Men’s Basketball Assistant Coach

Performance Work Statement (PWS)

1.

Background Information

1.1. The U.S. Air Force Academy Preparatory School, known as USAFAPS, the Prep School, or Air Force Prep, was formally established in 1961 with Colonel Lee Charles Black as the first commander. The school exists today as an avenue of opportunity to a carefully selected group of Airmen and civilians by providing them the academic, leadership, and physical skills that will prepare them for success as Cadets at the U.S. Air Force Academy.

1.2. Located six miles south of the main cadet area, the Preparatory School’s Commander, faculty, and staff work to prepare a diverse group of “cadet candidates” in academics, athletics, character development, and military training to succeed and lead at the Academy. Cadet candidates are not guaranteed an appointment to the Academy but earn consideration and a recommendation from the Preparatory School Commander by successfully completing the 10-month Prep School program.

2. General Information

2.1. The Contractor shall provide non-personal services for 1 (one) part-time assistant basketball coach to include equipment, supplies, transportation to practice, transportation to home games, and other items and non-personal services necessary to perform assistant football coach duties as defined in the PWS.

2.2. The Contractor must meet the qualifications as annotated in the attachment “Contractor Qualifications.”

2.3. Contractor Identification. All Contractor personnel shall wear a Government-issued badge at all times to identify themselves as a Contractor employee. Contractor employees shall identify themselves as a Contractor when attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties (e.g., clients, vendors, customers, public contacts, etc.) to avoid creating an impression they are Government officials.

2.4. Dress code. The Contractor shall be professional in appearance and suitable for the occasion and environment. On practice days, the Assistant Coach shall be in Air Force (AF) Prep School- practice attire, which will be issued by the Government. Game-day attire for the Contractor shall be issued AF Prep polo and slacks and/or other authorized coaching gear.

2.5. Hiring of U.S. Government Employees. The Contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest or the appearance of a conflict of interest. The Contractor shall comply with the Joint Ethics Regulation with regard to the employment of current and/or former Government employees. The Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives proper approval. The Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in Air Force Instruction 64-106, Air Force Industrial Labor Relations Activities paragraph 3. The Contractor is prohibited from employing off-duty Government Contracting Officer Representatives (COR) who are managing any contracts or subcontracts awarded to the Contractor. The abrupt absence of any Contractor personnel does not, at any time, constitute an excuse for nonperformance under this contract.

2.6. Adverse Weather Conditions. The Contractor shall coordinate with the COR concerning performance of PWS requirements during adverse weather conditions. Delayed reporting or early release (for Government employees) may not relieve the Contractor of PWS performance.

2.7. Work Environment. Missions may be interrupted by base exercises or actual ongoing base security events. The Contractor is required to participate in all exercises.

2.8. Federal Holidays. The following Federal Holidays are observed by USAFA, but these holidays may not be observed by the Contractor due to mission needs.

· New Year’s Day, January 1st or the Friday preceding or Monday following

· Martin Luther King’s Birthday, 3rd Monday in January

· President’s Day, 3rd Monday in February

· Memorial Day, Last Monday in May

· Independence Day, July 4th or the Friday preceding or Monday following

· Labor Day, 1st Monday in September

· Columbus Day, 2nd Monday in October

· Veteran’s Day, November 11th or the Friday preceding or Monday following

· Thanksgiving Day, 4th Thursday in November

· Christmas Day, 25th December

2.9. Incident/Mishap Reporting. In the event of a safety incident or mishap, the Contractor shall take reasonable and prudent action to establish control of the scene, prevent further damage to persons or property, and preserve evidence until released by the investigative authority. The Contractor shall immediately report the incident to the COR and the USAFA Safety Office. If the Government elects to conduct an investigation, the Contractor shall cooperate fully and assist Government personnel until the investigation is complete.

2.10. Emergency. Police, Medical, and Fire can be reached by calling 911. The caller will reach an El Paso County dispatcher and must identify they are located on USAF Academy.

2.11. Fire Prevention and Protection. Base fire prevention personnel will make periodic Government-provided facility inspections for regulation compliance.

2.12. Custodial Services. The Government will provide custodial services for occupied Government-provided facilities at the same level provided to Government employees. All other services shall be the responsibility of the contractor to include storage of all practice materials. After practice, duties include securing basketballs and equipment in the storage closet.

2.13. Refuse Collection. The Government will make available refuse collection and disposal services for the Contractor at the Government’s expense in direct support of the PWS. Emptying of individual trash receptacles into Government-provided dumpsters is the responsibility of Contractor employees. Dumpsters are available for Contractor use for the disposal of items. The Contractor shall follow guidelines established by the base regarding proper disposal of refuse. The Contractor shall not dump prohibited items in dumpsters. The Contractor shall comply with all base-recycling programs.

2.14. Maintaining Clean Work Areas. The Contractor shall ensure all work areas assigned under the PWS are neat, clean, and maintained at all times and immediately report any facility and safety discrepancies to the Government.

2.15. Government-Furnished Facilities. The Contractor shall use Government-furnished facilities in the performance of this PWS.

