PERFORMANCE WORK STATEMENT (PWS)
Muratec M5000 CNC Plasma Punch Press Relocation for
Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility
(PHNSY & IMF)
1.0 BACKGROUND
1.1 The primary mission of Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY &
IMF) is to deliver regional maintenance, at the depot and intermediate levels, to keep the surface ships and submarines of our nation's navy "Fit to Fight." As Hawaii’s regional maintenance center, PHNSY &
IMF’s capabilities include excellence in overhauling, repairing, converting, alteration, refurbishing, and the decommissioning of Navy vessels.
2.0 OBJECTIVE & SCOPE
2.1 PHNSY & IMF seeks a contractor to disassemble, transport, install above ground foundation kit, reassemble to full operational condition and recalibrate the M5000 CNC Plasma Punch Press located in
Building 72.
2.2 Disassembly phase shall be performed in accordance with the Original Equipment Manufacturer (OEM) specifications.
2.3 Transportation phase shall be the task of relocating the machinery from outside of the Controlled Industrial
Area (CIA) at Building 72 (origin), to inside the CIA at Building 155 (destination).
2.4 Installation phase shall be the task of installing the Muratec Foundation Kit (part number 781742-2-00) in accordance to OEM specifications at Building 155 in the Government specified location.
2.5 Reassembly phase shall be the task of reassembling the transported Muratec M5000 CNC Plasma Punch
Press in accordance with OEM specifications to full operational conditions. The Muratec M5000 CNC
Plasma Punch Press must be reassembled on the Muratec Foundation Kit. Recalibration of the Muratec
M5000 CNC Plasma Punch Press shall be included as part of the reassembly phase.
2.6 The desired result of this service is to help the sheet metal shop move a mission critical piece of equipment into their new designated shop area inside the CIA. This equipment disassembly, transporting, installation of the foundation kit, reassembly and recalibration effort is above and beyond the current resource capacity of PHNYS & IMF’s production shops.
3.0 PERFORMANCE REQUIREMENTS
3.1 The contractor shall provide one individual as a Project Manager who is responsible for the planning, scheduling, and managing the execution of work concerning all aspects of this contract. The Project
Manager shall coordinate with Code 980 for physical security requirements and traffic management.
3.1 .1 Prior to commencing work, the contractor shall meet in conference with the Government
Technical Point of Contact (TPOC), Contracting Officer’s Representative (COR) and necessary support personnel to discuss and develop mutual understandings relative to environmental, safety, schedule, security, and waste management. The contractor shall obtain all necessary permits, approvals and licenses necessary for the transportation of material on highway/roads and the disposal/recycling of scrap materials.
3.1 .2 Environmental Protection Plan. The contractor shall present an Environmental Protection Plan
(EPP) as part of the contractor’s proposal and bid submittal. The M5000 CNC Plasma Punch
Press and its components may contain hazardous materials such as lead paint, asbesto s in the electrical insulation and oil/fluids in the gear boxes. Testing for such materials and proper control of hazardous materials is required. Section 14.0 Appendix I and Appendix II outline the various elements that shall be addressed, including but not limited to nuisance dust control and other steps to be taken to minimize or prevent damage to adjoining structures, minimizing interruptions to on -going PHNSY & IMF operations and injury to personnel working in the vicinity. Once accepted by the Government, the EPP shall become an integral part of the requirements of this PWS.
3.1 .3 Plan of Action. A preliminary Plan of Action (POA) plan must be submitted prior to commencing. This plan will highlight disassembly, transportation, installation of the foundation kit, reassembly, and recalibration plans for the M5000 CNC Plasma Punch Press and all of its associated components under the specification of the contract period of performance. The POA shall be submitted in a PDF format within ten (10) business days after the contract is awarded.
The POA will be reviewed and approved by the Government.
3.1 .4 Safety Plan. The contractor shall provide a Safety Plan covering all aspects of safety for this project. The contractor shall comply with Original Equipment Manufacturer (OEM) requirements and all work performed shall be in accordance with applicable Federal and State of Hawaii
Occupational Safety and Health Administration (OSHA) requirements. The contractor must comply with the shipyard safety requirements. See Section 14.0 Appendix I.
