About this file
This is a Performance Work Statement (PWS) for a firm-fixed-price turnkey project to replace a refrigeration split system at the Department of Veterans Affairs Consolidated Mail Outpatient Pharmacy (CMOP) in Dallas, Texas.
The contractor must furnish and install a new 2 HP A2L refrigerant-class condensing unit (208/230V-3 phase) and a new A2L refrigerant-class evaporator coil (115V, medium-temperature application) to serve the facility's Rx Walk-In Cooler (15'W x 14'D x 10'H). The existing equipment, originally installed in 2007, must be removed and properly disposed of in accordance with EPA refrigerant recovery regulations. All work includes refrigerant piping, copper fittings, PVC condensate piping, electrical wiring, controls, insulation, crane rental if necessary, system leak testing, evacuation to manufacturer specifications, refrigerant charging, and commissioning to maintain constant cooler temperature between 38°F and 42°F. The contractor must supply roof rails and coordinate their installation with the building owner to avoid voiding roof warranties. All personnel must be qualified, licensed refrigeration technicians complying with OSHA and EPA standards. Work shall be performed during normal hours (6:00 AM to 12:00 AM, Monday–Friday) without disrupting facility operations, with weekend work available upon one-week advance COR coordination. The contractor bears full responsibility for equipment procurement, all labor, ancillary materials, permits (if required by City of Lancaster), and site cleanup. Warranties include 1-year workmanship coverage and a 5-year limited compressor exchange warranty effective after OEM warranty expiration. The estimated total contract value is $18,917.41, structured across eight CLINs including equipment, installation labor, refrigerant (billed per pound actually used, not-to-exceed 25 pounds), extended warranty, roof rails, and permits if applicable.
