About this file

This Performance Work Statement (PWS) details a 5-year cross-connection survey for Offutt Air Force Base in Nebraska. The primary objective is to assist the base in complying with Air Force Instruction 32-1067 by conducting a comprehensive survey of water-using facilities, identifying potential cross-connections, and developing a prioritized report with recommendations and cost estimates. The contractor will inspect approximately 140 facilities within a 100-foot radius, excluding military housing, medical facilities, and buildings slated for demolition.

Key requirements include developing a work plan, conducting a kick-off meeting, creating a health and safety plan, and performing a detailed survey to identify and evaluate cross-connections using Uniform Plumbing Code criteria. The contractor must have at least 5 years of experience in cross-connection surveys, with on-site personnel possessing equivalent expertise. The project must be completed within 12 weeks of award, with deliverables including a comprehensive database, digital photographs, and a memorandum report ranking potential hazards and recommending corrective actions. The survey will be conducted at Offutt AFB and satellite facilities in Elkhorn and Scribner, Nebraska, under the Department of the Air Force Air Combat Command.
