This is a Performance Work Statement (PWS) for maintenance services of oil/water separators, grease traps, septic tanks, and sand interceptors at Buckley Space Force Base (SFB) in Colorado, effective 17 February 2026.
The contractor must provide all management, tools, supplies, equipment, and labor necessary to maintain these systems in compliance with government and commercial standards. Key service requirements include: (1) Oil/Water Separators – pumping oil, residue, and wastewater; cleaning filters; inspecting systems; and transporting materials to approved disposal facilities; (2) Grease Traps – furnishing five-gallon pails of enzyme digestant per trap annually, pumping grease and residues, ensuring free-flowing connections, and transporting waste to approved storage; (3) Septic Tanks – performing annual cleaning with environmental testing to determine hazardous waste status, maintaining chlorine tablets, and ensuring proper disposal; and (4) Sand Interceptors – removing sediment to three inches from tank bottom, cleaning inlet/outlet pipes, and replacing lids/covers. The contractor must be a permitted waste hauler approved by applicable regulatory authorities and comply with federal, state, and local environmental regulations including the Resource Conservation and Recovery Act, Oil Pollution Act of 1990, Clean Water Act, and Title 40 CFR standards. Testing of tank contents is required semi-annually and annually per 40 CFR 279.11 before disposal, with results shared with government for review.
Additional requirements include: confined space entry training and written plans per IAW CFR 1910.146; service scheduling initiated at least 14 days prior to proposed dates with Contracting Officer's Representative (COR) coordination; emergency service response within 24 hours with separate pricing; service tickets documenting date, time, type of service, and repairs; obtaining all federal, state, and local permits; waste disposal in accordance with Metro Water Recovery rules; safety compliance per OSHA standards; hazardous materials reporting to 460 CES/CEIE prior to use; and contractor manpower reporting via betaSAM. The performance threshold requires no more than one customer complaint per service month, with periodic COR inspections validating work performance. Appendix A identifies specific locations and service frequencies, including five oil/water separators (annually), seven grease traps (semi-annually), two septic tanks (annually), and five sand interceptors (semi-annually), with total gallonage capacities and annual service requirements specified for each facility.
