditions identifiable during the site visit will not be accepted. Standard federal security requirements apply, including AT Level I training within 30 days, Eagle Watch training, background checks, personal identity verification, FPCON compliance, and base access procedures. Normal operating hours are Monday through Friday, 0730 to 1630 Alaska Time, excluding Federal Holidays, with emergency repairs outside these hours permitted upon Lodging Manager approval. The contractor is responsible for repairing any damage to Government facilities or property caused by contractor operations at no additional cost.

The system must support simultaneous HD distribution to all 252 guest rooms and public areas without degradation of service.

• Signal Strength: The signal level at the television outlet in every room shall be maintained between 0 dBmV and +10 dBmV.

• Headend Output: Headend output levels shall maintain approximately 45 dBmV per channel prior to distribution through the property's coaxial network.

• Clarity: Signal quality must be sufficient to provide stable HD picture quality free from visible tiling, freezing, pixelation, or audio dropouts.

• Pre-Proposal Assessment: The Government will host a site visit prior to the submission of proposals. The contractor is responsible for utilizing this site visit to inspect, test, and verify the capability of the existing coaxial infrastructure to meet the signal quality requirements in Section 1.3.

• Assumption of Risk: The contractor's firm-fixed price shall include any labor or materials required to repair, replace, or upgrade the existing distribution network to achieve acceptable performance standards. 2.1 Utilities

The Government will provide necessary commercial electrical power and internet connectivity (if required for remote monitoring) at the headend location.

2.2 Facilities

The Government will provide secure space within the Goldrush Inn (Bldg. 3192) for the installation of the headend equipment.

2.3 Access

The Government will provide the contractor access to guest rooms, common areas, and telecommunications closets as required for installation, maintenance, and repair, subject to coordination with the Lodging Manager.

3.0 GENERAL INFORMATION

3.1 Hours of Operation

On-site installation and routine maintenance shall be performed during normal business hours (Monday through Friday, 0730 to 1630 Alaska Time), excluding Federal Holidays, unless otherwise coordinated with the Lodging Manager. Emergency onsite repairs to meet the 24-hour SLA may be conducted outside normal hours upon approval by the Lodging Manager.

3.2 Security and Anti-Terrorism (AT) Requirements

3.2.1 Access and General Protection/Security Policy:

The contractor shall comply with all applicable installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security Forces. Contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQ USAF, PACAF, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

3.2.2 AT Level I Training:

All contractor employees, to include subcontractor employees, requiring access to Air Force installations, facilities, or controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies, and annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the Contracting Officer Representative (COR) or to the Contracting Officer (if a COR is not assigned). AT Level I awareness training is available at the following website: https://jkodirect.jten.mil/.

3.2.3 Eagle Watch Training:

https://jkodirect.jten.mil/

The contractor and all associated subcontractors shall brief all employees on the local Eagle Watch program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR or the Contracting Officer. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance, with the results reported to the COR.

3.2.4 Contractor Access to Eielson AFB:

The contractor shall ensure all employees and vehicles possess the proper base access passes/credentials. Unescorted access to lodging guest rooms must be closely coordinated with the Lodging front desk to ensure guest privacy, accountability, and security. The contractor shall be responsible for returning all installation access passes upon completion of the contract or termination of an employee.

3.3 Force Protection Condition (FPCON) Compliance and Base Access

3.3.1 FPCON Compliance:

The Contractor, including all associated sub-contractors and personnel, shall comply with all local installation security policies, procedures, and directives. This includes strict adherence to any changes in the Force Protection Condition (FPCON) as directed by the Installation Commander or designated security officials. The Contractor shall ensure that all employees are briefed on and adhere to the security standards corresponding to the active FPCON level.

3.3.2 Base Access Restriction:

The Contractor understands and acknowledges that changes in FPCON levels dictate the security posture of the installation and may directly impact base access. During elevated FPCON levels (e.g., FPCON CHARLIE or FPCON DELTA), or during specific security emergencies, the Installation Commander may restrict base access strictly to designated mission-essential personnel.

3.3.3 Work Stoppages and Delays:

In the event of restricted access, gate closures, or base lockdowns due to FPCON elevation, Contractor personnel may be denied entry to the installation or ordered to evacuate. The Contractor understands that such security directives may result in temporary work stoppages or delays in contract performance. The Contractor acknowledges that access restrictions stemming from FPCON changes or security mandates are a recognized operational condition of working on a military installation. The Contractor shall follow all instructions provided by the Contracting Officer (KO) or Contracting Officer's Representative (COR) regarding resumption of work once the security posture allows.

3.4 Damage to Government Property

The contractor shall be responsible for repairing any damage to Government facilities, infrastructure, or property caused by the contractor's employees or operations during the execution of this contract, at no additional cost to the Government.
