SUBSCRIPTION AND SUPPORT SERVICES

PERFORMANCE WORK STATEMENT (PWS)

1.0 INTRODUCTION: Naval Computer and Telecommunications Area Master Station Atlantic

(NCTAMSLANT) Financial Management Department, BCO Billing Branch, requires an annual subscription to a web-based Enhanced Billing Data Analysis and Reporting business intelligence tool required to conduct aggregation, analysis, and reporting of telecommunications billing data in order to improve reimbursable customer funding recapture rates, track expenditure rates, maximize buying power, provide on-time command service usage reports, and sustain auditable financial conditions.

2.0 BACKGROUND: The mission of NCTAMSLANT Base Communications Office (BCO) is to provide day-to-day management, administration, operations, maintenance and reporting of the existing Base C2 communications services, whether leased or government-owned, to all command activities within our area of responsibility. In accordance with COMNAVIDFOR M-2066.1 and all other applicable regulations and directives, the BCO requires reimbursement from non-mission customers for incremental communication services, including tolls, Centrex, Local Exchange Carrier

(LEC) and other unique customer service requirements including work orders.

Currently, NCTAMSLANT N00FM utilizes a commercial off the shelf (COTS) web-based platform to conduct data aggregation, analysis, and reporting via CAC-enabled access.

An automated processing and reporting suite includes dashboards, drilldowns, and historical and predictive analysis functions and capabilities; ensuring all reporting requirements as identified by the agency are met. The current COTS product has the capability to effectively and efficiently merge, process, and manage all necessary and pertinent agency and vendor data sources into one single source. It is provided utilizing a 1-year subscription and hosted in a DFAR 252.204-7012 (Safeguarding of Covered

Defense Information and Cyber Incident Reporting) compliant environment.

3.0 REQUIREMENT: NCTAMSLANT FM Department intends to acquire a 1-year subscription service to a web-based billing analysis commercial off the shelf (COTS) product and associated web-based product training and helpdesk technical support services that are designed to allow NCTAMSLANT FM Department to continue to meet the Department of

Defense (DOD) and Department of the Navy (DON) Financial Improvement and Audit

Readiness (FIAR) requirements, as well as those internal requirements as outlined in

COMNAVIDFOR M-2066.1.

This requirement is necessary to ensure NCTAMSLANT N00FM BCO Billing Branch has an automated and systematic method of processing external and internal data related to telecommunications billing for the purpose of reporting and analytical capabilities via a

SQL compliant database to aggregate data from disparate data sources to a configurable business intelligence software platform that users interact with via their web browser.

NCTAMSLANT Billing Branch personnel imports multiple different data sources into the current platform, which is then processed via specifications identified by the agency. A multi-user, highly scalable software solution will compile numerous billing inputs received from various vendors and then sort, categorize, and distribute data as needed by any approved NCTAMSLANT command/unit and/or user.

3.1 Configuration and implementation in accordance with the agency’s specifications to include:

3.1.1 SYSTEM REQUIREMENTS

Management of all data repositories including Lines & Circuits inventory, Job Order Numbers, Bases and Commands supported, and all other supporting data repositories

Management and tracking of Telephone Control Officers (TCOs) and financial POCs

Importing and tracking status of multiple data sources including commercial services, government owned switch services, and toll usage data via a universal import template

Tracking of successfully processed files

Capability of providing real-time ad-hoc and summary reports

View of fallout records prior to finalizing monthly reports

Viewing and managing command customer accounts and reporting products

Validation capability of command usage reports

Data and cost adjustments capability

Year to Date expense reporting

Audit tracking capability on changes made by users

Mass update capability

Capability of mass distributing emails, with or without attachments, to all POCs

Capability of providing Funds Status view

Providing email notifications of released billing usage reports, as well as undeliverable email notifications

Capability of assigning multiple levels of user access

CAC-enabled access via NMCI web browser ensuring security controls are being maintained

Access to archived files

Data back up to occur on a continuous basis

3.1.2 SUPPORT REQUIREMENTS

Web-based product training

Training for super-users as necessary

Unlimited access to vendor trouble help desk including system access issues

User Desk Top Guides and Manuals for all processes

NCTAMSLANT Billing Branch will provide Government Furnished Information (GFI) legacy data as the initial source of data input for this requirement.
