Performance Work Statement (PWS)
Preventive & CorrectiveMaintenance (CM) (PM) of Pressure Washers
1. BACKGROUND: The requirement is to provide preventive maintenance and Correctivemaintenance (PM) & (CM) of government owned, industrial pressure washer equipment, for Exercise Support Division (ESD), Marine Air Ground Task Force Training Command (MAGTFTC), Marine Corps Air Combat Center (MCAGCC), Twenty-nine Palms CA.
2. DESCRIPTION OF SERVICES: The Contractor shall provide all management, supervision, labor, materials, supplies and equipment for Correctiveand preventive maintenance. See Figures one and two (1&2) for a complete listing of equipment, to include equipment nomenclature, make/model, serial#, PM required parts, building number locations, and section.
3. INITIAL INSPECTION OF EQUIPMENT:
3.1 The Contractor shall perform the initial inspection of all equipment at each pressure washer location listed in Figure one (1) within 30 days after award of this contract. The inspection shall include but is not limited to:
(1) Delivered hard copy of equipment status
(2) Identification of defects or tagged equipment in need of repair and,
(3) Fitness for inclusion of preventive maintenance as identified below.
3.2 The contractor shall provide results of the equipment evaluation/analysis in the form of a report to the Contracting Officer’s Representative (COR) within 5 days after the initial inspection period. The report shall identify the equipment by location (building number), serial, and model number, required parts and labor necessary to restore equipment to working conditions as specified in the manufacturer’s user manual.
4. MAINTENANCE AND REPAIR:
4.1. The contractor shall inspect, diagnose the required work and perform the necessary duties for repairs. Repair work performed shall result in the restoration of the pressure washer equipment to an operational condition. All equipment shall be maintained in a good state of repair, consistent with the safety and performance specifications standards recognized by the original equipment manufacturer (OEM).
4.2 The contractor shall follow a maintenance program to include periodic testing, inspection and preventive maintenance according to the recommended practices furnished by the original equipment manufacturer. All repairs shall be performed aboard the installation. There is no storage space available on the installation for the repair parts and storage.
4.3. The contractor shall coordinate all logistical requirements with the Contracting Officer Representative (COR).
4.4 CorrectiveMaintenance (CM): The contractor shall provide a written estimate for each item requiring repair to the COR. Based upon the written estimate recommendations, the COR shall review and substantiate the CM action before submitting to the contracting officer (CO) for approval. CM is unscheduled and performed as required when equipment malfunctions during normal operation. The COR may schedule CM maintenance during scheduled PM maintenance if only CM labor is required without the need for over and above replacement parts.
4.5. Preventive Maintenance (PM): PMs shall be performed at a minimum of once a Quarter (once every 3 months).
Preventive maintenance shall include at a minimum, inspections and OEM approved replacement parts listed below:

4.6. Response to Service Calls: The contractor shall respond to service calls during normal business hours. The contractor shall begin repairs within 48 business hours after acknowledgement of notification of service. The contractor shall complete repairs to service calls within twenty-five (25) business days after equipment is received by the contractor. If the contractor fails to respond within 48 business hours of a service call or is not on site or not able to make repairs in a timely manner, the government reserves the right to have the repairs and services performed by other service providers. The contractor shall also be liable for all costs associated with the non-responsive service calls that were performed by the appointed service providers, to include administration fees.
4.7 Repair Estimates: The estimate shall include records on the type of discrepancy discovered, specific location of the discrepancy, estimated repair labor hours, service call cost, price of the over and above parts, estimated repair time (hours) and materials required to correct the discrepancy. All costs shall be listed individually on the repair estimate. In the event that repairs are not ordered, due to equipment being beyond economical repair or equipment having met its life expectancy; the contractor shall invoice for the service call under the appropriate CLIN for services. If the written repair estimate is approved it will sign by the COR. For record purposes the contractor will provide a copy of the signed written estimate to the COR. Any costs above the written repair estimate must have prior approval by the COR and if there is a demand for over and above repair parts prior approval must be required by the CO. Contractor shall not begin repairs without written approval from the responsible parties (COR/CO) to proceed with repairs.
4.8 Replacement of Repair Parts: The contractor shall furnish all replacement parts and materials necessary to perform repairs, see Attachment (B) for the parts list. All replacement parts will be new OEM parts or equivalent. In an effort to minimize downtime, the contractor shall maintain adequate stock levels of parts and materials to perform all required services or have supply sources that can provide needed items expeditiously. Lack of availability of materials or parts will not relieve the contractor from the obligation to complete the repair work within the time limits specified.
4.9 Invoicing: The contractor shall submit all invoice and receiving reports for CM services directly to Wide Area Workflow (WAWF), in accordance with DFAR Clause 252.232-7006. The COR will validate that parts are provided in accordance with current contract terms and conditions. Invoicing for CM services shall occur in increments of one
(1) per month submitted into WAWF. Invoice shall list all Invoice Numbers of all work/services performed.
4.10. Replacement of Equipment: The government reserves the right to add/delete equipment from this service contract at any time. Equipment that have reached end of service life will be returned to the COR for proper disposition.
4.11. Warranty: All work performed shall be warranted under OEM standards for normal conditions, inferior workmanship and product defects. The warranty shall commence on the date of the final acceptance by the COR as follows: All parts/material as specified by the OEM and all contractor labor for 90 days.
a. The contractor shall remedy, at the Contractor's expense, any failure to follow OEM standards on defects, parts and workmanship.
b. The COR shall notify the contractor in writing within a reasonable time after the discovery of any failure, or defect determined by the government to be due to the performance of the work under this contract. If the contractor fails to remedy any failure, defect, or damage within a reasonable time after receipt of notice, the government shall have the right to replace, repair, or otherwise remedy the failure, or defect, at the contractor's expense.
4.12. Reference Attachment A Pressure Washer Locations and Type for a list of serial numbers and their location of the equipment to be maintained.
5. CONTRACTING OFFICER REPRESENTATIVE (COR)
5.1. The designated COR shall be the technical point of contact for the government. The COR shall be appointed in writing by the CO of the Regional Contracting Office (RCO).
5.2. Upon learning of a Correctiveproblem with the equipment, the COR will contact the contractor whenever services are required. All service calls will be initiated, reported and recorded by the designated COR.
5.3. The COR shall coordinate contractor base access to the installation for all maintenance and repairs of ESD’s pressure washer equipment. Only authorized representatives may render maintenance service, unless the list is subsequently modified by mutual agreement between the Contractor and the COR to add or terminate authorized representatives.
5.4. The COR of ESD is not authorized to make changes, or provide monetary adjustments to the contract. The only authority that can make contractual changes is the Contracting Officer of the Regional Contracting Office.
