DESCRIPTION OF SERVICES

The F-16 Mission Module Computer (MMC) Chassis Tester is a critical component of the 523rd Electronics Maintenance Squadron (EMXS) located within the OO-ALC Complex. The MMC tests 90% of the F-16 MMC Chassis for the US Air Force. This requirement is to provide quarterly Preventative Maintenance (PM), telephone and on-site support, and software support for the MMC.

SCOPE

The contractor shall provide all management, tools, supplies, equipment and labor necessary to maintain the MMC in accordance with (IAW) Original Equipment Manufacturer (OEM) standards. The contractor shall perform quarterly scheduled preventative maintenance on the MMC to include any rework and travel expenses associated with rework to ensure the MMC is fully operational to test the F-16 MMC Chassis.

The contractor shall provide telephone support to assist the Government in troubleshooting or performing repairs.

Upon Government request, the contractor shall provide on-site support outside of the quarterly scheduled maintenance to restore the MMC to fully operational status.

The contractor shall provide software support. All software updates and data generated under this contract shall be delivered to the Government with unlimited rights as defined in DFARS 227 and with no proprietary markings or restrictive legends. The contractor shall be responsible for updating Computer Program Information Numbers (CPINs).

BASIC SERVICES

INITIAL EVALUATION

The contractor shall conduct an initial evaluation at the beginning of the contract prior to any preventative maintenance or government requests for service. The initial evaluation will identify all current anomalies with the MMC and diagnose any work that needs to be performed on the MMC. Once the initial evaluation is complete the contractor shall provide the Government Representative (GR), 523rd EMXS Senior Lead Technician, with a report within 15 days detailing the following items: (CDRL A001)

· Current condition of the MMC

· List of parts needing updated or replaced

QUARTERLY PREVENTATIVE MAINTENANCE (PM)

The Contractor shall perform scheduled quarterly inspections, preventative maintenance, and repairs on the MMC tester as outlined in the Technical Orders (TO) in Appendix C. The detailed results of this inspection and maintenance shall be outlined in a technical report. Quarterly PM shall include, but not limited to, the following:

· Diagnostic testing

· Lubrication of moving parts

· Replace/repair all worn parts

· Identification of parts in danger of failing or are becoming worn Technical Report The Contractor shall submit the Technical Report within five (5) business days after quarterly PM has been completed. The following information shall be included in the report: (CDRL A002)

· Maintenance performed

· Number of personnel required

· Hours completed for each task

· Course of action taken to resolve issues and/or repairs

· Recommendations for extended service life

· Final verification data

· List of parts list identifying:

· Parts replaced with their part name and number

Verification Testing Upon completion of work and prior to leaving the test facility, the contractor shall coordinate with the GR to provide a final verification test using a signed Test Failure Sheet that the system is fully functional. The verification/certification shall be submitted in the Technical Report. (CDRL A002) The contractor shall provide the GR copies of the printed test failure sheets recorded during testing on the MMC.

The final test shall be tested using an “A Condition Unit” All identified failures shall be corrected immediately.

UNSCHEDULED MAINTENANCE SUPPORT

Upon request by the GR, the contractor shall provide unscheduled maintenance. Unscheduled maintenance is maintenance or support outside of the quarterly scheduled PM to include; multilayer circuit card repair, ribbon cable repair/replacement, pneumatic actuator repair/replacement, and overall MMC chassis tester-specific components’. Unscheduled maintenance could be on-site at Hill AFB or via telephone support.

Unscheduled Phone Support The contractor shall have three (3) business days to respond by telephone or e-mail to arrange a date and time acceptable to the Government to provide assistance to return the MMC Chassis to a fully functional state.

Unscheduled On-Site Maintenance Support The contractor shall have three (3) business days to respond by telephone or e-mail to arrange a date and time acceptable to the Government to be on-site at Hill AFB to return the MMC Chassis to a fully functional state.