3.1 .5 Hot Work Checklist and Permit. All hot work must comply with NFPA 51B Standard for Fire
Prevention during Welding, Cutting and other Hot Work. The contractor shall submit a Hot Work
Checklist and Permit to Shop 17 Permit Authorized Individual, no later than seven (7) working days prior to hot work being performed. See Section 14.0 Appendix V.
3.1 .6 Contractor Mobile Crane Entry Package. The contractor will complete a Contractor Mobile
Crane Entry Package and submit it to NAVFAC Hawaii and Code 740 AP for approval at least one (1) month prior to the start of work. See Section 14.0 Appendix VI.
3.1.6.a The Contractor Mobile Crane Entry Package shall include as a minimum, lifting configurations center of gravity of the lifted load, laydown area, and overhead interference.
3.1.6.b Lifting and lowering any component shall be considered a critical lift and shall comply with the shipyard requirements. Rigging by choking or sweeping using synthetic products, is not allowed unless approved by the shipyard. Tilting of lifted or suspended load during installation/removal when it is necessary shall only be performed using a chain-fall, ratchet hoists or similar equipment, and only done in a controlled manner following shipyard approval.
3.1.6. c The contractor shall provide all material handling and lifting equipment, rigging support services, and other support equipment (such as cranes, forklifts, Bobcats, man-lifts, etc.)
necessary for continuous support and shall provide qualified personnel to operate it. The
Contractor Mobile Crane Entry Package must be approved by the Government prior to the start of work.
3.2 Remove all equipment, all associated peripherals (pumps, motors, tanks, machinery control cabinets, machine control hardware, etc.), and all utility infrastructure (pipe, conduit, cable, wiring, electrical cabinets, transformers, etc.) between the equipment and its primary isolation or disconnect.
Note: PHNSY & IMF will de-energize and disconnect machine from the primary isolation/disconnect point prior to start of work.
• All conduit and piping shall be capped at the isolation or disconnect point as applicable.
• Removal of leveling compound (grout) during the equipment disassembly process may be required to break the equipment free from its foundation.
3.2 .1 The contractor shall ensure that the removal/dismantle site of Building 72 is cleaned of all debris and the ground surface is free of hazards, including tripping hazards, pot -holes and or other uneven conditions resulting from the removal/dismantle phase of work.
3.3 The contractor shall safely transport all parts of the Muratec M5000 CNC Plasma Punch Press from
Building 72 (outside the CIA) to Building 155 (inside the CIA) in adherence to prior approved Plan of
Action and Safety Plan.
3.4 The contractor shall install the above ground foundation kit (Muratec Part Number 781742-2-00) at
Building 155 in the Government specified location in accordance with Original Equipment Manufacturer
(OEM) specifications prior to the reassembly and recalibration phase.
3.4 .1 Vendor shall be responsible for providing foundation kit (Muratec PN 781742-2-00), installation of kit and all associated hardware to complete the installation.
3.4 .2 After completion of installation, final drawings depicting configuration shall be provided to Code
980 POC. Format of delivered documents will be determined by the Government.
3.5 The contractor shall layout and reassemble the Muratec M5000 CNC Plasma Punch Press in accordance with Original Equipment Manufacturer (OEM) specifications. The Muratec M5000 CNC Plasma Punch
Press must be reassembled on the Muratec Foundation Kit. Muratec safety mats shall be installed around the machine and secured with adhesive.
3.6 The contractor shall provide a completely operational system(s) capable of meeting the following requirements:
3.6 .1 Responsibility for Test a.) The contractor shall be responsible for all materials and tools required to perform all tests herein.
b) The Government TPOC and COR will be notified in writing, three (3) days prior to all tests and inspections being performed, and reserves the right to witness any test and inspections deemed necessary to assure performance requirements of this PWS are met.
3.6 .2 Operational Test. The machine shall be operated at no load for not less than four hours.
