PETERSON AFB

CATHOLIC PRIEST

PERFORMANCE WORK STATEMENT (PWS)

FY 2021

1.0 DESCRIPTION OF SERVICES

1.1. General. The purpose of this contract is to provide non personal, Roman Catholic Priest services. The Contractor shall serve as the Roman Catholic Priest for the members of the Catholic Community at Peterson-Schriever Garrison and be responsible for the completion of all services outlined in this PWS. The Contractor shall plan, organize, and coordinate activities for the Catholic community with assistance from the Catholic Parish Advisory Council (CPAC). The Contractor’s areas of responsibility include presiding at all required Catholic liturgical, worship and religious rites/activities. The Contractor is also responsible for the overall development, coordination and management of any other Catholic-related programs, budget and publicity approved by the Peterson Installation Chaplain and in accordance with the Peterson Chapel Ministry Plan. Governing guidance comes from DOD, AF, Archdiocese for the Military Services (AMS), and Air Force Chaplain Corps governmental directives, policies and instructions as applicable.

1.1.1. The initial period of performance for this task will be a 6 month base year that follows contract award. After the base year, there will be four (4) option years. Successive option years may be exercised at the unilateral discretion of the Government on an annual basis. The total length of this contract, including all option years, is 5 years.

1.2. Location. Contract duties will be performed primarily at the Peterson Chapel, 455 Vincent St. Peterson AFB, CO 80914, and will include support to Schriever and Cheyenne Mountain as outlined in the PWS and Ministry plan.

1.3. Hours of Work. The contractor is required to work approximately 25 hours per week, not to exceed 125 hours per month, in support of required sacramental ministry needs of Catholic Air Force/ Space Force members and their families. The contractor may be required to work up to 40 hours per week during peak weeks. Peak weeks may include the week before or during Confirmation, First Holy Communion, and Holy Week/Easter, etc. Any additional hours must be approved by the Peterson Installation Chaplain or Chapel Contract Officer (CO), in accordance with the Peterson Airman Ministry Plan. The exact work schedule shall be coordinated with the Installation Chaplain.

1.3.1. The Installation Chaplain or designee shall provide the contractor a quarterly schedule outlining required events or services. This schedule shall be given to the contractor 15 days prior to the start of that quarter. The schedule may be adjusted to meet requirements for duties outside of the normal 0730-1630 duty hours. Changes to the schedule require approval by the Installation Chaplain or designee. When an unforeseen facility closure, inclement weather, or other event is found to be an acceptable delay by the Installation Chaplain or designee, which precludes completion of services on a regularly scheduled work day, the contractor shall reschedule the work (if required) to be performed and notify the Installation Chaplain or designee of the new time.

1.3.2. Office hours will be performed at Peterson-Schriever Garrison Chapel facilities. The office hour schedule will be coordinated with the Installation Chaplain in order to maximize customer service to the Peterson-Schriever Catholic communities. Office hours will be posted in an appropriate place where customers can easily access them.

1.3.3. Hours include required religious programming, chapel staff meetings, and Catholic Parish Advisory Council meetings. Hours may also include training required by the Installation Chaplain and other events as required by the Airman Ministry Plan (AMP).

1.3.4. The Contractor is required to give the Installation Chaplain a two-week notice of any period of absence.

1.3.5. The Contractor shall provide a name of suitable substitute to the Installation Chaplain within 30 days of contract award. In addition, the Contractor shall provide the substitute’s appropriate credentials IAW Section 4.1 and 4.6. At no time can a substitute begin work before a background check has been completed. Compensation for substitute’s time spent on background checks is the sole responsibility of the Contractor.

1.3.5.1. A substitute must be of equal or greater capability than the Contractor.

1.3.5.2. The Contractor shall provide written documentation of all substitutions indicating name and date of substitutions.

1.4. DUTY REQUIREMENTS

1.4.1. The Contractor shall provide administrative support, religious services, and pastoral care in support of events including, but not limited to:

1.4.1.1. Two (2) weekly masses (as outlined by the Installation Chaplain and AMP),

1.4.1.2. Sacraments, including reconciliation, baptisms, weddings, annulments, funerals, last rites,

1.4.1.3. Lent/Advent Penance Services, Ash Wednesday, Holy Triduum Services, Christmas Service, Holy Day Masses,

1.4.1.4. Fellowship (as scheduled),

1.4.1.5. Pastoral Counseling (e.g., Catholic pre-marital, etc.),

1.4.1.6. Invocations/Benedictions

1.4.2 The Contractor does not supervise other contractors, but, provides guidance and expertise under authority designated by AMS and the Installation Chaplain. The Contractor shall work in conjunction with staff, Catholic contractors, and volunteers to provide direction for Catholic Religious Education in accordance with the ministry plan. Programs may include, but are not limited to:

1.4.2.1. Comprehensive Religious Education and Sacramental Preparation

1.4.2.2. Rite of Christian Initiation for Adults (RCIA)

1.4.2.3. Programming for children

1.4.2.4. Spiritual Enrichment Programs (e.g. faith formation retreats, marriage retreats, etc.)

1.4.3. Additionally, the Contractor will attend chapel staff meetings as scheduled by the Installation Chaplain (typically weekly). The Contractor will also attend Catholic Parish Advisory Council meetings.

