Performance Work Statement For
Tube-launched Optically-tracked Wire-guided (TOW) Improved Target Acquisition System (ITAS) Collective Skills Trainer (CST)
1.0 Introduction
1.1 Client Organization
US AMCOM
Close Combat Weapon Systems (CCWS) Project Office Attn: SFAE-MSLS-CWS 111 Hankins Drive, Building 111 Redstone Arsenal, AL 35898
1.2 Project Background
The Tube-launched Optically-tracked Wire-guided (TOW) Improved Target Acquisition System (ITAS) Collective Skills Trainer (CST) is a training device that allows ITAS crewmen to perform collective crew and operational training. The ITAS CST houses a networked environment for the training of a Heavy Weapons Platoon which includes two ITAS High Mobility Multipurpose Wheeled Vehicles (HMMWV), two Heavy Machine Gun (HMG) HMMWVs, one Platoon Leader’s (PLs) HMMWV and an Instructor Station. See Figure 1 below. The purpose of the CST is to provide on-site pre-deployment and sustainment training for crews and leaders. Individual initial and sustainment gunnery training is performed on the ITAS Basic Skills Trainer (BST). When the gunners have completed their training on the BST and are qualified, they and the other members of a Heavy Weapons Platoon progress to the CST and begin performing more complex and advanced collective training.
The CST teaches soldiers to perform tactically as members of a crew, as well as train the leaders and vehicle commanders to interact as elements of a Heavy Weapons Platoon. It focuses on soldiers being able to successfully perform all the collective and individual tasks necessary for a Heavy Weapons Vehicle crew to operate as part of a Section or Platoon and move, shoot, and communicate.

3.2 InspectioN & Acceptance
3.2.1 Inspection
The Government reserves the right to witness any contractor efforts to accomplish the requirements of the contract. Additionally, the Inspection clause of the contract establishes Government access to contractor records as well as rights to inspections and tests, and recourse for failure to provide services which meet contract requirements.
Product Technical Evaluation Compliance Documentation: Contractor shall provide manufacturer literature or other evidence to demonstrate compliance with all of the technical requirements specified in Technical Specifications in this statement of work. The statement from the contractor shall reference each section or sub-section number and identify in the accompanying literature where the item is addressed. Failure to adequately demonstrate compliance on all Technical Specification requirements shall result in non-compliance.
Please Note: Product technical compliance must be demonstrated with manufacturer’s literature or other definitive proof such as photographs or samples. A simple “Contractor meets specifications” statement is unacceptable and shall be considered non-compliant.
3.2.2 Acceptance
The acceptance of deliverables and satisfactory installation required herein shall be based on the timeliness, accuracy and standards as specified in the requirements delineated in this Performance Work Statement, and satisfactory demonstration of the product to the COR. Demonstration and acceptance does not relieve the contractor from providing any other requirements specified in this Performance Work Statement. The government expects all contractor provided items to be in good working order, even if not directly demonstrated.
The COR will review the Contractor deliverables in accordance with all specifications stated in this Performance Work Statement. Only the CR or authorized alternate has the authority to inspect, accept or reject deliverables.

For those services listed in the Performance Matrix, the Contracting Officer Representative (COR) will follow the method of surveillance specified in this order. Government personnel will record all the surveillance observations. When an observation indicates defective performance the COR will require the contract manager or representative at the site to initial the observation. The initialing of the observation acknowledges that he or she has been made aware of the defective performance and does not necessarily constitute concurrence with the observation. Government surveillance of services not listed in the Performance Matrix or by methods other than those listed in the Performance Matrix (such as provided in the inspection of services clause) may occur during the performance period of the order. Such surveillance will be done according to the standard inspection procedures or other contract provisions. Any action taken by CO as a result of surveillance will be according to the terms and conditions of this contract.
