About this file

This is a Performance Work Statement (PWS) for tow cable repair services supporting maritime undersea warfare operations. The PWS outlines the technical requirements and performance standards for repairing and re-terminating tow cables used in naval undersea applications, including specifications for connector re-termination, cable inspection, testing procedures, and quality assurance protocols. The work involves precision connector work on export-controlled components, requiring adherence to detailed technical drawings and military specifications.

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is procuring these services on a sole-source basis through Firm Fixed Price (FFP) purchase order N6660426Q0345, as PMI Industries is identified as the only qualified supplier capable of meeting the Government's schedule requirements and technical specifications without incurring duplicative costs. Access to the requirement's export-controlled drawings (Distribution D) requires contractors to possess valid Joint Certification Program (JCP) certification and submit a DD 2345 form to the RFQ Point of Contact. Requests for drawings must originate from the JCP Custodian only. The procurement is being executed by the Department of the Navy Naval Sea Systems Command (NAVSEA).

PERFORMANCE WORK STATEMENT (PWS)

MFTA Tow Cable Connector(s) Termination and Evaluation Background To effectively detect and track submarines at extended ranges, United States Navy surface ships rely on the AN/SQQ-89 SONAR processing system in conjunction with both hull-mounted arrays and/or a Multi-Function Towed Array (MFTA).

The MFTA is deployed at a significant distance from the ship via a special tow cable to minimize interference from shipboard noise and to optimize acoustic performance. This tow cable serves as the power and data interface that ultimately connects the MFTA to the AN/SQQ-89 sonar system.

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) oversees the acquisition and fleet support of these tow cables. As part of fleet support, NUWCDIVNPT is required to repair and return to service failed tow cables that occur in the fleet.

NUWCDIVNPT Code 15 SONAR and Sensors Department is seeking to establish a contract that entails the termination of new connectors on government-owned MFTA tow cables and to perform Factory Acceptance Testing (FAT) to ensure each renovated tow cable meets performance specifications.

Places of Performance All work shall be performed at contractor facilities Authorized Users Naval Undersea Warfare Center Division Newport Code 15 Sponsors Program Executive Office Integrated Warfare Systems (PEO IWS) 5 Types of Funding Operation and Maintenance (O&M) Scope This Performance Work Statement (PWS) outlines the requirements for a contractor that will install new connectors on a government-owned MFTA tow cable and then conduct Factory Acceptance Testing (FAT) to ensure each renovated tow cable meets performance specifications. This contract requires no access to classified data. All information will be handled at the unclassified level. All acquisition activity shall be performed only via domestic providers.