1.4.4. Contractor will provide ministry information (including hours, volunteers, attendees, etc.)

to the Air Force Chaplain Corps Statistical Report (AFCCARS) base reporter or designee.

1.4.5. Contractor will coordinate required Appropriated Fund (APF) and Chapel Tithes and Offering Fund (CTOF) purchases and requirements with the Installation Chaplain or designee, and Catholic Contractor(s). All CTOF or APF requests and purchases must be made in accordance with DAFI 52-105 and other applicable guidance.

1.4.6. Work Hours/Required Services. The Contractor shall provide the following services at Peterson-Schriever Garrison and Cheyenne Mountain AFS at the direction of the Installation Chaplain. The Contractor shall arrive no later than one hour prior to each service in order to provide 30 minutes for reconciliation and 30 minutes for service preparation. The following times are subject to change at the discretion of the Installation Chaplain.

1.4.6.1.1. The Contractor shall conduct weekday Masses each week at Peterson-Schriever Garrison Chapel (Peterson) as scheduled and approved by the Peterson Installation Chaplain.

Daily mass will normally last at least 30 minutes, but not more than two hours.

1.4.6.1.2. The Contractor shall conduct Sunday Mass at the appointed time, consistent with the Airman Ministry Plan. Mass will normally last one hour, but not more than one and a half hours.

Contractor will work with Catholic Contractors and Volunteers and Lead Protestant Chaplain to ensure a transition time of approximately one hour between Catholic and Protestant services. The Installation Chaplain may direct or approve changes to service schedules.

1.4.6.1.3. The Contractor shall conduct Holy Day Masses/Special Services as scheduled and required (i.e. Lent, Christmas, Easter, etc.). Masses/Services will normally last at least one hour, but not more than two hours.

1.4.6.1.4. The Contractor shall conduct reconciliation, baptisms, weddings, annulments, Ash Wednesday, and Triduum Services as scheduled, required, and approved by the Installation Chaplain. Masses/Services will normally last at least one hour, but not more than two hours.

1.4.6.1.5. The Contractor shall be present for, and assist volunteers and/or other contractors in coordinating, fellowship immediately following Mass as scheduled. Fellowship will normally last one hour, but not more than one and a half hours.

1.4.6.1.6. The Contractor shall attend weekly staff meetings, as scheduled by the Installation Chaplain. Staff meetings will normally last one hour, but not more than two hours. The Contractor shall arrive at the chapel facilities at least 10 minutes prior to the meeting start time.

1.4.7. The Contractor shall assist the Installation Chaplain, chapel staff, and other contractors in developing goals and objectives that meet Space Force, Base Chapel, and Catholic Church requirements.

1.4.8. The Contractor shall provide technical expertise to the Installation Chaplain, and the chapel staff regarding spirituality, traditions, laws, policies, procedures, directives, worship, devotions, and sacramental preparation requirements of the Catholic Church and the Archdiocese for the Military Services (AMS).

1.4.9. The Contractor shall work with staff and Contractors, and will assist in recruiting and training volunteers to participate and provide support to Catholic and chapel-sponsored activities and programs.

1.4.10. The Contractor shall provide technical expertise and recommendations to the Installation Chaplain concerning Catholic services funds, the Catholic portion of Chapel Tithes and Offering Fund (CTOF), and needed resources including equipment, supplies and space to ensure accomplishment of parish goals and objectives.

1.4.11. The Contractor will ensure that sacramental records and pre-marital documentation are maintained per the requirements of the AMS.

1.4.12. The Contractor shall assist in establishing and scheduling a parish advisory council to meet at least quarterly to foster pastoral activity and to address Catholic community-related concerns and issues. Contractor shall preside over the meetings and ensures minutes are taken and made available to Peterson chapel attendees.

1.4.13. The Contractor shall serve as a liaison maintaining a working relationship between the AMS, their Archdiocese, the clergy of the local Catholic parishes and the military Chaplains in the Peterson AFB and Colorado Springs area, home parishes of base personnel, unit commanders, First Sergeants, senior enlisted personnel and base support agencies.

1.4.14. The Contractor shall coordinate, plan and schedule with other Peterson-Schriever organizations concerning Catholic-related events, ceremonies, sacraments as appropriate.

