PERFORMANCE WORK STATMENT

FOR

Federal Aviation Administration Certified Parachute Packing Services

Part 1 General Information

1.1. General: This is a non-personal services requirement to provide Federal Aviation Administration (FAA) Certified Parachute Packing (Rigger Support) services for the United States Army Parachute Team’s (USAPT) Tandem and Competition Teams. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2. Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items for this non-personal services necessary to FAA Certified Parachute Packing Services as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.3. Scope: This requirement is to FAA Certified Parachute Packing Services for the Tandem and Competition Teams in performing their mission for the Department of the Army, the Office of the Chief of Public Affairs (OCPA) and recruiting, accessions and marketing mission. FAA Certified Parachute Packing Services are often needed within 24-hours or less and may be cancelled within the same time frame due to adverse weather conditions or other unforeseen circumstances. Therefore, the contractor shall have considerable flexibility. Specialized provisions apply in that the certified riggers/packers utilized by the contractor shall be FAA certified. The contractor and contractor personnel shall be thoroughly familiar with, and adhere to, quality standards/guidelines set forth in the FAA.

1.4. Objective: The mission of the Tandem and Competition Teams mandates that the contractor have riggers/packers, with a FAA certified rigger supervisor. These riggers/packers shall have technical rigger knowledge/expertise in order to insure that parachutes are packed safely and in a timely manner to meet the requirements/demands of the Teams. The work history of each contract employee shall contain experience directly related to the tasks and functions to be assigned. The USAPT commander or his designated representative reserves the right, upon request to the Contractor, to determine if a given work history contains necessary and sufficiently detailed/related experience to reasonably insure the ability for effective and efficient performance.

1.5. Hours of Operation: Duty day will be based on the training requirement (schedule) of the individual team the pack jobs are being provided to. Contractor will coordinate with the drop zone safety officer for a specified work day.

1.6.5. Nationals (NC) and

1.6.6. 19/25 Offsite tandem Camps: Nashville, TN; Fort Knox, KY (3); Chicago, IL; Dallas, TX; Perris Valley, CA; Fort Lee, VA; Fort Campbell, KY; Fort Jackson, SC; Fort Benning, GA; Middletown, OH; Red Wing, MN; McEntire JNGB, SC; Ottawa, IL; Norman, OK; Fredericksburg, VA; Brooks Field, CA; Outlaw Field, TN; York Field, GA; Wadsworth Municipal Airport, OH; Skydive Ogden Salt Lake City, UT; Skydive Long Island, NY; Elizabethtown, KY; and Fort Hood, TX.

1.7. Contractor Travel: Contractor shall be required to travel CONUS during the performance of this contract to attend events and jump locations as required in support of this PWS. In accordance with FAR 31.205-46, the Contractor will be authorized travel expenses consistent with the substantive provisions of the Federal Travel Regulations (FTR), the Joint Travel Regulation (JTR) or the Standardized Regulations and the limitation of funds specified in this contract.

All travel requires Government approval/authorization and notification to the COR. Travel that is not approved by the COR will not be reimbursed and will be at the contractor’s expense. Contractor shall submit all receipts related to travel expenses with invoices. The Government provided amount for travel is $25,000.00.

1.7. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR subpart 42.5. The KO, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.8. Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements; monitor Contractor's performance and notifies both the KO and Contractor of any deficiencies; coordinate availability of government furnished property; and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

PART 2

DEFINITIONS, ACRONYMS, AND ABBREVIATIONS

2. DEFINITIONS, ACRONYMS, AND ABBREVIATIONS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER (KO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR): An employee of the U.S. Government appointed by the contracting officer to assist in the administration of the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. DEFECTIVE SERVICE: A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. DELIVERABLE: Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6. QUALITY ASSURANCE: The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.7. QUALITY CONTROL: All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.8. SUBCONTRACTOR: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

2.1.9. WORK DAY: The number of hours per day the Contractor provides services in accordance with the contract.

2.1.10. WORK WEEK: Monday through Friday, unless specified otherwise.

PART 3

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

The Government will furnish all property for rigger/packer support to include, but not limited to, parachutes, containers and other related items.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.

PART 5

SPECIFIC TASKS

5.1. Basic Services: The Contractor shall pack state-of-the-art ram-air parachutes into free fall and tandem parachute container systems to be used as main parachutes and deployed by members of the USAPT. The contractor, as directed by the KO or COR, shall provide this support to the 8 Way, 4 Way, VFS and Tandem Teams as determined necessary by the USAPT Commander or COR.

5.2. Parachutes shall be packed to open reliably with minimal heading changes on opening, and softly at speeds up to 125 miles per hour, so as to avoid injury from a hard opening.

5.3. The parachute equipment brands shall be primarily Performance Design main parachutes which are to be packed into the Javelin and Vector container systems and Sigma parachutes in Sigma containers.

5.3. FAA Requirements: The Contractor shall provide FAA certificate/card in accordance with FAA CFR 65.115 and 65.117 for verification of qualifications. The Contractor shall ensure that all collapsible pilot chutes are properly packed so as to avoid a pilot chute in tow. The main parachute shall be packed by, or packing shall be supervised by, a FAA certificate holding parachute rigger or by the person jumping it.

5.4. The main parachute is required to be packed within 120 days of its use.

5.5. The Contractor shall be capable of packing 15 standard systems in a 25 minute period.

5.6. The amount of parachutes to be packed is:

5.6.1. Tandem Packs: QTY: 1275 each (maximum) / 15 minutes per pack

5.6.2. Standard Packs: QTY: 11,606 each (maximum) / Five (5) minutes per pack

5.7. IAW 14 CFR § 65.115 - Senior parachute rigger certificate: Experience, knowledge, and skill requirements:

5.7.1. Except as provided in § 65.117, an applicant for a senior parachute rigger certificate must -

5.7.1.(a) Present evidence satisfactory to the KO and COR that the contractor has packed at least 20 parachutes of each type for which the contractor seeks a rating, in accordance with the manufacturer's instructions and under the supervision of a certificated parachute rigger holding a rating for that type or a person holding an appropriate military rating;

5.7.1.(b) Pass a written test, with respect to parachutes in common use, on -

5.7.1.(b)(1) Their construction, packing, and maintenance;

5.7.1.(b)(2) The manufacturer's instructions;

5.7.1.(b)(3) The regulations of this subpart; and

5.7.1.(c) Pass an oral and practical test showing his ability to pack and maintain at least one type of parachute in common use, appropriate to the type rating he seeks.

5.7.2. An FAA rigger shall have a rigger certificate, it is a plastic card like a drivers license it shall have what rating: Senior or Master that person holds, Rigger certificate number and seal number.

5.8. IAW AR 750-32, para. 2 – 10, f.2., contractor shall ensure that one pack-in-process inspector supervises no more than four parachute packers at any given time regardless of parachute type.

5.9. Contract Manpower Reporting (CMR): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the USAPT via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on "Department of the Army CMRA" or the icon of the DoD organization that is receiving or benefitting from the contracted services.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2020. PART 6

APPLICABLE PUBLICATIONS

6.1. The Contractor shall abide by all applicable regulations, publications, manuals, and local policies and procedures.
