About this file

This Performance Work Statement (PWS) details a 4-day simulation training contract for the USS Cleveland LCS-31 Littoral Combat Ship (LCS) crew, to be conducted by Maritime Simulation and Resource Center (MSRC) from 14-17 April 2025. The training focuses on preparing the ship's crew to safely navigate through the Great Lakes, Welland Canal, and St. Lawrence Seaway, including specialized simulator exercises for maneuvering through river waters, approaching and using locks with one or two tugs, and simulating pier work with varying river currents.

The contract is a firm-fixed-price, non-personnel services agreement for six participants, requiring a DNV Class A Full Mission simulator with 360-degree ship-handling capabilities, three interactive bridges, and fully rendered tug models. Key training objectives include safe river navigation, lock transit procedures (15 locks between Lake Michigan and the Atlantic Ocean), docking maneuvers in various environmental conditions, and introductory integration with Canadian pilots. The training will utilize a multidisciplinary navigation simulator with theoretical and practical ship handling scenarios, and will include an after-action report.
