About this file

This document is a Performance Work Statement (PWS) for the replacement and upgrade of the Building Automation System (BAS) and Variable Air Volume (VAV) controls at the Hollings Marine Laboratory (HML) in Charleston, SC.

The objectives are to: 1) Replace the outdated 25+ year old Metasys BAS system with new open protocol BACnet Metasys components integrated with the NOAA Enterprise BAS, and 2) Convert the existing pneumatic VAV system to new digital DDC controls integrated with the Metasys BAS. This is required to meet modern IT security and energy efficiency requirements for the facility. The contractor will be responsible for providing all equipment, labor, and technical support to install, configure, and integrate the new BAS and VAV systems. The work must be completed within 180 days of contract award and will be performed in a phased, wing-by-wing approach to minimize disruption to daily operations. Detailed requirements are provided for the BAS and VAV control system upgrades, along with general site access, safety, and IT security requirements.

Performance Work Statement

NOAA Hollings Marine Laboratory Building Automation System / Variable Air Volume (VAV) upgrade

(JCI-Metasys) 331 Fort Johnson Road, Charleston, SC 29412

Background:

The existing Hollings Marine Laboratory (HML) building has a modified Building Automation System (BAS) that is 25+ years old. This system monitors and controls all aspects of the laboratories operations to include climate control (chillers, boilers, strobic fans, VAV systems, etc.), sea water pumping and filtration system and equipment monitoring and notification system (freezers, incubators, etc..). Due to age the system cannot meet basic software updates nor meet IT security requirements. The existing system hardware does not have the capacity to support the requirements of the current and future operations conducted at this location. The design of the building dictates that the BAS is critical to the safe, efficient and resilient support operations.

Purpose:

The purpose of this Delivery Order is to obtain the supplies and services of a contracting vendor to provide the following:

• Replacement / upgrade and installation of the Hollings Marine Laboratory Building

Automation system (Metasys).

• Direct Digital Control (DDC) conversion of the existing pneumatic Variable Air Volume

(VAV) Controls (Phoenix Air Valves) and integration into the new Building Automation system (Metasys).

Location of Work:

The Hollings Marine Laboratory (HML) Building is located at 331 Fort Johnson Road, Charleston, SC 29412.

Objective Task 1 The objective is to provide the necessary equipment and labor to replace and / or upgrade the HML Building Automation system in order to allow the means to quickly analyze, monitor and manipulate building status points, identified in Appendix A. The contractor shall provide and install Open Protocol BACnet Metasys components. The Metasys will be integrated with the NOAA Enterprise Building Automation System (BAS) which supports Johnson Control Metasys (JCI-Metasys) systems. The contractor will be responsible for obtaining and installing all component parts and providing on-site technical support to do initial power-up, programming, integration and coordination with the NOAA Enterprise BAS system.

As part of NOAA’s initiative to increase the safe and efficient operations of its facilities and provide resilient and robust support of its research mission, this initiative shall be to provide improved building management control of its buildings.

Task 2 The objective is to provide and install DDC components to convert the existing pneumatic VAV system in order to allow the new Metasys BAS to communicate directly with the VAV controllers. The antiqued pneumatic VAV system is extremely degraded and incapable of interfacing with the Metasys BAS system upgrade. The DDC upgraded VAV controls will be integrated into the NOAA Enterprise Building Automation System (BAS) which supports Johnson Control Metasys (JCI-Metasys) systems. The contractor will be responsible for obtaining and installing all component parts and providing on-site technical support to do initial power-up, programming, and integration with the NOAA BAS system.

The new upgraded system installation will allow the facility to better meet modern energy mandates by reducing the lab air change rates during specific times of the day and week. This would provide a reduction in the carbon footprint of this facility while meeting the current governmental energy standards.

Scope of Work:

The contractor shall provide all labor, material, equipment, supervision and transportation necessary in accordance with these instructions, specifications and accepted trade and industry standards. System shall be migrated on a phased, wing-by-wing basis to limit the impact to daily operations. A complete project schedule shall be submitted by the contractor and approved prior to installation.

The contractor shall perform a site survey prior to project implementation to ensure any devices are functioning properly and to identify any possible project deviations prior to installation.

Issues identified during the survey, network devices (extenders, switches, converters, etc.)

repairs, or deviations from the current PWS shall be submitted to the NOAA POC for review and approval.

The Contractor shall install the new system as follows:
