Performance Work Statement Preventative Maintenance and Calibration and Repairs on four Anton Paar MCR 102 rheometers and associated parts located at DCF and WCF

1.0 BACKGROUND

The Bureau of Engraving and Printing (BEP) is a component of the Department of the Treasury that designs, engraves, and prints U.S. banknote currency and other U.S. security products. Banknote currency manufacturing occurs at the Washington, D.C. facility (DCF) and at the Fort Worth, Texas facility (WCF). BEP’s primary customer is the Federal Reserve Board (FRB).

The BEP has a need to purchase annual preventative maintenance and calibration for four (4) Anton Paar MCR 102 rheometers (Serial numbers 81586509, 81657803, 83275180, and 83262746) and associated parts used at DCF and WCF. The rheometers are used to measure the physical rheological properties of intaglio inks, offset inks, letterpress inks, varnishes, and other inks or materials that are used to manufacture currency and other security products at the BEP. The instruments are used for routine analysis of material, as well as in method development efforts to improve upon specifications and fully understand the rheological properties of material used at production. Therefore, the instruments must be serviced at regular intervals to ensure that only high-quality material is being used in production to make high quality and secure currency.

These instruments and parts require annual preventative maintenance to ensure that they are operating optimally. The maintenance also helps to ensure that the instruments can operate continuously and that they will have a substantial operating lifespan.

2.0 SCOPE

The BEP requires annual preventive maintenance and calibration services for four (4) MCR 102 Rheometer systems and associated parts so that the systems continually operate at an optimal level to deliver data that supports multiple projects and ensures that only high-quality material is used at production. As such, BEP needs responsive telephone/electronic mail support and an expert technician/engineer dispatched as often as needed for on-site services. This includes annual preventive maintenance, calibration, and replacement parts/software identical or fully compatible with original equipment.

3.0 WORK REQUIREMENTS

3.1 Contractor shall provide an Anton Paar trained technician/engineer to perform the annual preventative maintenance and calibration on the three (3) MCR 102 rheometers (Serial numbers 81586509, 81657803, 83275180 located at DCF) and one (1) (Serial number 83262746 located at the WCF) and associated parts located at:

Bureau of Engraving and Printing D.C. Currency Facility, Annex Building 14th and C Streets, S.W., Washington, DC 20228