1.4.15. The Contractor shall provide direction, instruction, counseling and assistance with applications, testimony, documentation and the processing of annulment applications to all of those wishing to petition for a marriage annulment and for those eligible members that practice within the Catholic faith.

1.4.16. The Contractor shall be available for invocations and benedictions, at the direction of the Installation Chaplain, when a Catholic priest is specifically requested.

1.4.17. The Contractor shall serve as point of contact, reachable by telephone, email, or text message for all on and off base emergencies requiring Catholic support or assistance to include visitation of the sick by a priest for anointing when necessary.

1.4.18. The Contractor shall provide pastoral and spiritual care to Catholic family members within 24 hours of death notification and assist in the planning and preparation of funeral services.

1.4.19. The Contractor must respond to any emergency calls such as, but not limited to, disaster support, death of a parish member, or to perform an individual’s last rites. The Contractor shall respond within one hour of receiving the call, to include travel to Peterson-Schriever Garrison within the one-hour timeframe. Time spent on emergency calls shall be added as regular work hours.

1.4.20. The Contractor shall maintain proficiency or currency in any required Air Force Chaplain Corps or in-house staff training plan.

2.0. Qualifications

2.1. Contractor shall provide a Roman Catholic Priest in good standing with his home diocese and the Archdiocese for the Military Services (AMS) and a completed DD Form 2088 with faculties for each Catholic Priest performing services. Contractor must maintain a DD2088 approved by AMS for the duration of the contract. Faculties must likewise be provided for sub-contracted clergy.

2.2. Roman Catholic clergy who are contractors are not military chaplains and will not use the duty title of “chaplain.” The contractor shall not use the duty title of chaplain while performing services, to include but not limited to printed documents and electronic communications.

2.3. The contractor shall be responsible for ministering to the Catholic Parish. Since the contractor is not a military chaplain, they shall not perform unit/ workplace engagement or advise unit leadership on military matters. The scope of the contractor’s responsibility is limited to Catholic Ministry.

2.4. The contractor must meet the educational requirements outlined in DoDI 1304.28, Guidance for the Appointment of Chaplains for the Military Departments The proposal must also include a resume which lists the contractor’s professional experience (including a minimum of three years of pastoral experience after ordination) and the contractor’s major accomplishments.

2.5. Ability to administer both the documentation of services performed and the timely rendering of payment for services (if used) is required.

2.6. English is the operational language of the Air Force. The contractor shall be able to read, write, speak and understand English fluently. English shall be the only language used with regard to this contract for written correspondence, discussions and other business transactions. Other languages may be used for pastoral support when most relevant to parishioners receiving individual pastoral care. Use of other languages shall not be to the disadvantage of the English speaking community.

2.7. In accordance with DODI 1402.5 E3.2.c., each individual working with children under the age of 18 in conjunction with this contract shall successfully complete a federally mandated criminal history background check (conducted by the Base Chapel) which shall include a National Agency Check with Inquiries (NACI) and if the individual has a prior DoD affiliation within the last two years an Installation Records Check (IRC). The IRC includes a law enforcement check, drug and alcohol record check, and a check of the family advocacy program (FAP) for a minimum of 2 years before the date of application. The results of an FBI advanced fingerprint check must be obtained prior to a person’s employment under Line of Site Supervision (LOSS). Additionally, in accordance with DODI 1402.5 E4.f all individuals working under LOSS must wear a badge that clearly identifies him as not being authorized to be alone with children. Additionally, posters or other printed information must be readily visible informing children’s guardians of what the conspicuous identification means. Failure to satisfactorily complete, maintain and present compliance of the criminal history background check requirements listed above shall result in termination of the contract.

3.0 Service Summary

3.1. The Installation Chaplain or designee (Contract Officer Representative or COR) will monitor and inspect the Contractor’s performance.

3.2. The Contractor will be notified in writing by the Contracting Officer of any and all noncompliance and shall be given an opportunity to correct, if possible, noncompliance work.

The Contractor shall respond in writing to any notice of noncompliance within 30 days of notification.

4.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES (GFP)

4.1. Facilities

4.1.1. The Contractor shall have the use of the following facilities for performance under this contract: Peterson Chapel 455 Vincent St. Peterson AFB, CO 80914, and meeting space at Schriever AFB or Cheyenne Mountain AFS as arranged by the Installation Chaplains. Note that use of these facilities does not necessarily mean exclusive use. Offices and common areas may be shared with other staff, contractors, volunteers, etc.

4.1.2. The Peterson Chapel will issue the Contractor chapel keys necessary to gain building access, including access to: the chapel entrance door and administrative office(s). Keys will not be duplicated, and used only in the capacity of work duties. The Contractor shall immediately report any lost or missing keys to the facility manager.

4.1.3. An office space will be provided for use by the Contractor, as appropriate. A local and long distance telephone service will be available to perform service under this PWS.

