About this file
This is a Performance Work Statement (PWS) for the procurement, delivery, and installation of modular in-plant warehouse offices at Naval Base Guam. The Contractor shall furnish four (4) pre-wired, insulated modular office units configured into a minimum 8' x 20' and maximum 8'6" x 20'6" aggregate footprint, including delivery, mobilization, indoor mechanical erection without welding, and office furniture. The project scope excludes site work, foundation construction, utility extension, and IT/data cabling. Installation is limited to delivery, placement on existing concrete surfaces, and connection/setup using manufacturer's standard anchor systems per published instructions.
The complete project milestone requires all freight delivery, on-site staging, non-welded installation, physical cleanup, and assembly of furnishings completed no later than forty-five (45) calendar days after Date of Contract (ADC). On-site activities must be performed during base regular operating hours (0700 to 1600 Chamorro Standard Time, Monday through Friday, excluding Federal Holidays), with any deviations requiring 48-hour written approval from the Contracting Officer. The modular units must meet specific hardware specifications including prefabricated multi-layered wall panels with minimum 3-inch thickness and STC 35 acoustic rating, commercial-grade vinyl composition flooring, ADA-compliant access doors, and pre-wired electrical systems with integrated 100-Amp distribution panels per NEC/NFPA 70 standards. The Contractor must also provide four matching office desk and chair sets meeting specified ergonomic and commercial-grade standards. All work must comply with OSHA 29 CFR Part 1910, Naval Base Guam Base Access & Security Regulations with DBIDS requirements for Contractor personnel, NEC/NFPA 70 electrical codes, and ASTM acoustic and ceiling standards. Contractor personnel require Defense Biometric Identification System (DBIDS) credentials and valid U.S. citizenship or legal permanent resident status with work authorizations.
