About this file

This is a Performance Work Statement (PWS) for Night Vision Device (NVD) Accessories procured under a Foreign Military Sales (FMS) case. The document establishes technical and performance requirements for the supply and potential training of Commercial Off-the-Shelf (COTS) NVD accessories including purge kits for PVS-7, PVS-14, and AVS-6 night vision systems, along with associated spare parts and components. The PWS defines contractor responsibilities for product delivery, quality assurance, technical documentation, and warranty support, with delivery required within 180 days after receipt of order (ARO).

The solicitation is a small business set-aside Request for Quote (RFQ) with the Army Materiel Command awarding up to three IDIQ contracts with a combined ceiling of $9,000,000 over five years. Evaluation will be based on lowest-priced, technically acceptable (LPTA) criteria with acceptable past performance as a factor. All items require a one-year standard commercial warranty, and contractors must submit warranty language prior to award. The FMS case covers multiple foreign countries, and this announcement serves as both synopsis and complete solicitation with no additional written solicitation to be issued. Award decisions will be made based on technical acceptability and pricing competitiveness among qualified small business offerors.