4.1.4. The Government will not be responsible for loss or damage of personal items brought into the chapel.

4.1.5. The Peterson Chapel will provide access to an office with a telephone, computer, copier, and basic office supplies available to conduct official Catholic Parish duties.

4.1.6. The Contractor will be authorized to use all administrative and clerical support in the same manner as other assigned USAF chaplains. This will include, but is not limited to, copy machine, religious library, installation distribution, and Class “A” and Defense Switching Network (DSN) telephone lines. These items will be used for official government business only.

4.1.7. The Contractor shall be responsible for safeguarding all Government property provided for Contractor use.

4.2. Government Furnished Training:

The contractor shall participate in military specific training (i.e., safety training, information assurance, et cetera) and other training as directed by the Installation Chaplain. Some of the training may be computer based training on systems or on-site and during normal duty hours.

This government training will be at no cost to the contractor.

4.3. Equipment and Supplies

4.3.1. The Peterson Chapel will provide robes, albs and supplies necessary to conduct Mass.

4.3.2. The Contractor shall have joint use of all available equipment necessary for performing services required by this contract.

4.3.3. The Contractor shall use established local procedures to submit for new or replacement equipment used as part of their normal contract work.

4.3.4. The Peterson Chapel will provide required Government forms used in the performance of this contract.

4.3.5. The Peterson Chapel will provide training on reports, forms, regulations, policies and procedures as well as initial and continuing orientation and training.

5.0. GENERAL INFORMATION

5.1. Contractor shall have valid ecclesiastical credentials prior to employment to include certificate of ordination, letter of approval from the Bishop and certified authorization of ecclesiastical credentials approved by the Archdiocese for the Military Services, USA (www.milarch.org). Contractor shall maintain valid ecclesiastical credentials throughout the life of the contract.

5.2. Must be able to clearly communicate in English and conduct administrative requirements in verbal and written format as necessary.

5.3. Maintain professional conduct and present self in a neat, clean and well-groomed manner.

5.4. Maintain healthy and professional interpersonal relationships with staff and parishioners in a pluralistic military environment.

5.5. The Air Force Chaplain Corps accommodates requests for chaplain services and/or support for religious practices unless the specific accommodation is logistically impossible or prohibited by law or policy. The Contractor must be able to work in an environment that accommodates all faith traditions but will not be required to perform duties that are incompatible with the Catholic faith or his professional role.

5.6. Contractor shall provide information necessary for successful completion of a background investigation in accordance with DODI 1402.5, AFI 52-101, and other applicable guidance. The Government shall be responsible to conduct the required background investigation and for the costs incurred while doing so.

5.7. Failure to cooperate with a background check by providing necessary documentation, fingerprints or other information needed for its completion or the reception of a derogatory report will result in elimination from consideration for the contract or termination of the contract if it has already been awarded.

5.8. The contract may be terminated in accordance with the termination clauses contained within the contract.

5.9. NETWORK ACCESS

5.9.1. The Contractor(s), with a valid National Agency Check verified through Joint Personnel Adjudication System (JPAS) or validation from the Government’s security manager, shall be provided access to the hosting bases unclassified computer networks and their inherent capabilities including, but not limited to: Internet access, electronic mail, file and print services.

The Contractor shall be held accountable for all actions that he or she initiates while on the network and shall conduct his or her business in accordance with all AF and local base instructions, manuals, and policies. Any conduct that does not adhere to sound or just network usage as stipulated in official guidance will cause revocation of all network privileges. All personnel having access to Government program information will be required to execute non-disclosure and information protection agreements. The Government will supervise the release of data from the IMS and will designate an individual to oversee and advise the Contractor on all data released and/or exported from the system.

5.9.2. In order for the Contractor to use the base network, he or she shall complete all the paperwork and forms necessary for a National Accreditation Check. The cost of the check will be paid for by the government. The Contractor shall also complete the Informational Awareness Training, including passing a final test, within 30 days of starting the position.

5.10. PASS AND IDENTIFICATION

The Contractor shall obtain personal identification passes for all employees and vehicle passes for all Contractor and personal vehicles requiring entry onto Peterson AFB and Schriever AFB in accordance with Air Force FAR Supplement (AFFARS) 5352.242-9000. The Contractor shall furnish a Contractor employee roster/access list, and submit it through the Contracting Officer to the Security Forces Pass and Registration Office, at contract start. The Contractor shall update the roster within 10 days of changes and provide to the government personnel cited above.

Contractor employees shall present Vehicle Registration, proof of insurance, and a valid driver’s license for all vehicles to be registered IAW 21SW Memorandum, PAFB & SAFB Installation Entry Policy, (most current volume), and AFI 31-204, Air Force Motor Vehicle Traffic Supervision, (Chapters 2-6) (most current volume). Contractors shall obey all base traffic laws.