Proper operation of all controls, motors, adjusting mechanisms, and accessories shall be verified during this test cycle. If a malfunction occurs during this test cycle, the test shall be restarted each time until a full four (4) hour test cycle is completed without a malfunction. Three (3) failures without completion of the test cycle shall be considered cause for rejection of the system. For the purpose of this test, a “failure” is defined as any equipment malfunction which requires remedial action to restore the system to full operation in accordance with this specification.
3.6 .3 Audible Noise Test. Two (2) random measurements shall be taken at the operator’s work areas.
The first taken at the controller/computer cabinet and the other at the emergency stop button located in front of the turret on the end of the material loading bed. For each measurement, the microphone shall be located on a straight line which is perpendicular to the surface/corner being measured and at a height corresponding to the point of the highest noise level emitted from the surface/corner at the herein specified location or distance from the equipment. Each sample shall be 100 dB (A scale) or less.
3.6 .4 Performance Accuracy Test. The machine shall be operated under Computer Numerical Control
(CNC) in each mode of operation to test the machine’s response to command data. During performance testing the control functions and machine response to commands for slide motions, turret indexing, feed rate changes and auxiliary functions shall be checked. The safety limit stops shall be checked by attempting to exceed the limits of travel by the work holders. No-punch safety zones shall be checked by attempting to punch within the zone.
3.6 .5 Performance and Alignment Tests. The machine shall be operated in a manner suitable to properly demonstrate and verify the successful operation of the machine and all of its component parts, relative to the design, construction and performance criteria using programs provided by the owning shop as listed below in sections 3.6.5.a thru 3.6.5.h.
Proper punch press operation and accuracy shall be verified by punching the parts listed below:
3.6.5.a Fifteen (15) 0.25” diameter holes horizontally across a 2’ x 2’ steel sheet metal of 0.063” starting at 1.25” from edge of sheet in the X direction and 6” in the Y direction. Holes shall be spaced 1.5” apart. A second row of fifteen (15) holes shall be punched in a staggered pattern starting at X of 2” and Y of 6.75” and holes shall be spaced 1.5” apart.
This pattern shall be repeated three (3) times in the Y direction. Distance between holes shall be measured with accuracy of all hole positions at +/- 0.005”.
3.6.5.b Five (5) retainer pieces on 0.125” brass sheet metal
3.6.5. c Five (5) 5” blanks on 0.125” brass sheet metal
A nesting test shall be performed by fabrication of the parts listed below utilizing both the plasma cutting and punching functions. All pieces shall be fabricated per government provided program and sample.
3.6.5.d Five (5) round blanks on 0.25” aluminum sheet metal
3.6.5. e Five (5) round flanges on 0.125” aluminum sheet metal
3.6.5.f Five (5) brush holders on 0.063” stainless steel sheet metal
3.6.5.g Five (5) louvers on 0.050” stainless steel sheet metal
3.6.5.h Five (5) prop guards on 0.050” galvanized steel sheet metal
3.6 .6 Final Report. The contractor shall provide a final report to Code 987, and the Sheet Metal
Shop (x17) documenting all test results from the tests performed in sections 3.6.2 thru 3.6.5
(all).
3.7 The equipment shall be examined by the Government to determine compliance with the requirements of this Performance Work Statement.

5.0 GOVERNMENT PROVIDED SERVICES
5.1 All utilities required to power the Muratec M5000 CNC Plasma Punch Press at Building 155 will be installed by PHNSY & IMF prior to reassembly and recalibration.
6.0 GOVERNMENT FURNIS HED PROPERTY
6.1 None.
7.0 QUALITY CONTROL PLAN
7.1 The contractor shall develop a Quality Control Plan (QCP) and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's QCP is the means by which the contractor assures that work complies with the requirement of the contract. This QCP shall be in effect from the first day of the contract being awarded.
7.2 The contractor shall maintain records of reviews and actions taken per the QCP, and shall make such records available to the Government upon request.
