PART 5
PERFORMANCE REQUIREMENTS SUMMARY & QUALITY CONTROL
5.1 Performance Monitoring
5.1.1 This PWS not only discusses the work to be performed but also contains performance standards and acceptable performance levels (APL). Performance standards are "tools" the Government uses to measure level of performance. A standard is an optimum performance level against which actual performance is measured or evaluated. For example, in the statement "complete a service call in 24 hours" the standard is 24 hours. The number of days taken to finish this task is the performance indicator, which determines if the work performed was below, met, or exceeded the standard. Developing accurate performance standards is crucial to ensuring that the actual performance received, regardless of the service provider, meets the requirements of the Statement of Work. This PWS includes performance standards for each of the Functional Areas of the PWS. The performance standards provided with this PWS seek to state the characteristics of properly completed outputs. Each performance standard contains standards for both quality and timeliness.
5.1.2 The COR will inspect for compliance with Contract terms and conditions throughout the Contract period. The Government will monitor the Contractor's performance by performing surveillance using the Performance Requirements Summary (PRS). The PRS is used primarily to determine if the Contractor is performing all required outputs. The PRS also indicates for contractors the importance of each required service.
5.1.3 DFARS 222.17 mandates including surveillance for ensuring compliance with Combatting Trafficking in Persons (CTIP). The COR will monitor the contractor’s performance regarding trafficking in persons through the checklist for auditing compliance with CTIP policy found at DFARS PGI 222.17. Such non-compliance with FAR clause 52.222-50, Combating Trafficking in Persons, will be brought to the immediate attention of the contracting officer. See the DoD CTIP website (https://ctip.defense.gov) for further information
5.1.3 Compliance with DFARS 222.17 — Combating Trafficking in Persons (CTIP) The COR will monitor contractor compliance with CTIP requirements using the DFARS PGI 222.17 auditing checklist. Any suspected non‑compliance with FAR 52.222‑50 shall be immediately reported to the KO. Additional CTIP information is available at: https://ctip.defense.gov

5.2.1.2 Ensure compliance with applicable directives, policies, and business rules.

5.2.1.4 Address configuration, maintenance, and service quality.
5.2.1.5 The contractor shall provide the Government with a copy of the QCP within 30 days of award.
5.2.2 Government Quality Assurance. The Government will rely on the contractor’s QCP and will conduct independent Quality Assurance (QA) to verify compliance with contract requirements. QA does not replace contractor responsibility for quality performance.
5.3 Acceptable Quality Levels (AQLs), Incentives, and Disincentives
5.3.1 AQL for Task Performance. For all tasks outlined in PART 2, the contractor shall meet a performance standard of:
98% Acceptable Quality Level (AQL), 2% allowable error rate, provided discrepancies are corrected in a timely manner. Surveillance will be conducted through random inspections, customer feedback, and review of work products.
5.3.2 AQL for Deliverables. For deliverables such as daily and monthly reports, the contractor shall meet: 98% AQL for accuracy and timeliness, 100% inspection by the Government,
5.3.3 Incentives. Satisfactory or above past performance ratings.
5.3.4 Disincentives. Unsatisfactory or below past performance ratings. Negotiated consideration for deficiencies or delays.
5.4 Performance Requirements Summary (PRS) Table. A PRS table will be included as an attachment to this PWS. The PRS will identify: Required service or task, PWS reference, performance standard, Acceptable Quality Level (AQL) Surveillance method, Incentives/disincentives.
