The contract period of performance runs from October 1, 2026, through January 27, 2027. The primary objective is to safely and rapidly restore electrical service to the housing complex by structurally stabilizing a compromised utility power pole and upgrading its electrical distribution equipment to current safety codes. All physical work and electrical re-energization must be completed within a single, continuous 48-hour operational window due to an active power outage affecting housing habitability.

The contractor must provide all labor, materials, equipment, supervision, and transportation necessary to execute the following scope: straighten and plumb the existing leaning wood utility pole; structurally stabilize its base; shorten the pole top by a minimum of three feet to remove deteriorated wood; install a weather-resistant cap; provide and install a pressure-treated service backboard; install new weather-heads, weather-tight conduits, a 400-amp main safety disconnect switch in a NEMA 3R enclosure, and new Current Transformer (CT) cabinets with utility meters in NEMA 3R enclosures; and route necessary feeder wiring. The contractor must coordinate utility clearances with Pacific Power and local utility locating services, field-verify utilities before excavation, establish a safe work perimeter, remove all legacy equipment and debris, dispose of materials at certified facilities per environmental regulations, and restore ground surfaces. All work must comply with the National Electrical Code (NEC), National Electrical Safety Code (NESC), and OSHA standards. The contractor must secure and pay for all required municipal, state, and utility permits and inspections. Work may occur outside standard business hours (0800-1600 PST, Monday-Friday) as necessary. STATEMENT OF WORK (SOW)

FOR

USCG ANT Coos Bay Unit/Housing Power Pole Repair

1.0 GENERAL

1.1 BACKGROUND

The Coast Guard owned power pole located at the Charleston, Oregon housing facility is currently leaning and severely deteriorated on its top portion. To prevent catastrophic failure, structural and electrical remediation is required. Because this power pole services a Coast Guard housing complex, any power outages directly impact housing habitability. Consequently, all on-site installation and reconnection work must be executed within a strict, minimal timeframe and a strict timeline of 48 hours.

1.2 SCOPE

The Contractor shall provide all labor, materials, equipment, supervision, and transportation necessary to repair, straighten, and structurally stabilize one (1) existing wood utility power pole, and completely upgrade its associated electrical distribution equipment. This work includes, but is not limited to: shortening and capping the pole, installing a new pressure-treated service backboard, installing a new 400-amp main safety disconnect switch in a NEMA 3R enclosure, routing new weather-tight conduits, and installing new CT cabinets and utility meters. Due to an active power outage at the housing complex, all physical work and final electrical re-energization must be completed within a single, continuous 48-hour operational window. Negative Scope (Out of Scope): This PWS does not cover the complete replacement of the main utility-owned high-voltage distribution lines, nor does it include permanent repairs to internal housing unit wiring beyond the main service disconnect switch. Any work not explicitly defined in Section 5 of this PWS is considered out of scope unless authorized in writing by the Contracting Officer.

1.3 OBJECTIVE

The primary objective of this contract is to safely and rapidly restore reliable electrical service to the United States Coast Guard (USCG) housing complex. This will be achieved by structurally stabilizing a compromised utility power pole and modernizing its outdated electrical distribution equipment to current safety codes. The finalized infrastructure will eliminate existing electrical hazards, provide a stable power supply to housing residents, and simplify future utility maintenance and metering. Because the housing complex is currently experiencing a power outage, the ultimate goal is to execute these structural and electrical upgrades efficiently within a critical 48-hour window to minimize mission and quality-of-life impacts.