7.3 Periodic Progress Meetings: The contractor agrees to attend any progress meetings during the contract period of performance. The Government TPOC and other government personnel, as appropriate, may meet periodically with the contractor to review the contractor’s performance. At these meetings the TPOC will apprise the contractor of how the Government views the contractor’s performance and the contractor will notify the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
8.0 CONTRACTOR QUALIFICATIONS
8.1 The contractor shall comply with Safety and Health work practices specified in section. See Section 14.0
Appendix I.
8.2 The contractor shall comply with environmental guidelines specified in section 7. See Section 14.0
Appendix II.
8.3 The contractor shall pass a background check to gain access onto the base. The contractor will coordinate with the Technical Point of contact (TPOC) or Contracting Officer’s Representative (COR) to obtain a gate pass at building 3455 Pass Office. It is not unusual for the pass process to take an hour or more. The contractor shall be a U.S. citizen and pass a security background check. Only those individuals with favorable investigations shall be utilized on this contract. Prior to the start of work, the contractor shall provide the COR full name of all personnel working on this contract; social security number; date of birth, place of birth and citizenship. The contractor’s employees must be a U.S. citizen and registered with the
Defense Biometric Identification System (DBIDS). The contractor personnel shall have a valid Driver’s license, and a vehicle pass for base access. The contractor will submit the Base access request to Joint Base
Pearl Harbor Hickam Security.
8.4 The contractor performing services shall be required to comply with all PHNSY & IMF rules, regulations, and training that is applicable to conduct, safety, security, and procedures governing site entry and exit.
9.0 SECURITY REQUIREMENTS
9.1 In accordance with current DoD and Homeland Security Requirements, performance of all work under this contract is restricted to U.S. citizens and U.S. nationals only. After contract award, the contractor shall provide to the TPOC and/or COR on company letterhead a request for access of all personnel working on this contract and include the following information: full name, Social Security number, d ate of birth, and citizenship. The contractor shall state that the information has been verified, filed, and available for examination by the Government upon request.
9.2 Contractor personnel must meet the requirements for an unescorted entry, GREEN badge, to PHNSY &
IMF areas. Four weeks prior to the visit, the contractor, sub-contractors and suppliers, shall complete applicable items on Part 1 of the Contractor Visit Request (VR) form (PH-SYD 5512/28) and submit it to the Government Contracting Agency (GCA) or COR for completion of Part 2. The GCA/COR will forward the VR and DD 254, as applicable, to the Shipyard & IMF Sponsor for completion of Part 3, no later than three weeks prior to the visit. The Shipyard & IMF Sponsor will submit the VR to Pass and
Identification Office (Pass & ID), no later than two week prior to the visit. The VR must include the type of U.S. citizenship. Entry into the CIA, CNIA, NWA, or OSA may be authorized under one of the following conditions:
9.3 For unescorted access to the CIA: Contractor must show proof of U.S. citizenship before a GREEN badge can be issued. The contractor shall follow the applicable requirements listed below in Section 14.0
Appendix III and brief their personnel to ensure compliance. Non-compliance with applicable items in
Section 14.0 Appendix III is a material violation of the contract. Should contractor personnel receive or suspect they have learned of unauthorized sensitive information, they shall identify and immediately report suspicions to the Government. This contract does not require access to Nuclear Work spaces.
9.4 Contractor employees shall clearly identify themselves as a contractor (i.e. company shirt, badge, company identification) in a visible location on the front of exterior clothing, above the waist, (except when safety or health reasons prevent such placement). Identification badges shall be worn at all times when performing work. The contractor performing services shall be required to comply with all PHNSY & IMF rules, regulations, and training that is applicable to conduct, safety, security, and procedures governing site entry and exit. Contractor personnel will be escorted when working in sensitive areas, as required. The TPOC will make arrangements to provide escort service if required.
10.0 OPERATIONS SECURITY (OPSEC)
10.1 The contractor shall comply will Operational Security (OPSEC) requirements specified in Section
14.0 Attachments - Appendix IV.
10.2 Upon contract award, if determined by the OPSEC Program Manager (OPSEC PM), the contractor must submit an OPSEC Plan to be approved by the Government prior to the start of work. The
OPSEC Plan must be submitted via encrypted email, through the approved Department of Defense
Safe (DoD) Secure Access File Exchange (SAFE) at https://safe.apps.mil.