SOFTWARE SUPPORT

All Software modified or created will remain or become property of the Government.

CONTRACT DATA REQUIREMENTS LIST (CDRL)

CDRL requirements. Contract information data shall be delivered, as assigned by the Ordering Activity, electronically IAW the corresponding requirement for each Data Item listed in Table 4-1 (below). The contractor shall have no more than one error per quarter for all CDRL submittals. The contractor shall submit CDRLs according to the due date indicated and have no more than one CDRL per quarter submitted after the identified due date. Grammatical errors do not count as an error. Substantive mistakes shall be corrected within two working days and corrective action taken to prevent recurrence of inaccurate and/or late CDRLs.

GENERAL INFORMATION

SAFETY REQUIREMENTS

Record and report promptly (within one hour) to the Contracting Officer (CO) or designated GR, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.

In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.

If the government elects to conduct an investigation of the accident/mishap, the contractor shall fully and assist government personnel in the conduct of investigation until the investigation is completed.

Include a clause in each applicable subcontract requiring the subcontractor’s cooperation and assistance in accident reporting and investigation, SECURITY REQUIREMENTS

No security clearance is required for this effort and Contractor employee(s) shall be escorted by a designated GR.

The contractor shall comply with all access requirements throughout the period of the performance.

Physical Security The contractor shall be responsible for safeguarding all government property provided for contractor use.

ENVIRONMENTAL CONTROLS

The Contractor shall ensure their employees are made aware that the performance of these services will occur in industrial areas. The industrial complex at Hill AFB have the potential to expose workers to hazardous materials which may include, but is not limited to: hexavalent, chrome, cadmium, beryllium, lead, and others. While the Contractor shall not perform duties in a regulated area (where exposure are expected to exceed the permissible exposure limits set by 29 Subpart Z, there may be contact hazards with these materials. The contractor shall ensure proper protective measures and training is taken to ensure contracted employees are protected from hazards. Survey of these areas which will be made available upon request.

The contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, and Local laws, regulations, and requirements regarding environmental protection.

Notification of Environmental Spill The contractor shall immediately report any spills or releases of any substance contained in 40 CFR 302 into the environment to the designated GR. The liability for the spill or release of such substances rests solely with the contractor and its agent.

Material Storage and Use The contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes hazardous materials.

HOURS OF OPERATION

Normal Hours of Operation The contractor shall perform the services required under this contract during the following days/hours: Monday through Friday, 0600–1530, except for Federal Holidays. Fridays are to be negotiated with the GR and are at the GRs discretion. The contractor is responsible for designating work hours for their employees, but at a minimum shall be available as required by the Government, this may vary depending on location, project, or event.

Unless otherwise required by the Government, the Contractor shall not have access to Government facilities to work on the following federal holidays: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day. If the holiday falls on Sunday, it is observed on Monday. If the holiday falls on Saturday, it is observed on Friday.

TRAVEL REQUIREMENTS

All travel required shall be performed in accordance with FAR 31.205-46, Travel Costs. The contractor is responsible for making all necessary travel arrangements for their personnel, including air travel, car rental, lodging and subsistence. Travel is restricted to round trip coach airfare tickets, economy class car rental, and per diem rates not to exceed Federal Travel Regulation (FTR) rates for the TDY location. All travel must be in accordance with FTR, Joint Travel Regulations (JTR) and local security requirements. The Contractor shall also provide a proposed itinerary and estimated travel cost, IAW FAR 31.205-46, to the contracting officer for approval prior to travel.

The contractor shall provide expenditure documentation for all reimbursable cost in accordance with FAR 31.205-46, to the CO.

GOVERNMENT OBSERVATIONS

During the course of performing this work, government personnel may monitor the contractor’s personnel. Government personnel, other than CO and authorized GR(s), may from time to time observe contractor operations. Government personnel may not interfere with contractor performance, and only the CO may make changes to the contract.