2.16. Information Resources. The Government will provide access to Government staff and pertinent information. The Government will provide the Contractor copies of, or access to, all required directives, publications and documents. All documentation provided to the Assistant Coach shall remain the property of the Government and shall be returned upon completion of this contract.

2.17. Network Access. If required, the Government will provide “Official Use Only” network Internet/intranet access through the Government network for approved systems and workstations required for accomplishment of work in support of this PWS. Network access for Contractor employees requires a common access card (CAC) provided by the Government.

2.18. Controlled Unclassified Information (CUI): If the Contractor determines unauthorized personnel have accessed CUI, the contract manager shall immediately notify the COR and fully cooperate with any investigation. The Contractor shall comply with DoD Manual 5400.07 Freedom of Information Act (FOIA) Program, 4.1., and DODI 5200.48, Controlled Unclassified Information. These instructions and manuals establish policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding CUI material.

2.19. Local Background Check: Contractor shall provide a "LOCAL BACKGROUND CHECK", from the location in which he/she lives. The contractor shall go to their local police station to receive this. If contractor has moved within the last year they shall provide a local background from each location they have lived within the last year.

2.22.1. The "Local Background Check" can be obtained through your local police department (3- 4 weeks).

2.22.2. Background check information shall be provided within 6 weeks of date of award.

2.22.3. Cost of the background check will be at the contractor’s expense.

3. Description of Services

3.1. The COR will provide the contractor with the practice and game schedules when they become available each year.

3.2. The Contractor shall only submit invoices during the practice and playing season.

3.3. The Contractor shall provide coaching management and administration within all aspects of a competitive NCAA program resulting in a positive and beneficial intercollegiate experience for student athletes.

3.4. Key Areas of Responsibility will include day-to-day operations under the direction of the Head Football Coach or designated appointee with an emphasis on game planning and preparation.

3.5. Conduct all aspects of the program within the rules, regulations, and procedures of the NCAA, conference, athletic department policy manual and the College.

3.6. Attend and participate in basketball department meetings and rules education sessions.

3.7. Non-Game Day Practice and Strength Training Tasks

3.7.1. The Contractor shall teach specific offensive and defensive skills, demonstrate drills, and correct player deficiencies in respective skills.

3.7.2. The Contractor shall meet with the Head Coach to go over practice plans, identify instructional points of emphasis, and other pertinent information.

3.7.3. The Contractor shall lead the skill development work out by teaching, demonstrating, and correcting the following:

3.7.5. Coach and provide feedback with fundamental work

3.7.6. Coach and provide feedback in teaching team defense concepts

3.7.7. Coach and provide feedback in teaching Team Offensive/ Defensive Concepts

3.7.8. Coach and provide feedback in teaching Game Situations

3.7.9. Coach and provide feedback in Individual Shooting/Offensive Moves

3.7.10. After practice - storage and security of equipment

3.7.10.1. Move all practice basketballs and equipment into basketball storage area located on the west side of USAFA Fitness Center Husky Gym.

3.7.11. Post Practice Strength Training (No Certified Strength and Conditioning Specialist (CSCS) Certification Required)

3.7.11.1. Three Days a Week (60-Minute Sessions)

3.7.11.1.1. Help with weight room expectations

3.7.11.1.2. Demonstrate exercises/lifts

3.7.11.1.3. Instruct

3.7.11.1.4. Correct

3.7.11.1.5. Teach and Re-teach

3.8. Game Days Tasks

3.8.1. Home Games (USAFA Fitness Center – Husky Gym) – 12 to 16 games, schedule dependent.

3.8.1.1. Arrive one hour prior to tip-off

3.8.1.2. Lead pre-game stretching

3.8.1.3. Instruct and oversee pre-game warmups

3.8.1.4. Mentor and inspire athletes in pre-game talk in locker room

3.8.1.5. The Assistant Coach will keep track of necessary in game statistics such as fouls and timeouts

3.8.1.6. The Assistant Coach will provide input on substitutions based on foul trouble and in game situations

3.8.1.7. Track statistics and provide in-game feedback to head coach

3.8.1.7.1. Track fouls

3.8.1.7.5. If the away travel is at a tournament, the Assistant Coach shall scout future opponents participating in the tournament

3.8.2. Away Games - USAFA Prep is an independent school and is not affiliated with a conference. Travel to away games is via a team bus. USAFA Prep participates in two annual tournaments in West Point, NY and to San Antonio, TX. Overnight travel is required for these tournaments and one additional game (see travel funding requirements in section 3.9).

3.9.1.1. San Antonio, TX at Lackland AFB – Joe Hall Tournament Four nights (Airfare and Lodging)

3.9.1.2. West Point, NY at Army. 2 Games. Three nights (Airfare and Lodging)

3.9.1.3. Scottsbluff, NE at Western Nebraska Cougar Classic Tournament. Two nights (Lodging)

3.9.2 The Contractor shall comply with the Joint Travel Regulations (JTR).

3.9.3 The Contractor shall keep all receipts during travel and submit all incidentals to the COR in Wide Area Work Flow (WAWF).