10.3 It is the responsibility of all contractor personnel (prime and sub) to avoid inadvertent disclosure of unclassified or classified information during the period of this contract.
10.4 During the period of this contract, contractor personnel may be exposed to, use, or produce, U.S.
Government CI and observable indicators which may lead to the discovery of CI. PHNSY & IMF CI will not be distributed to unauthorized third parties, including foreign government or companies under Foreign
Ownership, Control or Influence (FOCI). The contractor shall protect all CI in a manner appropriate to the nature of the information.
10.5 U.S. Government CI shall not be publicized in corporate wide newsletters, trade magazines, displays, internet page or public websites. All transmission to personal email accounts (AOL, Yahoo, Gmail, Hotmail, Comcast, etc.,) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.,) are strictly prohibited. Media requests related to this project shall be directed to PHNSY & IMF
Public Release Authority.
10.6 The contractor and its personnel should realize that disclosure or compromise of CI to unauthorized persons, whether willfully or through gross negligence, carelessness, or indiscretion, may warrant action to remove the individual assigned or to terminate the awarded contract. Furthermore, such conduct may be cause for criminal prosecution and imposition of criminal and civil penalties.
10.7 The contractor shall protect Controlled Unclassified Information (CUI) at all times. CUI consist of but is not limited to unclassified information requiring safe guarding and dissemination controls, consistent with applicable law, regulation, or government-wide policy. Any attempt by unauthorized third parties to solicit, obtain, photograph or record incidents of loss or compromise of CUI or other pertinent sensitive information related to this contract shall be immediately reported to the organization’s Command Security
Manager and the COR.
11.0 CONTRACTOR PERSONNEL
11.1 The contractor shall comply with Public Law 105-270, Section 5(2A)(A), which states that contractors will not perform inherently governmental functions. Section 5(2)(A) of this Public Law defines the term
“inherently governmental function” as “a function that is so intimately related to the public interest as to require performance by Federal Government employees.” Per Section 5(2)(B), inherently governmental functions include management of government programs requiring value judgements, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counter-intelligence operations. Per Section 5(2)(C), inherent governmental functions DO NOT include, (i) gathering information for or providing advice, opinions, recommendations , or ideas to Federal Government officials;
or (ii) any function that is primarily ministerial and internal in nature.”
11.2 Contractor personnel shall not establish an employee-employer relationship with government personnel under this contract.
11.3 The contractor shall not provide personal services.
11.4 Contractor personnel shall make clear to all individuals they engage with that they are contractor employees and not government employees. When participating and introducing themselves during official events wherein government, non-government, or foreign personnel are present, contractor personnel shall identify themselves as employees of the contractor. Contractor personnel must be clearly identified (i.e.
company shirt, pin, visible company ID, etc.) in a visible location as to who their employer is.
11.5 Contractor personnel shall not manage, supervise or task government employees or military personnel.
Contractor personnel may not make any commitment to non-DOD personnel, including a foreign official, which commits the expenditure of U.S. government resources.
11.6 Facilities may close due to local or national emergencies, administrative closings, or other government directed facility closings. Contractor access to government facilities during closures is not permitted.
12.0 PLACE OF PERFORMANCE
12.1 The place of performance shall be on-site at PHNSY & IMF Building 72 outside the Controlled Industrial
Area and at Building 155 inside the Controlled Industrial Area.
13.0 HOURS OF OPERATION
13.1 First shift working hours are from 0630 to 1500 hours, daily Monday through Friday, excluding Holidays.
13.2 Second shift working hours are from 1430 to 2300 hours, daily Monday through Friday, excluding
Holidays.
13.3 Second shift working hours may be performed with concurrence from government TPOC and COR. The contractor shall submit a request in writing no later than one (1) week prior to scheduling work on second shift hours.
13.4 If the Federal holiday falls on a Saturday, the holiday is observed on the preceding Friday. If the Federal holiday falls on a Sunday, the holiday is observed on the following Monday.
