The contractor shall furnish all labor, materials, and equipment necessary to deliver propane to various locations on the USMA reservation, including areas adjacent to Highland Falls and Central Valley, for a one-year period from the date of award. Deliveries must be made Monday through Friday between 8:00 AM and 4:00 PM, excluding Federal Holidays. The contractor is responsible for all contractor-owned storage tanks, cylinders, and related equipment; installation and maintenance must comply with NFPA 58 standards. Tanks must be kept in clean condition and freshly painted each spring as needed. All deliveries shall operate on an automatic basis to maintain a minimum of 30 percent of tank capacity in each tank, with response time for propane run-outs limited to two hours from notification. The contractor must check in and out with the Contracting Officer Representative (COR) at Building 667A to obtain signed delivery tickets for each delivery, which shall include location identification, date, contract number, item number, and gallons delivered.
The PWS specifies multiple delivery locations across the USMA reservation with government-owned and contractor-owned tanks ranging from 50 gallons to 5,000 gallons in capacity. Key locations include the Power Plant (1,000 gallons), Morgan Farms Riding Facility (2 tanks at 1,000 gallons each), Motor Pool facilities (totaling 10,000 gallons across three locations), and Camp Buckner and Camp Natural Bridge facilities. The contractor is required to obtain keys from Range Control when delivering to ranges and training areas, with replacement costs borne by the contractor if lost. Safety compliance with OSHA standards and NFPA 58 is mandatory, including employee instruction and adherence to posted speed limits throughout the reservation. Contractor-owned tanks must be installed by the first day of the contract period and connected to the system without interruption of gas supply when replacing existing equipment. Invoicing is on a calendar month basis against contract item numbers, and all payments are made through the WAWF electronic pay system. The contractor must also report any incidents or situations hindering service performance to the KO or COR within one hour.
